CITY COUNCIL REGULAR MEETING MINUTES
October 9, 2024
The meeting was called to order at 7:00 p.m. in the Council Chambers. Present: Mayor Carol A.
Gamble, Mayor Pro Tempore Bradley J. McGirr, Council Members L. Anthony Beall, Anne D.
Figueroa and Jerry Holloway (5). Absent: None (0). The Salute to the Flag was led by Council Member Holloway.
1. SCHEDULE OF FUTURE EVENTS
Jennifer M. Cervantez, City Manager, announced the following:
1.1 HALLOWEEN FAMILY FESTIVAL - THURSDAY, OCTOBER 31, 2024, FROM 2:00 P.M. TO 5:00 P.M., LOCATED AT CENTRAL PARK

2.1 COUNCIL MEMBER COMMENTS
Mayor Pro Tempore McGirr congratulated the RSM Chamber of Commerce and the Rancho Family Fest Board for a successful Rancho Family Fest.
Council Member Figueroa noted it takes a year to plan the Rancho Family Fest and congratulated Josh Bastian and Jennifer Beall for their leadership on the Rancho Family Fest Board.
2.2 COMMITTEE ASSIGNMENT REPORTS
Received an Oral Report on the following City Council Committee Assignment:
1) ORANGE COUNTY FIRE AUTHORITY
Mayor Gamble reported she attended the Orange County Fire Authority (OCFA) meeting held on September 26, 2024. Mayor Gamble noted she did not have a report since the OCFA meeting was a short meeting that retired into Closed Session.
3. PRESENTATIONS AND PROCLAMATIONS
3.1 CERTIFICATE OF RECOGNITION - BUSINESS RECOGNITION TO SANTA
MARGARITA FORD DEALERSHIP
Mayor Gamble reported that Jim Graham with Santa Margarita Ford Dealership was not able to attend the meeting to accept the certificate of recognition. Mayor Gamble noted the presentation would be postponed to a later date. 1 City of Rancho Santa Margarita

3.2 PROCLAMATION - "FIRE PREVENTION WEEK", OCTOBER 6-12, 2024
4. PUBLIC COMMENTS
The following individuals addressed the Council on matters within the jurisdiction of the City Council:
Anthony Mendoza, City of Rancho Santa Margarita resident, shared his experience with the CR&R trash service and asked for a resolution regarding his trash pickup.
Chris McLaughlin, City of Rancho Santa Margarita resident, spoke regarding election integrity and shared his thoughts regarding a candidate's nomination paper.
5. CONSENT CALENDAR
Council Member Holloway moved, seconded by Council Member Figueroa to approve the Consent Calendar (Item Nos. 5.1 through 5.6).

5.1 WAIVE READING IN FULL OF ALL ORDINANCES ON THE AGENDA Waived reading in full of all ordinances on the agenda and declared that said titles which appear on the public agenda shall be determined to have been read by title and further reading waived.
5.2 APPROVAL OF CERTIFICATE OF RECOGNITION AND PROCLAMATION Approved the following:
1) Certificate of Recognition for a Business Recognition to Santa Margarita Ford Dealership; and
2) Proclamation declaring "Fire Prevention Week", from October 6-12, 2024.
5.3 APPROVAL OF MINUTES
Approved the September 25, 2024 City Council Regular meeting minutes.
5.4 APPROVAL OF WARRANT REGISTERS DATED SEPTEMBER 23, 2024 AND SEPTEMBER 30, 2024
Approved the warrant registers totaling $364,589.08.

5.5 ASSIGNMENT AND ASSUMPTION AGREEMENT RELATING TO THE SOFTWARE
LICENSE AND SUBSCRIPTION AGREEMENT BETWEEN THE CITY OF RANCHO SANTA MARGARITA AND CHARLES ABBOTT ASSOCIATES, INC., DBA CITYTECH
SOLUTIONS, FOR CITYTECH PERMITS AND CODE APPLICATIONS
1) Approved the proposed Assignment and Assumption Agreement to assign to CityTech Solutions, Inc. all rights, title, interests, liabilities, burdens, and obligations in the 2023 Software License and Subscription Agreement between the City of Rancho Santa Margarita and Charles Abbott Associates, Inc., dba CityTech Solutions, for CityTech Permits and Code Applications; and 2) Authorized the City Manager to execute the Assignment and Assumption Agreement relating to the 2023 Software License and Subscription Agreement.
5.6 CITY REPRESENTATIVE REPORT FOR THE ORANGE COUNTY MOSQUITO AND
VECTOR CONTROL DISTRICT
Received and filed the report submitted by the City Council's appointed representative to the Orange County Mosquito and Vector Control District.
ITEMS REMOVED FROM THE CONSENT CALENDAR - None.
6. PUBLIC HEARING ITEMS
6.1 PROPOSED UPDATE TO CITY'S TRAFFIC VIOLATOR APPREHENSION PROGRAM FEE
Mayor Gamble introduced Stefanie Turner, Finance Director, who provided a brief overview of the staff report.
Mayor Gamble opened the item to City Council questions of staff; there were none.
Mayor Gamble opened the public hearing to receive public testimony, seeing no one present to address the City Council; Mayor Gamble closed the public hearing.
Mayor Gamble opened the item to Council discussion and deliberation; there were none.
Mayor Pro Tempore McGirr moved, seconded by Council Member Beall to approve the following staff recommendation:
Adopted Resolution No. 24-10-09-01 entitled:
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF RANCHO SANTA
MARGARITA, CALIFORNIA, AUTHORIZING THE CITY'S CONTINUED
PARTICIPATION IN THE ORANGE COUNTY SHERIFF'S DEPARTMENT
TRAFFIC VIOLATOR APPREHENSION PROGRAM, UPDATING THE CITY'S
TRAFFIC VIOLATOR APPREHENSION PROGRAM FEE, REPEALING
RESOLUTION NO. 21-04-28-01, AND FINDING THAT THE ACTION IS
STATUTORILY EXEMPT FROM THE CALIFORNIA ENVIRONMENTAL
QUALITY ACT (CEQA) PER SECTION 15273 OF THE CEQA GUIDELINES AND PUBLIC RESOURCES CODE SECTION 21080(8)(8)

Mayor Gamble congratulated the RSM Chamber of Commerce for an outstanding Rancho Family Fest. Mayor Gamble shared that the RSM Chamber of Commerce received generous donations for the injured firefighters during the Rancho Family Fest event.
