The City Council and I are in receipt of your email indicating that you will not be participating in tonight's meeting "given now (emphasis added) that the reliability request encompasses Grandview, Grandpoint, and Rolling Rivera" neighborhoods.

Your email and my response will be provided to the City Council and public as late correspondence.

For the record, I have attached a few past emails that request reliability information for the neighborhoods you cite dating back to March of 2026. Furthermore, in an email from Irantzu (see attachment), she states the information requested is similar in scope, just updated, from a report SCE provided on August 6, 2024. Lastly, the Staff Report (which I provided to you on September 9) recommendation states the following:

Receive and file a status report from Southern California Edison (SCE) providing a status update on the frequency of power outages and long-term measures to mitigate frequent and prolonged power outages in the Grandview Estates, Grandpoint Lane, and the Rolling Riviera neighborhoods (emphasis added).

My point here is that the City's requested information dates back to March 2026.

We look forward to hearing from you on when the meeting with staff will be scheduled as you note below.

Hi Ara, and Irantzu,
I wanted to follow up regarding tonight's City Council agenda item and clarify SCE's participation.

As shared in my September 9 email below, SCE will not be participating in tonight's Council discussion. Given that the City's reliability request now encompasses Grandview, Grandpoint, and Rolling Riviera, which involve different areas and reliability considerations, we believe the appropriate next step is to first meet with City staff to align on the specific reliability concerns and scope to be reviewed.

This will allow us to coordinate with the appropriate SCE teams and determine the appropriate next steps. We remain available to coordinate that staff-level discussion and look forward to continuing to work with the city.

Thank you for the additional clarification regarding the City's reliability request.

As we've worked through the request, the scope has evolved to include Grandpoint, Grandview, and Rolling Riviera, which involve different areas and reliability considerations.

To ensure we can provide a meaningful update that addresses all of the City's concerns, we believe the best approach is to first meet with City staff to align on the specific reliability concerns and scope to be reviewed. This will allow us to coordinate with the appropriate SCE teams and provide a more complete, responsive update later, rather than participate in the September 15 Council discussion before that work is complete.

I'm happy to coordinate a staff meeting with you and the appropriate SCE representatives.

Subject: Re: (Follow up) Meeting: SCE/RPV Mayor, RPV CM David,
Thanks for the updates. Here are my follow up questions:
1) For the Grandview side, what progress has been made in terms of the updates that were previously promised? My understanding is that work was being done at a substation in PVE that affected Grandview estates.
2) For the Western corridor, what projects are ongoing and what are completed as of today? Upgrades were to occur and not just covered conductor work.

I agreed to not have SCE do regular updates at our city council meetings because I was given assurances that upgrades were scheduled and in progress. From your email, I feel like nothing has progressed forward and things have fallen through the cracks. As far as upcoming infrastructure upgrades, emergency responses, and PSPS, your team should be actively pushing information to us and we shouldn't have to wait on an email or logon to a portal.

I hope you understand my frustration on this matter. Our city has been dealing with electrical issues for years now and we're trying to get it right for our neighbors. I hope you understand.

Best,
Paul

Mayor Seo and Mr. Mihranian,
Thank you again for meeting with us. To memorialize our conversation, below are the key topics we covered, followed by the update you requested regarding the Western Avenue Corridor and Grandview areas:
• Electrical infrastructure challenges, particularly in landslide-affected areas • Key updates regarding the transformer bank near Narcissa to mitigate wildfire risk • Re-energization in Portuguese Bend (contingent on land movement remaining below 1 inch per week)
• The Pony Club
• Ladera Linda
• Inquiry regarding the Western Avenue Corridor and Grandview areas With regards to your inquiry, here is what our internal tracking reflects today for the Western Avenue Corridor and Grandview areas:
• The area is primarily served by the Bachelor, Sciurba, and Tandem distribution lines, served from the Walteria substation.
• Most wildfire mitigation work has been completed on the Bachelor line. • On the Sciurba line, approximately 1.9 miles of covered conductor work remains in progress (per internal tracking).
• On the Tandem line, approximately 0.77 miles of covered conductor work is planned for 2026.

If Operations provides any additional refinement, I will share an updated note.

Lastly, as part of the upcoming infrastructure upgrades you inquired about, I recommend that the City designate at least one individual to request access to SCE's Disaster Response Public Entity Portal (DREP). Access to the Public Safety Portal Login will be crucial for emergency management efforts, including Public Safety Power Shutoffs (PSPS). If you would like, I can provide the link and further details.

Best regards,
-David Meza

Happy New Year to you both. Your email was timely, as I was planning to reach out to introduce you to your new SCE Government Relations Manager, David Meza, who is co'd here. With Celina's recent promotion, I had been temporarily managing RV until the role was permanently filled.

David brings strong experience and a thoughtful approach to city engagement, and I'm confident he will be a valuable partner to you. He is aware of the City's interest in meeting to discuss PBCA and our grid infrastructure throughout RV, and he will coordinate with our operations team to follow up with potential meeting dates.

Subject: RE: (External):Re: (Follow up) Meeting: SCE/RPV Mayor, RPV CM Dear Mayor Seo,
Thank you for your inquiry regarding the electrical infrastructure and reliability in the Grandview and Western Avenue corridor areas of Rancho Palos Verdes.

In response to your questions, our team reviewed the circuits serving the Grandview area, including the Quicksilver 16 kV circuit, which serves the Silver Spur Elementary School area and surrounding neighborhoods.

Based on this review, reliability in this area is comparable to similar circuits across Southern California Edison's service territory.

Summary of Outage Activity (2020-2026)
A review of outage activity associated with the referenced area identified eight unplanned outages or service interruptions during this period. These events occurred for reasons commonly seen in electric distribution systems.
3 General causes identified include:
• Animal contact (1 event) - wildlife contact with overhead electrical equipment • Vegetation/cause not found (2 events) - vegetation, such as palm fronds, contacting lines, or brief events where patrol identified no damage
• Foreign object contact (1 event) - Mylar balloon contacting overhead facilities » Equipment-related events (4 events)
• April 2020 - Overhead conductor
• August 2022 - Underground cable
• January 2023 - Underground elbow connection (area-wide outage) • July 2024 - Overhead conductor
Most outages during this period were restored in approximately 90 minutes or less.

While any outage can be disruptive, the outage activity observed during this review does not indicate a systemic reliability concern affecting the circuits serving this portion of the community.

Supporting Infrastructure Improvements
In addition to routine maintenance and vegetation management, Southern California Edison continues to invest in grid improvements across Rancho Palos Verdes. Current and planned work includes:
• Covered conductor installation - approximately 3.5 miles planned on the Quicksilver circuit • Circuit reconductoring — approximately 0.94 miles planned on the Jupiter circuit • Circuit modernization and automation - automation installations on the Tandem circuit • Distribution systern upgrades - planned 4 kV to 16 kV conversions associated with the Bluff Cove substation area, which increase capacity, improve operational flexibility, and enhance reliability across portions of the local distribution system.

These upgrades are part of broader efforts to modernize the distribution grid and strengthen reliability for customers across the Palos Verdes Peninsula.

Sincerely,
David Meza

Subject: (External):Re: (Follow up) Meeting: SCE/RPV Mayor, RPV CM David,
Thanks for the updates.

• Inquiry regarding the Western Avenue Corridor and Grandview areas 5 With regards to your inquiry, here is what our internal tracking reflects today for the Western Avenue Corridor and Grandview areas:
• The area is primarily served by the Bachelor, Sciurba, and Tandem distribution lines, served from the Walteria substation.
• Most wildfire mitigation work has been completed on the Bachelor line. • On the Sciurba line, approximately 1.9 miles of covered conductor work remains in progress (per internal tracking).
• On the Tandem line, approximately 0.77 miles of covered conductor work is planned for 2026.

If Operations provides any additional refinement, I will share an updated note.

Lastly, as part of the upcoming infrastructure upgrades you inquired about, I recommend that the City designate at least one individual to request access to SCE's Disaster Response Public Entity Portal (DRPEP). Access to the Public Safety Portal Login will be crucial for emergency management efforts, including Public Safety Power Shutoffs (PSPS). If you would like, 1 car provide the link and further details.

Best regards,
-David Meza

Dear Mayor Seo and Ara,
Happy New Year to you both.

He is aware of the City's interest in meeting to discuss PBCA and 6 our grid infrastructure throughout RV, and he will coordinate with our operations team to follow up with potential meeting dates.

Best,
