Cal Water System
California Water Service (Cal Water) is the largest regulated American water utility west of the Mississippi River and the third largest in the country. Formed in 1926, the San Josebased company serves 497,700 customer connections in over 100 communities throughout the state.
Approximately 24,000 of those customer connections are located within the Palos Verdes Service Area, which includes the cities of Rancho Palos Verdes, Palos Verdes Estates, Rolling Hills, Rolling Hills Estates, Lomita, a small portion of San Pedro and some unincorporated areas of Los Angeles County. Cal Water directly provides water service 1 CITYOF RANCHO PALOS VERDES
to these customers, including purchasing imported water through the West Basin Municipal Water District, and is responsible for operating and maintaining a hydraulically complex distribution system that can move water across the Peninsula’s varied elevations and terrain. This system includes 341 miles of water mains, pipelines, pumping facilities, storage facilities, and other equipment. Cal Water’s staff also perform water quality monitoring, maintenance and repairs, customer service, regulatory compliance, and other necessary functions to maintain a safe and effective system for all customers. The cost to operate this system and supply water is incorporated in Cal Water’s fee structure that is assessed to customers.
Sample Cal Water Bill
A typical residential customer’s Cal Water bill contains a combination of variable and fixed costs including: (1) a quantity charge based on the amount of water consumed; (2) other applicable fees, taxes, surcharges and/or credits; and (3) a fixed monthly charge based on the customer’s meter size. A sample Cal Water bill is available under Attachment A.
A. Quantity charges are based on the amount of water consumed. Consumption is measured in hundred cubic feet (CCf), with 1 CCf equal to approximately 748 gallons of water. According to Cal Water, an average four-person household requires 6 CCf per month to meet basic health and safety needs.
Cal Water uses a 4-tiered rate structure for single-family residential customers, under which the rate per CCf increases as consumption also increases and moves into higher tiers (Attachment B). These tiers and rates are regulated by the California Public Utilities Commission (CPUC), which periodically reviews and establishes rates that are intended to reflect the cost of operating the system.
The current quantity charges applicable to single-family residential customers in the Palos Verdes Service Area became effective July 1, 2026 and are listed below:
B. Other fees/credits may include charges associated with public programs, municipal or local government fees and taxes, and temporary surcharges and credits. These fees and credits are regulated by the CPUC as part of periodic reviews to establish rates that are intended to reflect the cost of operating the system. Additional descriptions for these line items are available in the Sample Bill (Attachment A).
C. Service Charge is often referred to as a “readiness-to-serve” charge and represents a portion of Cal Water’s fixed costs to maintain its water system and 2 RATES

keep service continuously available to customers, regardless of the amount of water used at any given time. The service charge is solely based on the meter size serving the customer’s property. Meter sizes are determined by using the highest flow/demand from approved local agency fire sprinkler calculations provided by the property owner, International Plumbing Code criteria for fixture types/counts that have been approved by the local governing agency, and any irrigation demands (highest demand of the (3) governs the sizing). Monthly meter charges are set, according to the CPUC, to recover a portion of the water enterprise’s fixed costs.
Further, the CPUC sets the ratio of meter charge to meter size through its established practices.
Currently, residents pay a different fixed service charge for their water meter based on size, which can be 2.5 times greater. Given this difference, on November 18, 2025, Mayor Pro Tem Perestam requested Staff work with Cal Water to understand the eligibility criteria for residents with larger meters to downsize from a 1 inch to a 5/8 inch meter, as one way to lower their overall water bills. Over the past several months, Staff have been working with Mayor Pro Tem Perestam and Cal Water to understand the water meter fee structure and the process to request a down-sizing of water meter, as discussed below.
DISCUSSION:
Cal Water’s Residential Metered Service Fee Structure
The chart below identifies the most common meter sizes for Rancho Palos Verdes single family residential customers and their respective service charges, effective July 1, 2026. (Cal Water also has service charges for larger meters that primarily serve commercial properties or other needs, and a complete list of all service charges are available in Attachment B.)
Residential
Meter Sizes
Monthly
Service
Charge
Meter Qty in
RPV
5/8 x 3/4 inch meter $55.17 11,236
3/4 inch meter $82.76 1
1 inch meter $137.93 1,777
1-1/2 inch meter $275.85 473
2 inch meter $441.36 112
Of the 13,599 Rancho Palos Verdes residential meters identified by Cal Water, a majority (11,236) are 5/8-inch meters. According to Cal Water, for most customers, a 5/8-inch meter provides sufficient water flow and pressure to meet their basic needs. However, other customers, including some residences or commercial businesses with larger structures, larger properties, more fixtures, fire sprinkler systems, greater water usage, 3 and/or other factors may be required to or may possibly opt to install larger meters that accommodate their higher water demands. As such, their service charges are higher, because they may represent a greater amount of the water system capacity that Cal Water must have available at peak demand – whether or not they use their full water capacity.
Meter Downsizing Process
Downsizing a water meter on an existing property typically involves the property owner, their contracted professionals, Los Angeles County Fire Department (LA County Fire) and Cal Water; at times, it may require the City, particularly if the structure is undergoing significant development and requires plan approvals through the City.
Generally speaking, determining eligibility to downsize a meter is a two-step process that considers the property’s plumbing and fire protection needs. It does not take into account the customer’s historical or average water consumption. As such, a property owner with a 1 inch meter cannot request to downsize to a 5/8 inch meter, simply because the current household has established a pattern of relatively low water usage. Rather, it is based on its “readiness to serve,” which is guided by the International Plumbing Code (Plumbing Code) and takes into account the properties’ water fixtures, peak or potential demand, and various other factors. The two step downsizing process is summarized as follows:
Step 1: Property owner must retain the appropriate contractors to evaluate the home’s plumbing demands under the current Plumbing Code. This evaluation considers the number and type of fixtures, elevation, piping, other project related characteristics, water demands (domestic and irrigation), and, if applicable, a fire suppression system.
