CITY COUNCIL SPECIAL MEETING MINUTES
May 18,2022
The meeting was called to order at 5:04p.m. in the Council Chambers. Present: Mayor Anne D.
Figueroa, Mayor Pro Tempore Jerry Holloway (arrived at 5:53 p.m.), Council Members L.
Anthony Beall (arrived at 6:03 p.m.), Carol A. Gamble and Bradley J. McGirr (5). Absent: None (0). The Salute to the Flag was led by Council Member Gamble.
Staff Present: Jennifer M. Cervantez, City Manager; Greg Simonian, City Attorney; Brendan Dugan, Public Works Director/City Engineer; Cheryl Kula, Development Services Director; Stefanie Turner, Finance Director; Mihaela Kennedy, Captain; Amy Diaz, City Clerk.
1. PUBLIC COMMENTS
The following individual provided an eComment to the Council on matters within the jurisdiction of the City Council:
Kenneth Strawn, City of Mission Viejo resident, suggested the City Council consider putting a True Zero Hydrogen station at 30832 Santa Margarita Parkway.
2. STUDY SESSION
2.1 FISCAL YEAR 2022/23 BUDGET DEVELOPMENT WORKSHOP
Mayor Figueroa announced the City Council completed the detailed overview of the Fiscal Year 2022/23 Budget at the May 11 , 2022 City Council Special meeting.
2.2 REVIEW OF PROPOSED SEVEN-YEAR CAPITAL IMPROVEMENT PROGRAM FOR FISCAL YEARS 2022/23 TO 2028/29
Mayor Figueroa introduced Brendan Dugan, Public Works Director/City Engineer, who provided a detailed overview of the staff report.
City Council discussion ensued related to the status of the Fiscal Year 2021/22 Capital Improvement Program (CIP).
The City Council reviewed the list of proposed projects and provided staff with direction on potential inclusion of projects in the Seven-Year CIP for Fiscal Years 2022/23 to 2028/29.
ADJOURNMENT
Mayor Figueroa adjourned the meeting in memory of Dr. John Cheng of Laguna Hills at 6:36 p.m. to the next regularly scheduled meeting of the City Council to be held on Wednesday, May City of Rancho Santa Margarita
