for Temporary Foundations
and Temporary Housing in
Landslide Complex
City Council
August 4, 2026
▪ October 3, 2023, the City Council of the City of Rancho Palos Verdes adopted Resolution No. 2023-47 declaring a local state of emergency for Greater Portuguese Bend Landslide Complex that has been extended and is still active. ▪ Due to accelerated land movement in the Landslide Complex, several homes in the area have experienced deteriorated conditions requiring residents to find alternative housing or foundational solutions, including, but not limited to:
• Foundation damage
• Inadequate egress
• Severe structural damage
• Utility failures or lack of critical utility services • Unsafe electrical system
• Severe plumbing issues
• Collapsed or compromised roof
• Unsafe load-bearing elements
Background
▪ July 2, 2024 City Council directed Staff to explore options for interim housing solutions within the Landslide Complex.
▪ September 3, 2024, the City Council adopted Urgency Ordinance No. 687U, including standards and procedures for:
• Temporary foundation solutions and other structural work to protect the integrity of the home.
• Temporary housing structures to be installed on the same property as the home that has been deemed uninhabitable.
• Sunset provision to expire on December 31, 2026 unless extended by City Council by a 4/5 vote.
Background (continued)
▪ Land movement continues to move in portions of the Landslide Complex at rates in excess of when emergency was first declared, with the possibility that homes in Landslide Complex may experience further damage.
▪ City has approved five temporary foundation applications and one temporary housing applications since Urgency Ordinance No. 687U was adopted in September 2024. ▪ If extension is not granted, those temporary foundations would need to be replaced with permanent solutions and temporary housing no longer allowed starting December 31, 2026.
