The payback for Alternate 1 for the BTRCC building is approximately 10 years and City Hall building is 8 years; for Alternate 2 the IRR is 12 Y, years for both buildings and Alternate 3 is 19 Y, years for both buildings.

Mayor Figueroa concurred with staff's project rankings. Mayor Figueroa inquired what the projected scientific advances in solar panels will be in the future and suggested more feedback on the solar panels.

Council Member Beall expressed his support of staff's proposal for each of the items and concurred with staff's project ran kings.

Mayor Pro Tempore Holloway concurred with his fellow colleagues and noted he is not in favor with Alternate 3 and purchasing City streetlights.

Council Member Gamble inquired regarding the proposed new air conditioning units (HVAC). Council Member Gamble suggested that the solar panel information can follow a year after the air conditioning units are installed.

City Manager Cervantez noted that staff will proceed with the audit of the City Utility Bills; gather specifications regarding the LED conversion of the interior lighting; continue to research and gather information on the solar panels but not put the heavy push until after the HVAC system is installed; and staff will contact SCE regarding receiving an inventory and upcoming plan on converting the streetlights.

Council Member Gamble inquired from the City Attorney if Council can pass an Ordinance mandating that all streetlights be retrofitted by a certain period of time.

Gregory Simonian, City Attorney, does not believe the City would have the jurisdiction to compel a utility company to do that and that the City might be preempted by the public utility companies. ·
