The MeasureS Citizens Oversight Committee was established by the voters of the City of Red Bluff through Measure S. The Committee provides independent public oversight of Measure S revenues and expenditures by reviewing annual independent fiscal audits, monitoring implementation of the Measure S Expenditure Plan, issuing an annual report to the citizens of Red Bluff regarding compliance with Measure S, and making recommendations to the Red Bluff City Council.
The Committee serves in an advisory capacity and is not a policy-making body.

Pursuant to Measure S, members of the Citizens Oversight Committee must reside, own a business, or own property within the City of Red Bluff city limits. The Committee must always include at least one city resident, one city business owner, and one city property owner.

My experience includes independent contractor and consultant work with L'Oreal; education; construction, earthmoving, and land development; budgeting; transportation logistics; regulatory compliance; vendor coordination; and project management.

Why are you interested in serving on the Measure S Citizens Oversight Committee? I am interested because I am a Red Bluff native and local business owner with a long-term investment in this community. Voters approved this tax for a specific purpose, and they deserve independent oversight to ensure the money is spent efficiently, transparently, and as promised.
What skills or experience would you bring to the Committee? i bring practical experience with budgets, expenses, vendors, contractors, regulatory compliance, project planning, and responsible use of limited resources. I will review reports carefully, ask direct questions, listen to different viewpoints, and evaluate information based on facts and community benefit.
Describe your understanding of the purpose of the Measure S Citizens Oversight Committee. le Committee independently reviews annual fiscal audits, monitors implementation of the Measure S Expenditure Plan, reports to the pub 1 compliance, and makes recommendations to the City Council. Its role is public accountability and transparency, not directing staff, selecti projects, or setting policy.

• The Citizens Oversight Committee serves solely in an advisory capacity to the Red Bluff City Council.
• The Committee's responsibilities are limited to those established by Measure S and any implementing policies or procedures adopted by the City that are consistent with Measure S. • The Committee is responsible for reviewing the annual independent fiscal audit of Measure S revenues and expenditures, monitoring implementation of the Measure S Expenditure Plan, issuing an annual report regarding compliance with Measure S, and making recommendations to the Red Bluff City Council.
• The Committee does not have the authority to direct City staff, approve expenditures, award contracts, select projects, supervise construction, or establish City policy. • I agree to comply with the provisions of the California Brown Act, the California Public Records Act, the Political Reform Act, any applicable conflict-of-interest requirements, and all City policies governing advisory bodies.
