22112 El Paseo, Rancho Santa Margarita, California 92688 Any person wishing to address the City Council on any matter, whether or not it appears on this Agenda, is asked to complete a "Speaker Request Form" available at the side table. The completed form is to be submitted to the City Clerk prior to the calling to order of the meeting or as soon as possible thereafter.
Per Council Policy 4.4, the Public Comments Period on items not on the agenda but within the City Council's subject matter jurisdiction shall not exceed (30) thirty minutes, and shall be divided into two equal segments on the regular meeting agenda, not to exceed 15 minutes each. Members of the public shall have three (3) minutes to speak during this comment period, however, a member of the public addressing the City Council on an issue within the subject matter jurisdiction of the City Council during the first segment of the Public Comments Period is prohibited from addressing the City Council on the same issue during the second segment of the Public Comments period. Additionally, the City Council is prohibited by law from discussing or taking any action on any matter not on the Agenda.
If you are commenting on a scheduled agenda Item, your comments will be heard during the time that the item is scheduled on the Agenda.

This is the time to address the City Council on any matter not listed on this Agenda that is within the subject matter jurisdiction of the City Council. Public Comments are limited to three minutes per person and a time limit of fifteen minutes for this segment of the Public Comments portion of the Agenda.
2. STUDY SESSION
2.1 FISCAL YEAR 2025/26 BUDGET DEVELOPMENT WORKSHOP (Cervantez/Turner) 1)
Review the staff report information and accompanying budget development work papers for Fiscal Year 2025/26; and 2)
Provide input to staff regarding recommended budget priorities, revisions and related matters presented in the report and accompanying work papers; and 3)
Direct staff to schedule additional Budget Development Workshops, as needed.

2.2 REVIEW OF PROPOSED SEVEN-YEAR CAPITAL IMPROVEMENT PROGRAM FOR FISCAL YEARS 2025/26 TO 2031/32 (Parco) 1)
Review the status of the Fiscal Year 2024/25 Capital Improvement Program (CIP); and 2)
Review the list of proposed projects and provide staff with direction on potential inclusion of projects in the Seven-Year CIP for Fiscal Years 2025/26 to 2031/32.
