22112 El Paseo, Rancho Santa Margarita, California 92688 Any person wishing to address the City Council on any matter, whether or not it appears on this Agenda, is asked to complete a "Speaker Request Form" available at the side table. The completed form is to be submitted to the City Clerk prior to the calling to order of the meeting or as soon as possible thereafter.
Per Council Policy 4.4, the Public Comments Period on items not on the agenda but within the City Council's subject matter jurisdiction shall not exceed (30) thirty minutes, and shall be divided into two equal segments on the regular meeting agenda, not to exceed 15 minutes each. Members of the public shall have three (3) minutes to speak during this comment period, however, a member of the public addressing the City Council on an issue within the subject matter jurisdiction of the City Council during the first segment of the Public Comments Period is prohibited from addressing the City Council on the same issue during the second segment of the Public Comments period. Additionally, the City Council is prohibited by law from discussing or taking any action on any matter not on the Agenda.

Approve Purchase Order No. 941 with Dell Marketing LP, for the purchase and warranty of five (5) servers to replace the current outdated and end of life equipment for an amount not-to-exceed $35,650.71; and 2)
Authorize the City Manager to execute and sign Purchase Order No. 941 with Dell Marketing LP.

4.7 ADOPTION OF A RESOLUTION AMENDING THE FISCAL YEAR 2022/2023 CAPITAL IMPROVEMENT PROGRAM BUDGET (Dugan) RECOMMENDATION:
Adopt a Resolution entitled:
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF RANCHO SANTA MARGARITA, CALIFORNIA, AMENDING THE FISCAL YEAR 2022/2023 CAPITAL IMPROVEMENT PROGRAM BUDGET TO INCLUDE THE FISCAL YEAR 2022/2023 ANTONIO PARKWAY PAVEMENT REHABILITATION PROJECT Item No. 4.7
4.8 NOTICE OF COMPLETION FOR THE FISCAL YEAR 2021/22 ANNUAL RESIDENTIAL SLURRY SEAL PROJECT (Dugan) 1)
Accept the improvements for the Fiscal Year 2021/22 Annual Residential Slurry Seal Project; and 2)
Authorize the City Clerk to file a Notice of Completion with the County of Orange Recorder’s Office within fifteen (15) calendar days, as required by Section 9204 of the California Civil Code; and 3)
Authorize the retention monies to be released thirty-five (35) days after the Date of Recordation of the Notice of Completion, if all Stop Notices have been resolved and all potential claims are settled.

Authorize the Mayor to sign the response letter to the Orange County Grand Jury relative to the findings and recommendations contained in the June 23, 2022 entitled, “How is Orange County Addressing Homelessness?” Item No. 4.9
4.10 RESPONSE TO 2021-2022 ORANGE COUNTY GRAND JURY REPORT DATED JUNE 23, 2022, ENTITLED, "WHERE HAVE ALL THE CRVs GONE?" (Cervantez) RECOMMENDATION:
Authorize the Mayor to sign the response letter to the Orange County Grand Jury relative to the findings and recommendations contained in the June 23, 2022 report entitled, "Where Have All the CRVs Gone?" Item No. 4.10
