CITY COUNCIL REGULAR MEETING MINUTES
October 26, 2022
The meeting was called to order at 7:00 p.m. in the Council Chambers. Present: Mayor Anne D.
Figueroa, Mayor Pro Tempore Jerry Holloway, Council Members L. Anthony Beall, Carol A. Gamble and Bradley J. McGirr (5). Absent: None (0). The Salute to the Flag was led by Council Member McGirr.

Mayor Figueroa announced that Agenda Item No. 1.1 has been postponed to a future meeting due to a family emergency.

The following individual addressed the Council on matters within the jurisdiction of the City Council:
Chris Mclaughlin, City of Rancho Santa Margarita resident, commented on the City Council candidates' slate mailer for the upcoming municipal election.
4. CONSENT CALENDAR
Council Member McGirr moved, seconded by Council Member Gamble to approve the Consent Calendar (Item Nos. 4.1 through 4.6).

4.1 WAIVE READING IN FULL OF ALL ORDINANCES ON THE AGENDA Waived reading in full of all ordinances on the agenda and declared that said titles which appear on the public agenda shall be determined to have been read by title and further reading waived.
4.2 APPROVAL OF CERTIFICATE OF RECOGNITION
Approved a Certificate of Recognition for a Business Recognition to Todos Santos.
4.3 APPROVAL OF MINUTES
Approved the October 12, 2022 City Council Regular meeting minutes.
4.4 APPROVAL OF WARRANT REGISTERS DATED OCTOBER 10, 2022 AND OCTOBER 17, 2022
Approved the warrant registers totaling $1 ,409,994.39.
4.5 INVESTMENT REPORT FOR THE MONTH OF SEPTEMBER 2022
Received and filed the Investment Report for the month of September 2022.
4.6 APPROVAL OF A PROPOSED PROFESSIONAL SERVICES AGREEMENT WITH P2S, INC., FOR PROFESSIONAL ELECTRICAL ENGINEERING AND LIGHTING DESIGN
CONSULTING SERVICES FOR THE CITY HALL & BELL TOWER REGIONAL
COMMUNITY CENTER INTERIOR LED LIGHTING CONVERSION PROJECT 2 City of Rancho Santa Margarita

1) Approved a proposed Professional Services Agreement with P2S, Inc. for Professional Electrical Engineering and Lighting Design Consulting Services for the City Hall & Bell Tower Regional Community Center Interior LED Lighting Conversion Project, in the not-to-exceed contract amount of $35,91 0; and
2) Authorized the Mayor to execute the proposed Professional Services Agreement with P2S, Inc.

7.1 ORDINANCES AMENDING TITLE 10 (BUILDINGS AND CONSTRUCTION) OF THE
RANCHO SANTA MARGARITA MUNICIPAL CODE BY ADOPTING THE CALIFORNIA BUILDING STANDARDS CODE, 2022 EDITION, (CALIFORNIA CODE OF REGULATIONS, TITLE 24) INCLUDING THE CALIFORNIA BUILDING CODE,
RESIDENTIAL CODE, GREEN BUILDING STANDARDS CODE, ELECTRICAL CODE,
PLUMBING CODE, MECHANICAL CODE, ADMINISTRATIVE CODE, ENERGY CODE,
FIRE CODE, HISTORICAL BUILDING CODE, EXISTING BUILDING CODE, AND
REFERENCED STANDARDS CODE, TOGETHER WITH CERTAIN AMENDMENTS, ADDITIONS, AND DELETIONS, AND ADOPTING THE 2021 INTERNATIONAL SWIMMING POOL AND SPA CODE, AND 2021 PROPERTY MAINTENANCE CODE Mayor Figueroa introduced Cheryl Kuta, Assistant City Manager/Development Services Director, who provided a brief overview of the staff report.
Mayor Figueroa opened the item to Council questions of staff; there were none.

Council Member Gamble expressed her appreciation of staff for the changes incorporated into the building code update; and thanked Lori Smith, Deputy Fire Marshal with the Orange County Fire Authority, for attending this evening.
Council Member Beall moved, seconded by Council Member McGirr to approve the following staff recommendations:
