Airport Layout Plan Update – Proposed Ultimate
Runway Extension
This project evaluated and advanced a strategic airfield improvement to restore usable runway length through a northward runway extension and relocation of the displaced threshold on the south end. The need for this effort was driven by incompatible land use—specifically, the construction of a high school within 2,000 feet of the former runway threshold—which required a displaced threshold to meet California state safety requirements. While this measure maintained safety compliance, it reduced available landing/takeoff distance and overall operational efficiency.

The proposed solution focuses on extending the runway to the north to recapture the lost length while maintaining full compliance with FAA design standards, including Runway Protection Zone (RPZ) siting, Runway Safety Area (RSA), and Object Free Area (OFA) requirements. The evaluation included a comprehensive review of existing conditions, airspace considerations, environmental factors, and land availability.

Incorporating the runway extension into the Airport Layout Plan (ALP) update positions the project for FAA Airport Improvement Program (AIP) funding eligibility. Once implemented, the extension will restore operational capability, enhance safety margins, and accommodate a broader range of aircraft. The project ultimately strengthens the airport’s long-term viability by resolving legacy land use conflicts and improving overall airfield performance. .

Apron Rehabilitation
The main apron at AJZ, originally constructed prior to 1987, was in poor condition and in need of reconstruction. In addition, the taxilane connecting the apron to Taxiway A exceeded the maximum longitudinal slope permitted by FAA, further justifying the need for improvements.

The project presented several challenges, including matching existing grades and resolving elevation differences between Taxiway A and the main apron. These issues were addressed by raising the apron grade to reduce the taxilane slope to less than 2%, bringing this area of pavement into compliance with FAA standards and making more airport user friendly for the smaller aircraft. The apron footprint was also expanded to accommodate the required grade transitions across the site. During the design phase, Heather Thom, under a previous firm, addressed some of the drainage challenges the airport users had with regard to water flowing in front of the parking area and creating an ice rink during the winter months. The storm water was designed and constructed to redirect the flow under the newly constructed apron and discharge into the drainage ravine to the west of the fuel farm.

Addition complexity resulted from the potential presence of undocumented buried foundations, septic tanks, and other subsurface infrastructure that could impact construction. To mitigate risks associated with these unknown underground features, close coordination with the airport's FBO was undertaken to identify likely locations of buried infrastructure, and this information was incorporated into the design and construction phases to minimize disruptions.

As an added value, drone footage was collected prior to construction to document the existing conditions and the initial pavement removal. Following the project completion, additional aerial imagery was captured to document the expanded apron footprint, providing the airport with valuable records of the completed improvements.

Airport Pavement Maintenance
The 2024 Pavement Maintenance project at W43 encompassed Runway 13-31, parallel Taxiway A, all connector taxiways, and the apron. Work was completed in accordance with FAA P-608R specification to restore surface integrity, extend pavement life, and ensure compliance with FAA standards.

W43, in northeastern Wyoming, features a single asphalt runway with a full-length parallel taxiway and supporting facilities that accommodate general aviation activities. The airport plays a vital role in providing reliable airfield infrastructure for tourism near Devil’s Tower, business aviation, and emergency access in the region.

Planning Support Services
Justin and Mike provided planning services at W43 to support compliance with FAA and state standards as part of the airport’s ongoing development program. Though the contract was engineering-focused, planning support efforts included preparing hangar layout concepts, evaluating throughthe-fence access and planning considerations, updating the airport’s CIP, and assisting with DBE goals and program updates. These efforts were coordinated alongside engineering projects to ensure the airport’s facilities and planning documents remained current, fundable, and aligned with regulatory requirements.

Runway 13-31 Mill & Overlay & Lighting System
PIR's runway required pavement maintenance to extend its service life and maintain safe operating conditions. The project involved milling the existing surface and placing a new asphalt overlay to address surface distresses, improve ride quality, and restore proper friction levels. In conjunction with the pavement work, the airfield lighting system was upgraded to enhance visibility and reliability for night and low-visibility operations. Together, these improvements preserved the integrity of the primary runway, reduced long-term maintenance costs, and ensured continued safety and efficiency for both commercial and general aviation users.

Terminal Building
AKO is an important economic engine for the Town of Akron. When the airport faced intertwined, sequenced projects, they had to work collaboratively with their aviation consultant to find a strategic solution. While at a previous firm, members of the LJA Aviation Team worked with town officials, airport management, and FBO staff to develop a sequence of development stages and funding efforts to plan, design, and construct the airport’s new terminal building and midfield apron.

The team worked through conceptual planning and established a CIP-level design for the terminal building, apron layout, and access road. They then worked to enlist state and FAA participation in project funding, ultimately securing the first Colorado terminal grant for a GA airport. To ensure a robust, adequately sized terminal building, the team sought and secured a non-aviation-related grant, bringing total funding to $1.1M. With funding secured, the terminal building project moved into the design phase.

The town selected an architect and contractor under a Design Build Contract, with a not-to-exceed amount. This approach focused available funding on design and construction of the terminal, guaranteeing a finished building. The project is in final design and construction is expected to start in the summer of 2026.

