REGULAR AGENDA

7. River Park Splash Pad and Rehabilitation Project Update 0354 The Council had an in-depth discussion, and all questions were asked and answered adequately. It was explained that the proposed project takes into consideration the fact that the park is in a floodway. If a loan were utilized by the City of Red Bluff for the additional costs of this project, Development Impact fees could be used to pay the loan payments. The loan can also be paid in full after five years. Development Impact fees can also be used to pay down the additional costs if they choose not to take out a loan. It was emphasized that a decision needs to be made soon to stop costs from increasing further. The community has put a lot towards this project, and they are expecting this to be completed. The contractor anticipates beginning in the Spring of 2027. The project will be complete before the end of 2027. No items can be removed and still meet the minimum grant requirements. If donations were received from the public, those funds could be utilized to bring the total costs down. If they did not move forward with this project, the City of Red Bluff would have to pay back the $400,000.00 that has already been spent towards the project. The Council does not feel they will be in favor of a loan option.

The Council asked to have this brought back to the next Council meeting with the full funding options.

The Council had an in-depth discussion, and all questions were asked and answered adequately.

Currently, the average overdue bill is $200.00 to $300.00.
