7.1 REVIEW OF CITYWIDE PAVEMENT MANAGEMENT PROGRAM
Mayor Figueroa introduced Brendan Dugan, Director of Public Works/City Engineer, who provided a brief staff report. Director of Public Works/City Engineer Dugan invited Steve Bucknam with Bucknam Infrastructure Group, Inc. to present the Pavement Management Program.

Mayor Figueroa opened the item to City Council questions of staff.

Council Member Beall inquired how soon after a street is grinded and overlaid would it need to be added to the slurry seal schedule; in reference to the Modified Overlay Program for Sustainability of the RSM Network table, would the City be completing the exact number of streets that were originally scheduled to be slurryed and doing a grind and overlay instead, or would it complete a fewer number of streets because it’s a more costly process; when would the City Council be presented with specific decision making opportunities to implement changes. Council Member Beall noted that the streets are the City’s largest asset and noted he strongly supports implementing the 7-year program.

Mayor Pro Tempore Holloway inquired in reference to the staff reports’ “Additional Factors,” such as one potential downside to the proposed program is that a number of streets would not receive any slurry seal or overlay treatment at the same time that neighboring streets are receiving a treatment. Mayor Pro Tempore Holloway asked what is the longest timeframe that a street in the City has not had any maintenance.

Council Member Gamble noted that the streets are the most valuable asset to the City.

Council Member Gamble inquired regarding the process for crack mitigation. Council Member Gamble stated that if crack mitigation is going to be proposed, then something different needs to be done since the previous crack mitigation did not work properly.

Council Member Gamble noted that if the focus from three slurry seals to pursue a grind overlay is going to be shifted, maybe the community needs to be divided into additional zones.

Mayor Figueroa inquired regarding the inspection process to check on the status of the streets; what is the process to address residents’ complaints regarding cracks in their streets; when does cracking generally appear after a street has been slurried.

Council Member Beall inquired regarding the grind and overlay process and how it impacts the residents.

The City Council received and filed; and provided further input to City staff. ,---
