Mayor Gamble and Mayor Pro Tempore McGirr presented the following:

Mayor Gamble announced the following eComment received:
Anonymous regarding the budget.
The following individual addressed the Council on matters within the jurisdiction of the City Council:
Chris McLaughlin, Rancho Santa Margarita resident, asked the City Council to consider repealing Ordinance No. 23-02 regarding districting and noted he does not agree with the adopted district boundaries.
5. CONSENT CALENDAR
Mayor Gamble removed Agenda Item No. 5.3 from the Consent Calendar at the request of resident Chris McLaughlin for further discussion.
Mayor Pro Tempore McGirr moved, seconded by Council Member Holloway to approve the Consent Calendar (Item Nos. 5.1 through 5.2 and 5.4 through 5. 7).

5.2 APPROVAL OF CERTIFICATES OF RECOGNITION AND A PROCLAMATION Approved the following:
1) Certificates of Recognition - Student Recognition Program:
a) Melinda Heights Elementary School - Cicilia Hernandez and Kyla Rose Smith; and b) Robinson Elementary School -Ava Poidomani and Kent Lowery; and c) Santa Margarita Catholic High School - Natalie Shearer and Robert Joseph Troyan; and
2) Proclamation declaring the week of May 19-25, 2024 as "National Public Works Week".
5.4 APPROVAL OF WARRANT REGISTERS DATED MAY 6, 2024 AND MAY 13, 2024 Approved the warrant registers totaling $1,571,372.20.
5.5 INVESTMENT REPORT FOR THE MONTH OF APRIL 2024
Received and filed the Investment Report for the month of April 2024.
5.6 AWARD OF A PUBLIC WORKS CONSTRUCTION CONTRACT FOR THE FISCAL YEAR 2023/24 CITY HALL AND BTRCC STAIN AND SEAL EXTERIOR WOOD TRIMMING PROJECT TO ~OLOR NEW, CO. IN THE AMOUNT OF $47,500
1) Approved the plans and specifications for the Fiscal Year 2023/24 City Hall and BTRCC Stain and Seal Exterior Wood Trimming Project; and 2) Found that the Project is categorically exempt from the California Environmental Quality Act (CEQA), Class 1, pursuant to CEQA Guidelines, Section 15301; and 3) Awarded a public works construction contract to the lowest responsive, responsible bidder Color New, Co. of Woodland Hills, California, in the amount of $47,500; and 4) Authorized the Mayor to execute the proposed public works construction contract.
5.7 APPOINTMENT OF LABOR NEGOTIATOR
CITY MANAGER ANNUAL PERFORMANCE EVALUATION
Pursuant to Government Code Section 54957.6, selected and appointed Mayor Pro Tern Brad McGirr to serve as the City Council's designated representative for purposes of (a) facilitating the annual performance evaluation of the City Manager and (b) conducting labor negotiations with the City Manager, an unrepresented employee. 3 City of Rancho Santa Margarita

5.3 APPROVAL OF MINUTES
Mayor Gamble invited the following individual forward to address the Council on matters within the jurisdiction of the City Council:
Chris McLaughlin, Rancho Santa Margarita resident, spoke regarding the April 10th meeting minutes in regard to the delay on placing them on the agenda, provided his input regarding the minutes and noted a minor correction.
Council Member Figueroa moved, seconded by Mayor Pro Tempore McGirr to approve the following staff's recommendation:
Approved the following:
1) April 10, 2024 City Council Regular meeting minutes; and 2) May 8, 2024 City Council Special meeting minutes; and 3) May 8, 2024 City Council Regular meeting minutes.
The motion was approved by the following vote:
