REPORT TO THE CITY COUNCIL

Recommendation

Accept the report and direct the City Manager on next steps, if any.

Fiscal Impact

Accepting the report does not impact the general fund.

Alternative Action

The City Council could choose not to accept the report or provide alternative direction to staff.

Background/Analysis

The City of Redding (City) is growing – we are the hub of the north state, the Jewel of Northern California. In step with the City’s Mission Statement, “The City is seen as proactive rather than reactive by focusing on what type of City we would like to be in the future and taking the necessary steps to assure we reach our goals.” Over the last several months, staff has been analyzing the City’s revenue sources and how those revenue sources are , or are not, meeting the City’s expectations with respect to the long -term outlook of our City . Sp ecifically, our infrastructure and assets. Staff has posed the questions: What are the issues; Why do they exist ; and, what can we do about them?

The City’s publ ic infrastructure is aging and for decades inadequate budget capacity has hampered the ability to properly maintain the General Fund facilities. Consequently the infrastructure is at a critical juncture.

Re: 2(a)--Unmet Needs Workshop Page 2

Public Works has a large portfolio of assets tha t include streets, the associated signals, signage, and sidewalks. The City’s street system consists of 901 lane miles of roadway; 576 miles of sidewalk; 82 traffic signals, 47 flashing beacons, more than 12,000 roadway signs, 118 bridges, almost 200 miles of storm drain pipe, and 5,676 curb ramps.

The Road system has been continuously deteriorating and funding received from the Gas Tax is insufficient t o keep up with the growing rate of deterioration and maintenance required . The City’s current Pavement Condition Index (PCI) or road grade, is 44 out of 100. Industry standard rating for ideal pavement condition is a rating of 80 which allows for more cost -effective "preventative" maintenance (seal coats, etc.) compared with higher cost pavement rehabilitati on (overlays, etc.) or replacement when the pavement moves to a "poor" or "very poor" condition.

In order for the City to improve its roads condition, the City would need an additional $10 million a year to catch up to an acceptable average road condition in just over ten years.

Community Services has a limited budget to maintain a number of assets but does not have adequate funding to properly maintain all of its infrastructure responsibilities. The majority of the infrastructure has ongoing costs that ha ve built up over many years. Each year, Community Services is forced to prioritize maintenance repairs based on funding available, and the use and benefit of the facility, which places a number of improvements on hold. For example, various parking lots and roads available for park visitors to access the park are crumbling but cannot be sufficiently repaired.

Community Services includes both Parks’ assets and City building/facility maintenance. The Parks needs include, the Aquatic Center change house, trai ls, bridges, boat ramps, parking lots, restrooms, and future City parks such as South City and Panorama. Building maintenance needs include Old City Hall flooring and elevator, new City Hall flooring, HVAC replacement at Redding Civic Auditorium, interior remodel of Caldwell Recreation Center, and many other maintenance needs that include restroom upgrades, painting, water heater replacement, and more.

There is also a need for new desired facilities and amenities. The City has been outgrowing its current facilities and needs to expand Park’s services. The re is a n eed for additional sand volleyball courts at Lake Redding, a community center at Enterprise Park, a multi -court facility, and a baseball complex.

Redding Fire Department’s (RFD) fire stations wer e constructed at various times throughout the last 85 years and have a variety of needs and deferred maintenance. In July 2023, a draft conditions assessment was performed on all RFD stations. The assessment team observed the conditions of each building's elements, site exteriors, roof conditions, and all electrical, mechanical, and plumbing systems. The conditions assessment found numerous maintenance and upgrade needs with all fire stations that include major renovations, removal of coed sleeping areas, r eplace aging mechanical and plumbing equipment and much more to better serve the public. Due to two of the fire stations' inability to be renovated the draft conditions assessment suggests they are replaced and/or relocated.

RFD identified a need for a ni nth fire station to better serve the City of Redding’s east side. A ninth station would help alleviate the high call volumes at Fire Station One and Five. To address the need for a new fire station, the property at 2525 Tarmac Road was purchased in 2023, f or $500,000. It is unclear where the future funding will come from to build the new fire station. The new fire station is listed as a top priority.

