CITY COUNCIL SPECIAL MEETING MINUTES
May 16, 2023
The meeting was called to order at 4:00 p.m. in the Council Chambers. Present: Mayor Jerry Holloway, Mayor Pro Tempore Carol A. Gamble, Council Members L. Anthony Beall, Anne D.
Figueroa and Bradley J. McGirr (5). Absent: None (0). The Salute to the Flag was led by Mayor Pro Tempore Gamble.
Staff Present: Jennifer M. Cervantez, City Manager; Greg Simonian, City Attorney; Brendan Dugan, Public Works Director/City Engineer; Cheryl Kula, Assistant City Manager/Development Services Director; Stefanie Turner, Finance Director; Mihaela Kennedy, Captain; Amy Diaz, City Clerk.

2. STUDY SESSION
2.1 FISCAL YEAR 2023/24 BUDGET DEVELOPMENT WORKSHOP
2.2 Mayor Holloway introduced City Manager Cervantez who announced staff will resume the budget presentation where we left off at the last budget meeting regarding Expenditures.
City Manager Cervantez noted that City staff has gone through the Reserves and General Fund revenue estimates; received a presentation from Captain Mihaela Kennedy on the proposed law enforcement services; and covered a portion of the community support funding requests.
City Manager Cervantez introduced Stefanie Turner, Finance Director, llfho provided a detailed overview of the Fiscal Year 2023/24 Budget.
The City Council provided input to staff regarding recommended budget priorities, revisions and related matters presented in the report and accompanying work papers.
REVIEW OF PROPOSED SEVEN-YEAR CAPITAL IMPROVEMENT PROGRAM FOR FISCAL YEARS 2022/23 TO 2028/29
Mayor Holloway introduced Brendan Dugan, Public Works Director/City Engineer, who provided a detailed overview of the staff report.
Mayor Holloway left the Council Chambers at 4:57 p.m. and returned to the Council Chambers at 5:00 p.m.

City Council discussion ensued related to the status of the Fiscal Year 2022/23 Capital Improvement Program (CIP).
Mayor Holloway recessed the City Council meeting at 6:22 p.m. for a brief break.
Mayor Holloway reconvened the City Council meeting in the Council Chambers at 7:00p.m.
The City Council reviewed the list of proposed projects and provided staff with direction on potential inclusion of projects in the Seven-Year CIP for Fiscal Years 2023/24 to 2029/30.
ADJOURNMENT
Mayor Holloway adjourned the meeting at 8:03 p.m. to the next regularly scheduled meeting of the City Council to be held on Wednesday, May 24, 2023, at 7:00 p.m., in the City Council Chambers, City Hall, located at 22112 El Paseo, Rancho Santa Margarita, California.
