CITY COUNCIL SPECIAL MEETING MINUTES
May 13, 2026
The meeting was called to order at 2:01 p.m. in the Council Chambers. Present: Mayor L.
Anthony Beall, Mayor Pro Tempore Anne D. Figueroa, and Council Members Keri Lynn Baert, Jerry Holloway and Bradley J. McGirr (5). Absent: None (0). The Salute to the Flag was led by Council Member Holloway.
Staff Present: Jennifer M. Cervantez, City Manager; Gregory E. Simonian, City Attorney; Cheryl Kuta, Assistant City Manager/Development Services Director; Joe Parco, Public Works Director/City Engineer; Stefanie Turner, Finance Director; Dwayne Chapple, Captain; Amy Diaz, City Clerk.

2. STUDY SESSION
2.1 FISCAL YEAR 2026/27 BUDGET DEVELOPMENT WORKSHOP
Mayor Beall introduced Jennifer Cervantez, City Manager, who invited Stefanie Turner, Finance Director, to provide a detailed overview of the proposed Fiscal Year 2026/27 Budget, including reserve funds, revenues and expenditures.
Council Member Baert asked for clarification regarding sales tax revenue and consumer goods spending with respect to auto sales.
Mayor Beall introduced Captain Dwayne Chapple, Chief of Police Services, who provided a PowerPoint presentation on law enforcement expenditures and service trends.
Council Member Holloway asked for clarification regarding observed calls for service; inquired regarding the investigative position and clearance rates; if DUI checkpoints are still conducted; and asked if statistics are being gathered from the Flock cameras.
