1 ST AMENDMENT TO
EMPLOYMENT AGREEMENT
THIS 1st AMENDMENT TO EMPLOYMENT AGREEMENT is made and
entered into as of the 16th day of June, 2026, by and between the CITY OF RED BLUFF, California, a Municipal Corporation, hereinafter called the “City”, and Thomas W. Westbrook, hereinafter called “Employee.”
RECITALS
WHEREAS, City requires the services of a City Manager as specified in the Red Bluff City Code (Chapter 2, Article II); and
WHEREAS, Employee has the necessary education, experience, skills and expertise to serve as the City's City Manager; and
WHEREAS, City and Employee have a current contract agreement that began on May 2, 2024, and mutually desire to amend such contract; NOW, THEREFORE, in consideration of the mutual covenants hereinafter contained, the parties agree as follows:
The following paragraph 3(A)(ii) shall be amended to read:
3. Compensation.
A. City shall pay Employee for the performance of Employee’s duties as City Manager under this Agreement an annual base salary of $196,875.00 (One Ninety Six Thousand , Eight Hundred Seventy five Dollars). i. City shall increase pay of the employee by
3% COLA negotiated by all employe group on July 1,
2024, July 1, 2025, and any future COLA’s approved
employee groups.
ii. In no case during this Employment
Agreement shall the compensation of Employee fall within 5% of the next highest compensated employee’s rate of
pay; compensation includes salary, longevity, and
specialty incentives (excluding temporary upgrade or out of class pay).
All other terms and conditions remain as originally negotiated. 54103-1

IN WITNESS WHEREOF the City of Red Bluff has caused this Agreement to be signed and executed on its behalf by its Mayor and duty attested by its City Clerk, and the Employee has signed and executed this Agreement, both in duplicate as of the day and year first above written.
