Community members who wish to address the City Council telephonically during a public meeting should electronically submit a “Request to Speak Call-In Form” by visiting the City's Agenda and Minutes Web Page at: https:// www.cityofrsm.org/129/Agendas-Minutes

Submitting this form prior to the meeting will allow the City Clerk to properly identify who would like to speak under Public Comments or during a specific item on the Agenda.

HOW TO PARTICIPATE AT A COUNCIL MEETING IN-PERSON
Any person wishing to address the City Council on any matter, whether or not it appears on this Agenda, is asked to complete a “Speaker Request Form” available at the table located in the back of the Council Chambers. The completed form is to be submitted to the City Clerk prior to the calling to order of the meeting or as soon as possible thereafter.
Per Council Policy 4.4, the Public Comments Period on items not on the agenda but within the City Council's subject matter jurisdiction shall not exceed (30) thirty minutes, and shall be divided into two equal segments on the regular meeting agenda, not to exceed 15 minutes each. Members of the public shall have three (3) minutes to speak during this comment period, however, a member of the public addressing the City Council on an issue within the subject matter jurisdiction of the City Council during the first segment of the Public Comments Period is prohibited from addressing the City Council on the same issue during the second segment of the Public Comments period. Additionally, the City Council is prohibited by law from discussing or taking any action on any matter not on the Agenda.
If you are commenting on a scheduled agenda item, your comments will be heard during the time that item is scheduled on the Agenda.

1. PUBLIC COMMENTS
This is the time to address the City Council on any matter not listed on this Agenda that is within the subject matter jurisdiction of the City Council. Public Comments are limited to three minutes per person and a time limit of fifteen minutes for this segment of the Public Comments portion of the Agenda.
Those wishing to call-in remotely should complete a “Request to Speak Call-In Form” prior to this Public Comment section in order to ensure timely participation.
2. NOVEMBER 3, 2026 GENERAL MUNICIPAL ELECTION
2.1 CONSIDER THE ADOPTION OF A RESOLUTION APPOINTING THE SOLE NOMINEE TO THE OFFICE OF CITY COUNCIL MEMBER IN DISTRICT NO. 4, AND CANCELING THE NOVEMBER 3, 2026 GENERAL MUNICIPAL ELECTION FOR THIS UNCONTESTED OFFICE, OR IN THE ALTERNATIVE, DIRECT THE LOCAL ELECTIONS OFFICIAL/CITY CLERK TO PROCEED WITH HOLDING THE ELECTION FOR COUNCIL DISTRICT NO. 4 (Diaz/Simonian) RECOMMENDATION:
1)
Consider adoption of a Resolution which provides for the appointment to the office of City Council Member in District No. 4 the only person nominated to be elected to that office at the November 3, 2026, General Municipal Election and canceling the election for this uncontested office, as entitled below:
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF RANCHO SANTA MARGARITA, CALIFORNIA, PROVIDING FOR THE APPOINTMENT TO THE OFFICE OF COUNCIL MEMBER OF THE CITY FOR A FULL FOUR-YEAR TERM IN LIEU OF AN ELECTION, THE ONLY PERSON NOMINATED IN DISTRICT NO. 4 TO BE ELECTED AT THE GENERAL MUNICIPAL ELECTION ON TUESDAY, NOVEMBER 3, 2026, PURSUANT TO ELECTIONS CODE SECTION 10229 AND CANCELING THE ELECTION THAT WOULD OTHERWISE BE HELD FOR THIS UNCONTESTED OFFICE 2)
Or in the alternative, direct the local Elections Official/City Clerk to proceed with holding the election for Council District No. 4.

The next Regular Meeting of the City Council will be held on Wednesday, August 26, 2026, at 7:00 p.m. in the City Council Chambers, City Hall, located at 22112 El Paseo, Rancho Santa Margarita, California.
