(Non-Agenda Public comment -Excessive Imposed Taxes/ aggressive collection techniques) Dear current elected and appointed City Council members, Please see enclosed (attached) letter addressed to (Brad A. Anderson) dated:
October 12, 2009 from the (City of Rancho Mirage). It's critical to understand that Riverside County Assessor/Treasurer-Tax Collector have have once again used their authority in an attempt to forcibly TAKE private property (37043 Ferber Dr. Rancho Mirage). Currently City of Rancho Mirage have removed themselves from addressing potential delinquent special assessments. It's reasonable to consider that City officials have conspired to allow Riverside County Treasurer Tax Collector sole discretion to address collection of mandated taxes/fees on their behalf (Teeter Plan Ageement -operate by Riverside County in a morally corrupt fashion that nets sizable profits at victimized tax payers expense).
It's crystal clear that City of Rancho Mirage and Riverside County plus other governmental agencies (Including Superior Court) have conspired to remove private properties from long held establishment residents.
Many inconsistencies are noticeable in the methods used by taxing authorities to deprive Homeowner of proper procedures in notifications and financial credits to property taxes imposed.
Knowing that Riverside County Treasurer Tax Collector Department have used deceptive methods to De-House Riverside County residents (Seniors with financial situations) has exceed pure missteps of that department to known corruption activities.
It's reasonable to consider if City of Rancho Mirage was willing to serve their community (as they did In the year 2009) with monitoring and proper procedures to threaten property owners (see attached letter -dated :
October 12, 2009) when NOT recognizing incoming mandated taxes/fees from city assessed private properties. It's very likely that Homeowners would be made-aware of potential delinquencies in a timely fashion and NOT be forced from their homes by deceptive practices of Riverside County governmental agencies to steal senior citizens homes without proper notice and impure motivations.
Simply, City of Rancho Mirage officials should contact Homeowners that are suspected of potential delinquencies (Taxes/Fees) that are not being recorded as collected. That small act -would serve community members

that are "easy pray" to be victimized by scammers (Including Riverside County Treasure~ Tax Collector). . zqz s nc T ! /.~ p~ li : 53 But -It's very unlikely that the above listed recommencfat10ns will be Iieard/ Installed because of City of Rancho Mirages know conspired upon scheme to imposed code compliance violations/fines on selected city properties to collect sizeable benefits.
Please be advised that having a compromised council will ONLY serve to disinfrached residents that are aware of the radical political maneuvers to defraud Riverside County residents and businesses.
Please refrain from any futher reprisal actions against my private property or person for reporting this true and accurate summary of concerns and opinions expressed.

The Riverside County Tax Collector has informed us that one or more installments of special assessments levied against the property listed above are delinquent and you are the owner of the property. The information provided by Riverside County reflects payments received by June 1, 2009 . It is in your best interest to pay the delinquent amounts owed because in addition to a one-time 10% penalty for each delinquent installment, interest at the rate of 18% per year begins to accrue on July 1, 2010 for delinquent amounts.
While the City of Rancho Mirage recognizes there may be specific reasons why the installments have not been paid, you should be aware the City is required to initiate foreclosure proceedings in order to collect delinquent installments levied against properties within an assessment district. Should it become necessary to initiate foreclosure proceedings, in addition to the delinquent installments, penalties and interest , you will be responsible for all administrative fees, attorney fees and costs incurred by the City in collecting these amounts. These additional fees and costs could exceed $2,500 should foreclosure proceedings be initiated.
Accordingly, it is in your best interest to promptly pay the delinquent amounts to the Riverside County Tax Collector to avoid foreclosure proceedings . The City has a responsibility to the bondholders to commence foreclosure proceedings within 60 days after the date of this letter. Please contact the Riverside County Tax Collector 's Office at (951) 955-3900 for the payment amount and procedure . The Riverside County Tax Collector will require payment of all amounts owed on the property including not only the amounts delinquent for this assessment district but any delinquent real property taxes that may be owed as well. However, you have the option of paying the delinquent assessment, penalties, any accrued interest and administrative fees directly to the City . In order to do so, please call Willdan Financial at (800) 755- 6864 .
Please contact Joni Almy, Management Services Coordinator , at Rancho Mirage City Hall at (760) 324-4511 to advise her how you plan to handle this matter.
Thank you for your attention to this matter. If you have questions of City staff regarding this letter, please call Joni Almy at (760) 32/111.
