RE: Professional Airport Consultant Services Red Bluff Municipal Airport Dear Mr. Miller and Members of the Selection Committee, Today, you are selecting a long-term airport consultant who will help advance the Red Bluff Municipal Airport (RBL) from planning through funding, design, and delivery. Our team brings the qualifications, experience, and on-call responsiveness you need, paired with value-added services that streamline coordination with the Federal Aviation Administration (FAA) and California Department of Transportation (Caltrans), to keep projects moving efficiently from concept through implementation.

What Sets Lochner Apart?
• California Aviation Expertise & Proximity: We are experts in the unique needs of California airports, currently serving 20 airports across the state, including RBL. In the last five years alone, we have helped our California clients secure over $38 million in FAA funding, turning project priorities into funded, deliverable improvements. We will facilitate meetings with City representatives and Airport staff to present upcoming projects and development at the Airport. In our experience, clear communication and well-grounded processes lead to mutually-agreeable solutions and save time in project development. • Proven Expertise & Strong Partnerships: We have a robust portfolio of general aviation projects across California— including those in your region—and throughout the U.S., all completed in close coordination with the FAA, the corresponding DOT, and the Airport sponsor. Our longstanding relationships with Caltrans and FAA staff contribute to seamless communication and expedited project reviews and approvals. • Local Knowledge & Resources: Our team of local experts has extensive knowledge of the dynamic aviation development challenges in California. We also stay active in the local aviation community, regularly attending all California aviationrelated conferences, including the recent Southwest Chapter of American Association of Airport Executives (SWAAAE) Annual Airport Management Short Course in Monterey, ensuring we stay aligned with current priorities and funding dynamics. This Statement of Qualifications (SOQ) includes team members who currently collaborate with our California airport clients, ensuring you are met by a team with a solid understanding of airport processes, procedures, and needs. • Tailored Solutions: We tailor our approach to your specific improvement needs, delivering innovative solutions that advance your long-term goals. Backed by former airport managers, our team brings firsthand operational insight to help guide projects from planning through implementation.

I will serve as your Project Manager, leading all engineering projects and leveraging support from our integrated team to maintain a consistent on-site presence and direct accessibility to Airport and City staff. Because airport operations and development are inherently dynamic, we provide proactive, responsive support throughout delivery. The result is fewer surprises, smoother execution, and lasting operational efficiency.

Red Bluff Municipal Airport (RBL) Taxiways & Apron Rehabilitation Red Bluff, CA
This project involved the design and rehabilitation of the taxiways and apron areas at Red Bluff Municipal Airport.

The airport’s pavement consists of various generations
of materials, making a one-size-fits-all approach both
impractical and economically unfeasible. Lochner conducted a comprehensive site assessment to identify the different types and conditions of existing pavement, determining the most suitable rehabilitation method for each area.

For pavements in generally good condition, the selected treatments included crack sealing, repair, rejuvenating surface treatment (FAA P-608), and the repainting of
pavement markings. In contrast, taxiways and taxilanes
in the hangar development area were in worse condition, necessitating more extensive crack sealing and repair, along with isolated pavement patching. These areas were then
treated with an emulsified asphalt slurry seal (FAA P-626), followed by the repainting of pavement markings.

Before remarking, the existing pavement markings were
evaluated to ensure compliance with FAA standards for
markings and geometry. Any non-compliant markings were
identified for removal and replacement. Additionally, in a separate but adjacent project with a separate construction contract, three drainage areas along the taxilanes and
hangar development required the repair and reconstruction of drainage channels and inlet structures.

A section of the aircraft parking apron was also identified for full reconstruction to address drainage issues impacting two large nearby hangars. This involved removing the
existing asphalt pavement and replacing it with concrete to accommodate heavy aircraft traffic and parking.

A detailed construction safety and phasing plan was
developed to minimize disruption to airport operations
during the project. Alongside design and engineering
services, Lochner provided construction monitoring and
management to ensure the successful completion of the
project.

STATEMENT OF QUALIFICATIONS
Professional Airport Consultant Services | Red Bluff Municipal Airport California Redwood Coast – Humboldt County Airport (ACV) Runway 14-32 Rehabilitation & In-Pavement Lighting System
McKinleyville, CA
Lochner was selected to complete the design and perform construction period services for an $18 million runway and in-pavement lighting rehabilitation project for Runway 14-32 at ACV. Work involved milling and overlaying the runway pavement and the complete removal and reinstallation of the in-pavement touchdown zone and centerline lighting
systems. The existing inpavement lighting systems dated back more than 40 years, were not in operation, and did not meet FAA standards. The project was separated into
three phases: the first phase included 60 days of nightly runway closures to allow for the removal of the existing lighting systems and the installation of new underground infrastructure for the new lighting systems. The second phase included a 12-day full runway closure to allow for the rehabilitation of the runway pavement. The third and final phase included 75 days of nightly runway closures to install the new lighting system components.

The two primary challenges faced by this project were the accelerated timing associated with the FAA funding, and the construction phasing required to minimize impacts to scheduled air service operations. Regarding the timing of the FAA funding, the airport was notified in the Fall of 2021 that they would be receiving FY2022 FAA discretionary
funding for the runway project. While a preliminary study was underway, no other design or planning had occurred
for the project. The Lochner led team successfully
completed the entire design and bidding process within
a six-month window, meeting the accelerated timeframe
requirements and helping ensure the Airport received the required amount of funding. Regarding the construction
phasing, ACV is a primary commercial service airport with approximately 200,000 annual enplaned passengers.