The property owner must then submit the plumbing plan, demands, other project related supporting documents, and fire sprinkler hydraulic calculations to LA County Fire to determine if the smaller meter can provide sufficient water supply and fire protection.
Step 2: If approved by LA County Fire, the property owner must submit the approved plans, calculations, and any other project related supporting documents, along with a completed Application for Metered Service (Attachment C) to Cal Water. The application requires various pieces of information such as the structure size on the property, number of floors, elevation difference from meter location to residence, all water fixtures and water demand facilities (i.e. pools), irrigation demands, and fire sprinkler system information (if applicable). Cal Water’s engineers and district operations will then review that information and determine if the property is eligible to downsize its meter.
Per Cal Water, there is no formula to automatically and swiftly determine eligibility to downsize, because every property has different characteristics and conditions that must be carefully evaluated by the engineers and district operations on a case-by-case basis.
Characteristics such as the surrounding topography, water infrastructure that feeds into the residence, and other factors can influence its eligibility. Thus, the determination process can vary from property to property, and the submittal of an application and calculations alone does not guarantee downsizing. Final approval of any meter 4 downsizing request is determined solely by Cal Water following its review of the application, all required plans, calculations, and supporting documentation.
Lastly, the cost to downsize a meter can also vary significantly. As determined by Cal Water, a simple application could involve replacing the meter only, so long as the infrastructure around it can accommodate the change. A more complex application could require modifications to the service line, trenching, right-of-way work, alterations to private plumbing, or changes associated with a fire sprinkler system.
ADDITIONAL INFORMATION:
Given the various factors that may make it challenging to determine if a residence can downsize its meter, Cal Water and West Basin offer cost savings programs for its customers. Visit the links below for detailed information:
a) Customer Assistance Program (CAP)
CAP is a CalWater program for customers whose gross annual income is below a certain threshold (depending on household size) or are participating in one or more qualified assistance program (i.e. CalFresh SNAP, WIC, Medicaid/MediCal). Qualifying customers receive a fixed monthly discount equal to 50% of the 5/8 x 3/4 inch meter service charge.
b) Rebates and Conservation Programs
Cal Water provides different rebates to conserve water and reduce water quantity charges. Examples include rebates to install high efficiency toilets, washers, and smart irrigation controllers or replace lawns with drought tolerant gardens.
c) Cal Water Leak Detection
Cal Water encourages all residents to report possible leaks to reduce water loss and water quantity usage. Residents in Rancho Palos Verdes are asked to report leaks at (855) RPV-LEAK.
d) West Basin Municipal Water District Programs
West Basin also offers various rebates and tips to help residents reduce their water use and save on their monthly water bills. Programs include grass replacement rebates for businesses, and rain barrel giveaways.
CONCLUSION:
Receive and file this report outlining Cal Water’s fee structure and process for a customer to downsize one’s water meter, as one cost-savings measure.
ALTERNATIVES:
5 In addition to Staff’s Recommendations, the following alternative actions are available for the City Council’s consideration:
1) Do not receive and file this report and request additional information. 2) Take other action as deemed appropriate.

What do these charges on my bill mean?
CPUC Fee
The CPUC fee is set by, collected for, and sent to the California Public Utilities Commission (CPUC) to cover the costs of oversight by the CPUC. The CPUC's engineers, financial analysts, utility experts, and consumer advocates are responsible for ensuring that you receive good service and setting rates that are based upon the actual costs of delivering a clean, reliable water supply to your home or business.
WRAM
The Water Revenue Adjustment Mechanism (WRAM) breaks the link between water sales and utility revenues. This is important because it enables Cal Water and its customers to achieve conservation targets while still ensuring that the utility has the resources necessary to provide a reliable supply of high-quality water. Here's how it works: After a thorough review process, the California Public Utilities Commission (CPUC) sets rates that allow Cal Water to cover its fixed and variable operating expenses, based on sales projections for the coming years. If water sales in a particular district are higher than projected when the rates were set, the customers receive a refund. If water sales in a particular district are lower than projected, the customers pay a surcharge. Cal Water does not earn a profit on these fixed and variable operating expenses-they are passed through to customers on a dollar-for-dollar basis. Cal Water is only allowed to earn a return on capital that is invested in water system infrastructure, and this return is a very small percentage of the total water bill.
Service Charge
Although the service charge is based upon your meter size, it is not a "meter charge." The service charge covers a portion of the fixed costs of having a clean, reliable water supply ready to be delivered to your home or business 24 hours per day, seven days per week. These fixed costs include the costs of the wells, pipes, pumps, water quality processes, and people that are required, whether you actually use the water or not. The service charge increases for larger meters because the larger your meter, the more water your home or business would typically need.
Other Charges or Credits
"Other Charges or Credits" are small, temporary surcharges or credits that have been authorized by the CPUC due to unique conditions in your area, such as completion of a water system upgrade that isn't included in your rate or a change in the cost of electricity required to pump water to your home or business. Because these are typically small, we combine them on your bill. You can find a list of all current surcharges and credits on our web site at www.calwater.com/rates.
Public Purpose Programs
The " Public Purpose Programs" charge is a nominal fee approved by the CPUC to assist customers who have difficulty paying their water bill, either because they meet low-income qualifications or because they live in economically challenged communities where the costs of providing water are significantly higher than average. Although it is typically pennies per customer, the Public Purpose Programs charge makes a real difference to customers in need.
