The City Council Chambers are fully open to the public in compliance with current guidelines from the California Department of Public Health regarding indoor meetings.
The meeting was called to order by Mayor Kristen Schreder with the following Council Members present: Michael Dacquisto, Mark Mezzano, Erin Resner, and Julie Winter.
Also present were: City Manager Barry Tippin, Assistant City Manager Sheri DeMaagd, City Attorney Barry DeWalt, and Executive Assistant Luisa Klapperich called the roll prior to leaving the Closed Session meeting.
PUBLIC COMMENT
Mayor Schreder determined that no one present wished to address the items agendized for Closed Session.
CLOSED SESSION
At the hour of 5:15 p.m., Mayor Schreder opened the Special Meeting and announced that the Council would adjourn to Closed Session.
3A. Closed Session pursuant to California Government Code Section 54956.9(d)(1):
CONFERENCE WITH LEGAL COUNSEL - EXISTING LITIGATION
Warden v. Moore, et al.; U.S. District Court, Eastern District of California Case No. 2:19-CV-00431-MCE-AC
By a unanimous vote, the City Council directed the City Attorney to petition the United States Supreme Court in the case of Warden v. Moore to appeal the decision of the 9th Circuit Court of Appeals to not dismiss the case against Officers Cowan and Weaver on principles of qualified immunity and the application of the Heck doctrine.
3B. Closed Session pursuant to California Government Code Section 54957.6:
CONFERENCE WITH LABOR NEGOTIATOR
Designated Agency Representative: Interim Personnel Director Martinez Employee Organizations:
1. International Brotherhood of Electrical Workers AFL -CIO-Electric Employees; and

At the hour of 6:02 p.m., Mayor Schreder announced that Closed Session would be in recess until after the Regular City Council Meeting.
At the hour of 8:40 p.m., Mayor Schreder announced that Council would reconvene the Closed Session.
ADJOURNMENT
There being no further business, Mayor Schreder declared the meeting adjourned at the hour of 9:02 p.m.
