CITY COUNCIL REGULAR MEETING MINUTES
February 25, 2026
The meeting was called to order at 7:02 p.m. in the Council Chambers. Present: Mayor L. Anthony Beall, Mayor Pro Tempore Anne D. Figueroa, and Council Members Keri Lynn Baer!, Jerry Holloway and Bradley J. McGirr (5). Absent: None (0). The Salute to the Flag was led by Council Member Baer!.
1. SCHEDULE OF FUTURE EVENTS
Jennifer Cervantez, City Manager, announced the following:
1.1 ELECTRONIC WASTE DISPOSAL AND DOCUMENT SHREDDING EVENT - SATURDAY, MARCH 14, 2026, FROM 8:00 A.M. TO 12:00 P.M., LOCATED AT APPLIED MEDICAL'S R100 BUILDING PARKING LOT

2.1 COUNCIL MEMBER COMMENTS
Mayor Pro Tempore Figueroa congratulated Baskin Robbins on their ribbon cutting last week with the RSM Chamber of Commerce.
Council Member Baer! reminded residents that the San Francisco Solano Catholic Church and the Orange County United Way are offering free tax preparation services for eligible residents.
2.2 COMMITTEE ASSIGNMENT REPORTS
Received an Oral Report on the following City Council Committee Assignment:
1) FOOTHILL/EASTERN TRANSPORTATION AUTHORITY
Mayor Beall reported that he attended the Foothill/Eastern Transportation Authority (TCA) meeting held on February 12, 2026. Mayor Beall announced the TCA held elections for the Board and appointed Patricia Kelley with the City of Mission Viejo as the new Chair and Scott Voigts with the City of Lake Forest as the new Vice Chair. Mayor Beall reported the TCA reviewed updates to the 2025-26 State and Federal Legislative Platforms; received an update from Ryan Chamberlain, Chief Executive Officer, regarding early bond paydowns and the proposed 241/91 Express Connector project.