Taxiway A Relocation
As one of Wyoming’s busiest general aviation airports, LND supports a wide range of activity including medical evacuation flights, corporate jet operations, recreational and tourist traffic, and governmental aviation. The existing parallel taxiway, last reconstructed in 1990, no longer met current FAA design standards, which require taxiway elevations to be equal to or lower than the adjacent runway.

In addition, the separation between the runway and parallel taxiway measured only 164 feet, which did not meet the required 240 feet.

To address these deficiencies and improve overall safety and circulation, Mike Beckhoff, PE, led the effort to relocate the east half of Taxiway A at the Runway 22 end. The project established a new taxiway alignment and included construction of a new by-pass connector taxiway to enhance aircraft movement on and off Runway 4-22. Because the existing run-up area was removed as part of the work, the new connector provides a more efficient flow for aircraft operations while meeting FAA design requirements.

D. Project Understanding and Approach to Services
Project Understanding
RBL is a vital GA asset serving Tehama County and the
surrounding region. It supports emergency response,
agricultural operations, business aviation, and regional connectivity. As a publicly owned, federally obligated
airport, RBL must maintain compliance with FAA design
standards, safety requirements, and grant assurances
while positioning itself for sustainable growth and
long-term resiliency.

This on-call contract represents an opportunity to provide consistent, responsive, and technically sound engineering and planning support over a five-year period. Core
efforts will include airfield pavement management,
drainage and electrical system improvements, airside and landside development, environmental coordination, and
support for FAA Airport Improvement Program (AIP) and
state funding.

Our team understands that RBL’s success depends
on advancing a focused set of priority projects that
improve safety, restore operational capability, and
enhance the user experience. Key initiatives include:
• Expansion of the helicopter apron to better support
emergency response and rotorcraft operations
• General aviation terminal upgrades to meet ADA
requirements and improve passenger experience
• Ongoing pavement maintenance and rehabilitation
to preserve critical airfield assets
• Airport Master Plan update to guide long-term
development, maintain compliance, and position
future projects for funding
LJA Aviation has identified two potential projects that were not listed in the RFQ during our airport visit:
• Runway 33 extension to the north to recover
approximately 600 feet of operational length lost due
to the displaced threshold on the south end, improving
performance, particularly during high-temperature
conditions.
• Relocation of approximately 2,200 feet of parallel
taxiway that currently lies within the Runway Safety Area (RSA) and does not meet FAA design standards.

LJA Aviation will apply a data-driven, FAA-compliant
approach to evaluate existing and forecasted aircraft
activity, identify the critical aircraft and applicable Airplane Design Group (ADG), and assess the operational impacts
of the shortened runway in accordance with FAA AC
150/5300-13B Airport Design and AC 150/5325-4B
Runway Length Requirements for Airport Design. The
non-standard condition of the parallel taxiway within
the Runway Safety Area (RSA) will be analyzed through
an Airport Master Plan update consistent with FAA AC
150/5070-6B Chg 2 Airport Master Plans to evaluate
safety, operational, and design alternatives, including potential Modification of Standards (MOS) considerations.

This planning-level analysis will define a clear, defensible path forward, including the scope of environmental
review for the Grasshopper Creek area under FAA Order
1050.1G Environmental Impacts: Policies and Procedures
and applicable NEPA/CEQA requirements, positioning
the project for Airport Improvement Program (AIP)
eligibility. This integrated approach demonstrates LJA’s understanding of the project, aligns with FAA policy,
and establishes a practical roadmap from planning
through environmental clearance to implementation of a
compliant, fundable solution.

We also recognize the importance of integrating
technological innovation into project delivery
where it makes sense. For example, LJA advocates
for a technological, advanced pavement evaluation
using UAS and high-resolution imaging that allows
for a comprehensive, data-driven understanding of
pavement conditions. This approach produces a fully
georeferenced, auditable dataset that supports accurate pavement condition indexing, predictive maintenance
planning, and more strategic capital investment decisions, significantly improving upon traditional, sample-based
inspection methods.

Additionally, we understand that projects such as
the taxiway relocation may involve environmental
considerations, particularly near sensitive areas like
Grasshopper Creek. Early coordination and CEQA and
NEPA environmental documentation and environmental
analysis will be critical to advancing these projects
efficiently and responsibly.

Ultimately, delivering successful outcomes at RBL
requires a partner who can integrate planning,
environmental clearance, engineering design, and
construction support—while aligning each project
with available funding cycles. Advancing projects to
“shovel-ready” status early in the federal fiscal year
is essential to securing discretionary funding and
maintaining project momentum.

Airports included in the National Plan of Integrated
Airport Systems (NPIAS) are required by the FAA to
prepare and submit an Airport Capital Improvement Plan
(ACIP or CIP) annually in accordance with FAA Order
5090.5. A CIP’s quality directly influences an airport’s ability to secure funding, maintain compliance, and
advance priority projects. A poorly developed CIP can
lead to missed funding opportunities, delayed project
delivery, and misalignment with long‑term airport needs.

