RE: Letter of Support for Tehama County Continuum of Care Encampment Resolution Funding (ERF) Application
To Whom It May Concern:
The City of Red Bluff is pleased to provide this letter in support of the Tehama County Continuum of Care’s (Tehama CoC) application for Encampment Resolution Funding (ERF) through the California Department of Housing and Community Development (HCD).
The proposed project will strengthen cross-system collaboration and service coordination to mitigate risk and address safety concerns while ensuring pathways for individuals living in encampments to move into safe and stable housing and preserve public spaces through resolving encampment sites.
The City will coordinate with Tehama CoC and partner agencies as appropriate to support safe and coordinated approaches to encampment response and resolution activities. This coordination will help ensure aligned outreach, communication, service engagement, and appropriate transition planning for individuals residing in encampments.
The City’s roles and responsibilities related to encampment resolution efforts include providing outreach and referral to available services, including housing services, to individuals living in encampments, public safety coordination, and site restoration activities. City staff also serve as a resource to Tehama CoC and its collaborative partners, bringing critical local knowledge and perspective on community conditions, service needs, and priorities related to unsheltered homelessness in and around the City of Red Bluff.
Additionally, as a participant in the Tehama County Encampment Policy Group, which is currently engaged in the collaborative development of a Regional Encampment Response Policy for Tehama County jurisdictions and the Continuum of Care, the City commits to adopting the Regional Encampment Response Policy within three months of any award made as a result of Tehama CoC’s ERF application. This policy will fully comply with the California Interagency Council on Homelessness (Cal ICH) Guidance on Addressing Encampments.
The City of Red Bluff appreciates the opportunity to partner with Tehama CoC in addressing homelessness through collaborative, humane, and housing-focused solutions and strongly supports this application for funding.