Re: 2(a)--Unmet Needs Workshop Page 3

The City’s airports include Redding Regional Airport (RDD) and Benton Airfield. RDD is a full-service airport that provides commercial air service, rental cars, parking and transportation, aviation services, and aircraft hangar facilities. Commercial airlines depend on RDD to provide adequate service and facilities. RDD houses a number of hangars and tie -down spaces that are rented out to customers. Benton has an on -field, fixed-based operator that provides fueling, maintenance, and other services. Because of the high demand for airport hangers at both airports, there is a waiting list for hangar services. The c urrent and past Airport’s budgets have not had capacity to address the hangar infrastructure at both airports and, consequently, the hangar roofs are leaking and likely beyond repair.

An in -depth city revenue analysis was performed on 23 government agenc ies in Northern California (CA) including Redding’s ten comparable cities. Staff wanted to determine how other municipalities are generating general fund revenue. Property tax and sales tax are the major general fund revenue sources for each agency. Staff was able to garner all jurisdictions' property and sales tax totals via the State Controller’s Office website for the Fiscal Year 2021-22 (latest year available).

Each jurisdiction was then looked into further to see if any additional sales tax measures p rovide additional funding and if there are any assessment or special districts in the comparable city's jurisdiction. The revenue from all property and sales tax was then compiled and analyzed with each jurisdiction's sales tax measures to see how much rev enue additional sales tax measures are contributing to the jurisdiction’s general fund.

Another key data point that was collected for each jurisdiction was gas tax (projections) to be received from Highway Users Tax Account (HUTA) & Road Maintenance and Rehabilitation Account (RMRA). This was analyzed for Fiscal Year 2024-25, and used to compare with other cities. Staff then looked at each city’s general statistics such as population, square miles, full - time sworn police officers, police per capita, miles of streets, number of fire stations, fire stations per capita, and fire stations per square mile, among other data.

The City of Redding was compared to all other collected data. The comparison found that the majority of all cities analyzed had an additi onal general fund revenue source such as an additional sales tax measure. Some cities did not have fire departments and it was found that a fire district serviced the city. Without the need for a city fire department , cities can allocate more resources to other needs.

A major factor in the multi -city comparison is the physical size of the Ci ty of Redding; over 60 square miles. The next closest city in size is Roseville, CA at 44 square miles with a population of over 150,000 residents and additional sales tax funding. This means that the City of Redding must be able to provide adequate levels of service with less revenue on a comparable basis. For the past 20 years, we have “found a way” but in the long term, this is simply not sustainable.

Another comparison was generated by pulling all incorporated C alifornia cities with populations between 60,000 to 120,00 0, t here are 101 cities that fall in to this population range. The comparison included what cities are receiving additional sales tax above the state wide base rate of 7.25 percent. There are four cities that do not receive additional sales tax revenue; Camarillo, Rocklin, Redding and Yuba City. The City of Camarillo does not have a fire department as a fire district provides fire services. The City of Rocklin has created community facilit y districts through property tax assessments to partially fund fire, police, and infrastructure. Yuba City and Redding are the only two in the population range without additional revenue sources for the General Fund.

Re: 2(a)--Unmet Needs Workshop Page 4

Essentially, the City has three basic options in developing future budgets:
• The City can continue the day-to-day services and allow our facilities to continue to deteriorate;
• The City can reduce services to increase funds for unmet infrastructure needs; or • The City can seek additional revenue sources.

Staff believes that community engagement over the next several months can offer much needed feedback in order for the City Council to make final determinations on Redding’s future.

Council Priority/City Manager Goals

• Budget and Financial Management – “Achieve balanced and stable 10 -year Financial Plans for all funds.”
• Communication and Transparency – “Improve the quality of communication with the public and City employees to enhance knowledge and increase transparency to improve public trust.”

• Government of the 21 st Century – “Be relevant and proactive to the opportunities and challenges of today’s residents and workforce. Anticipate the future to make better decisions today.”

Attachment: Unmet Needs Presentation (2(a)--Unmet Needs Workshop) “The practice of postponing maintenance activities such as repairs on both infrastructure and personal property in order to save costs, meet budget funding levels, or realign available budget monies. The failure to perform needed repairs could lead to asset deterioration and ultimately asset impairment. Generally, a policy of continued deferred maintenance may result in higher costs, asset failure, and in some cases, health and safety implications.”