Runway 14-32 is the only runway available to scheduled
airline operations, and therefore any closure produces
significant impact to the airline operators and passengers.

Lochner, through close coordination with the Airport staff and through consultation with the airport users, developed a very detailed phasing plan that maximizes the amount of work able to be completed without impacting scheduled
operations. During the 12-day closure, the Lochner team worked with the different air carrier representatives, and was able to find the period that had anticipated suitable weather conditions and minimized typical passenger load.

Grant Management
Lochner was selected in January 2020 to provide Airport Engineering and Planning services at Corning Municipal
Airport. As part of those services, we provide valueadded grant management. Lochner supports the City by developing and maintaining the ACIP, drafting FAA grant applications, managing grant drawdowns, advising on
airport operations and ground leasing, assisting with the DBE program, and helping prepare presentations for City Council and Airport Commission meetings.

Prior to Lochner’s involvement, the City had not received an AIP grant since 2009, mainly due to coordination issues with the San Francisco ADO. The City had also struggled for three years to complete a perimeter fencing project. Upon selection, Lochner quickly met with ADO staff to establish a timeline and secure an FY20 AIP grant. Despite having only three months to finalize the grant application, validate the Categorical Exclusion form, develop the scope of work, complete design, and bid the project, Lochner helped the City successfully secure the grant, preventing the loss of non-primary entitlement funds. Lochner also assisted with administering the CARES Act and CRRSA grants.

Pavement Maintenance Management Program
Lochner collaborated with the City to develop the airport’s Pavement Maintenance Management Plan (PMMP). The
airport is a general aviation facility with a single runway, a full-length parallel taxiway, two aircraft parking apron areas, and a hangar taxilane. Lochner partnered with Silent Falcon, utilizing cutting-edge UAS and AI technology to capture high-resolution photogrammetry of the airfield pavements and conduct an automated Pavement Condition Index (PCI) analysis. This analysis identified all pavement distresses with a resolution as precise as 2mm.

After the initial analysis, Lochner engineers performed onsite QA/QC to verify the data and address any discrepancies.

This method resulted in a dataset representing 100% of
the airfield pavements, surpassing the typical PCI survey requirement of only 10% sampling. The final deliverable included a comprehensive PCI report, along with a detailed plan for future pavement rehabilitation and maintenance, aimed at maximizing the value and efficiency of limited funding.

UNDERSTANDING OF THE PROJECT & APPROACH TO

PERFORMING THE REQUIRED SERVICES
We understand the City of Red Bluff requires a consultant capable of delivering integrated engineering, planning, and environmental services to support both near-term improvements and long-term development at RBL. Through our ongoing work at the Airport, we have developed a strong understanding of its infrastructure, operational needs, and capital priorities.

We have supported apron rehabilitation efforts, including concrete reconstruction, drainage improvements, and pavement maintenance, providing direct familiarity with existing airfield conditions. In parallel, we have worked closely with the Sponsor and the FAA to refine the Airport’s five- and ten-year CIP, aligning projects with AIP entitlement and IIJA AIG funding.

While near-term needs are generally defined through the ALP-to-CIP process, priorities can shift due to funding timing or operational conditions, and we remain flexible to support those adjustments through proactive coordination and programlevel awareness.

Through frequent coordination and regular site visits, including by aircraft, we have developed a practical understanding of the Airport that extends beyond the CIP. This includes operational considerations and maintenance needs not yet formally programmed, allowing us to proactively support the Sponsor and address issues as they arise.

We understand the next key initiative is apron expansion for two helicopter parking positions. Our team supported NEPA scoping and grant development, positioning the project for delivery around 2028. A key consideration for this effort is alignment of project scope with available funding, as project costs may exceed anticipated federal participation. This will require thoughtful phasing, scope prioritization, and coordination with funding cycles, in addition to maintaining airfield operations and advancing a constructible design.

Looking ahead, PMMP updates will guide future rehabilitation of runways, taxiways, and aprons, and a future ALP update, anticipated around 2030, will support long-term planning. Airfield lighting improvements remain a longer-term need, with timing dependent on system condition and funding alignment.

Our approach emphasizes early FAA coordination, practical design, and effective phasing to minimize impacts. We manage projects as part of a coordinated program, aligning scope, schedule, and funding milestones with FAA requirements across the Airport’s capital portfolio. This allows us to anticipate challenges, adjust priorities, and maintain momentum across multiple efforts. We also operate in a flat, integrated structure where planning, environmental, and engineering disciplines work concurrently, reducing handoffs, minimizing rework, and improving decision-making. As projects advance into execution, we apply this same integrated process to ensure high-quality design, thorough review, and consistent delivery.

Our familiarity with RBL, combined with extensive experience delivering projects for California public agencies, allows us to navigate procurement, funding, and coordination requirements efficiently. This includes performing construction administration in accordance with the California Public Contract Code and applicable state and local requirements, which provides an added layer of oversight aligned with Public Works Department processes and standards. This approach provides added value through coordinated delivery, informed decision-making, and solutions that are aligned, fundable, and constructible.

We are also passionate about aviation and the role airports play in supporting the broader airspace system. We value the opportunity to contribute to the continued advancement of facilities like RBL and take pride in supporting all aspects of airport development in a way that adds meaningful, long-term value to the Sponsor and its users.
