The MeasureS Citizens Oversight Committee was established bythe voters ofthe City of Red Bluff through Measure S. The Committee provides independent public oversight of Measure S revenues and expenditures by revie wing annual independent fiscal audits, monitoring implementation ofthe Measure S Expenditure Plan, issuing an annual report to the citizens of Red Bluffregarding compliance with Measure S, and making recommendations to the Red Bluff City Council.
The Committee serves in an advisory capacity and is not a policy-making body.

Whyare you interested in serving on the Measure S Citizens Oversight Committee? Lam interested in serving because I see firsthand how poor road conditions, especially near Walnut Street, affect residents. I would like to help ensure Measure S funds are used effectively and transparently.
What skills or experience would you bring to the Committee? I would bring strong skills in budget review, policy oversight, public accountability, and community collaboration. My experience serving on multiple boards and oversight committees has also taught me how to ask thoughtful questions, review information carefully, and represent community concerns.
Describe your understanding of the purpose ofthe Measure S Citizens Oversight Committee.
My understanding is that the Committee provides independent community oversight to ensure Measure S funds are spent responsibly and only for approved street maintenance, repair, and safety improvements. This includes reviewing expenditures and audits, promoting transparency, and keeps the City accountable to Red Bluff tax payers Availability - for in-person meetings

The Citizens Oversight Committee serves solely in an advisory capacity to the Red Bluff City Council.
The Committee's responsibilities are limited to those established by Measure S and any implementing policies or procedures adopted by the City that are consistent with Measure S.
The Committee is responsible for re viewing the annual independent fiscal audit of Measure S revenues and expenditures, monitoring implementation of the Measure S Expenditure Plan, issuing an annual report regarding compliance with Measure S, and making recommendations to the Red Bluff City Council.
The Committee does not have the authority to direct City staff, approve expenditures, award contracts, select projects, supervise construction, or establish City policy. lagree to comply with the provisions ofthe California Brown Act, the California Public Records Act, the Political Reform Act, any applicable conflict-of-interest requirements, and all City policies governing advisory bodies.