A well-prepared CIP clearly identifies and prioritizes
development needs, provides justification for each
project, establishes realistic cost estimates, and outlines viable funding strategies. With LJA Aviation’s support, the CIP becomes a strategic planning tool that drives airport growth, strengthens funding advocacy, and reinforces the airport’s long‑term economic impact.

As a trusted aviation planning and engineering
partner, LJA Aviation develops CIPs that align with
each sponsor’s goals and operational realities. Our

Engineering Project Approach
1 Planning & ACIP Development
Each year, airport management participates in the ACIP process to identify and prioritize projects. LJA leads airport management through this process and prepares and submits its ACIP to both the FAA and Caltrans, ensuring projects are consistent with FAA design standards and shown on the current Airport Layout Plan.

Communication and Coordination: This planning phase typically requires an in-person meeting with airport management to discuss and prioritize project possibilities. Then, your airport engineer and CAD specialist will develop detailed construction cost estimates and visual exhibits, which will be reviewed and approved digitally. Finally, we will attend the FAA-hosted ACIP meeting to discuss project funding needs and advocate for your priorities.
2 Environmental Review
Before receiving FAA or Caltrans funding, projects must meet environmental requirements under the National Environmental Policy Act (NEPA). Most general aviation projects qualify for a Categorical Exclusion (CATEX), but some may require additional studies. LJA prepares documentation and coordinates with both the FAA and Caltrans for environmental clearance.

Communication and Coordination: To facilitate the environmental review processes, airport management will meet with LJA engineering and planning staff virtually to discuss the project footprint and environmental impacts. The planner will then coordinate the CATEX document and associated cultural resource studies, compile the necessary documentation, and provide it for management’s signature and submission to the FAA.
3 Grant Application
Once environmental clearance is received, airport management can apply for funding. LJA assists with FAA grant applications using required forms (e.g., SF-424, 5100-100) and ensures all certifications are included.

For Caltrans grants, we help airport management navigate the Caltrans Airport System Management (ASM) portal and meet state-specific deadlines and match requirements.

Communication and Coordination: Grant applications are drafted by LJA staff and reviewed by airport management digitally before being submitted electronically to the FAA. LJA will work with airport management to submit matching grant applications to Caltrans through the ASM portal. As your aviation specialist, we make sure all grants are submitted on time and in accordance with FAA regulations. 4 Design Phase
After funding is secured, LJA works with airport management to finalize the scope and begin design.

We follow FAA Advisory Circulars and Caltrans standards, coordinate with subconsultants, and prepare engineering drawings, technical specifications, and cost estimates to meet FAA and Caltrans requirements.

We also prepare all contract and bidding documentation required for project solicitation.

Communication and Coordination: The Design Phase starts with a project pre-design meeting, typically held in person at the airport or virtually, attended by airport management, the FAA, and the LJA engineer.

Additionally, an on-site visit will be conducted for geotechnical drilling if required by the project scope.

LJA's Aviation Team is focused on supporting general aviation and commercial service airports through federally and state-funded planning, design, and construction projects. Our team is highly experienced and understands the FAA Airport Improvement Program (AIP) process and California’s unique funding structure, and we are committed to guiding airport management through each step. Our approach to completing high-quality airport engineering projects is outlined below and continued on the following page.

5 Bidding
The LJA engineer prepares a complete bid package that meets all FAA requirements, including provisions under Buy American, Davis-Bacon, and the Disadvantaged Business Enterprise (DBE) program. After bidding, we review all contractors' qualifications and ensure all required documentation has been submitted. LJA assists the airport management in evaluating bids and securing FAA concurrence prior to award.

Communication and Coordination: We manage the advertisement and facilitate the bidding process through a secure online bidding portal to ensure transparency, accessibility, and compliance with FAA and Caltrans standards.
6 Construction Phase
With a Notice to Proceed in place, LJA leads the contractor and airport management through construction administration, contractor coordination, and the inspection process. We ensure the project is constructed in full compliance with FAA- and Caltrans-approved plans and specifications, and that all certified payroll, DBE, and inspection documentation requirements are properly met.

Communication and Coordination: The LJA engineer leads the on-site preconstruction meeting with airport management and the contractor, focusing on schedule, job site requirements, waste management, traffic routes, safety, facilities/utilities, submittal requirements, contractor invoicing, CSPP, phasing, and a project walkthrough.

Throughout the construction phase, as outlined in the scope of work, an LJA representative will be onsite monitoring the construction process and providing daily and weekly reports to the engineer. The LJA engineer will make periodic visits to monitor the construction processes and meet with the contractor. 7 Project Closeout
Once construction is complete, the LJA engineer leads the final inspections and closeout documentation.

This includes FAA sponsor certifications and reimbursement forms, as well as Caltrans reporting requirements.

Communication and Coordination: The final inspection process includes an on-site project walkthrough that is attended by the LJA engineer and contractor. Airport management and FAA personnel are also invited to attend.
