Code Enforcement Monthly Report – April 2026
Complaints: 7
Proactive: 27 (125% increase from previous month)
Notices: 23 (64.3% increase from previous month)
Closed: 1
Inspections: 74 (Previous inspections # Jan 22, Feb 37, Mar 51) Code Enforcement Program Update and Operational Enhancements Summary:

Code Enforcement staff recently completed Module 3 of the California Association of Code Enforcement Officers (CACEO) training program, which emphasizes advanced investigative techniques, case documentation, and legally defensible enforcement procedures. This training supports the City’s ongoing efforts to improve the consistency, efficiency, and effectiveness of its Code Enforcement Program.

Program Improvements:

Code Enforcement is implementing several operational enhancements aimed at increasing voluntary compliance and improving cost recovery:
• Courtesy Notice Program:

Code Enforcement will implement a formal Courtesy Notice process, which may be issued by mail or posted on-site. The Courtesy Notice is intended to provide property owners with an opportunity to correct violations prior to the initiation of formal enforcement action. This approach encourages voluntary compliance, reduces the need for escalated enforcement, and minimizes impacts on City resources and taxpayers.
• Updated Fee Schedule (In Development):

Staff is currently developing an updated fee schedule to support cost recovery associated with enforcement activities, including inspections, administrative time, and notice processing. The updated structure is intended to ensure that enforcement costs are equitably recovered while maintaining fairness and transparency.
• Text-to-Comply / Call-Back Program (Proposed):

Code Enforcement is evaluating the implementation of a Text-to-Comply and CallBack Program. This program would allow property owners to submit photographic evidence of compliance via text or email following issuance of a Courtesy Notice.

Additionally, staff may confirm compliance through communication with reporting parties when appropriate.

Operational Impact:

Currently, verification of compliance requires an in-person inspection by a Code Enforcement Officer. The proposed Text-to-Comply program would reduce the need for repeat site visits, improve response times, and allow for more efficient allocation of staff resources.

Based on comparable programs implemented in larger jurisdictions, similar initiatives have resulted in significant operational savings. Preliminary estimates indicate that implementation of a Text-to-Comply program could result in annual savings reducing staff time associated with travel, inspections, documentation, and data entry.

Conclusion:

These program enhancements are intended to modernize Code Enforcement operations, promote voluntary compliance, and ensure efficient use of City resources while maintaining community standards and public safety.

Case Update:

The Code Enforcement department put focus on waste and recycling bins this month. The department has received numerous complaints regarding neighbors leaving their bins out in the street for extended periods of time or indefinitely and it has reduced street parking accessibility. Red Bluff Municipal Code § 18A.32 (7) UNLAWFUL ACTION/PENALTY (A) It is unlawful for any person or generator in the city to do any of the following: Place and leave a solid waste/recyclable materials container within the front yard or at curbside or roadway collection point more than 24 hours before the day of collection pickup or beyond 24 hours after the day of collection pickup.
