Authorize and approve the following relative to the City of Redding’s Special Municipal Election to be held on Tuesday, November 4, 2025:
(1) Adopt Resolution requesting that the Board of Supervi sors of the County of Shasta consolidate the Special Municipal Election with the Statewide General Election; and (2) Adopt Resolution approving and adopting the 8th Amendment to City Budget Resolution No. 2025 -047, appropriating $ 40,000, to provide the City Clerk/Elections Official and City Attorney with resources for special municipal election support costs.
Fiscal Impact
The recommended action requires the appropriation of an additional $40,000 from the General Fund. Up to $10,000 is to be used for consultant assistance for the election process and $ 30,000 is to be used for additional legal resources, should they be required.
Alternative Action
The City Council (Council) could decline to adopt the resolutions and provide alternative direction to staff.
Background/Analysis
At its meeting on August 5, 2025, the Council adopted a resolution calling for a citizen’s initiative petition received to be submitted to the voters at a special election to be held on November 4, 2025, under Elections Code Sections 9200 et seq. That citizen’s initiative calls for the adoption of an ordinance imposing a one percent (1%) sales and use tax (Sales Tax) (Ordinance) within the City of Redding (C ity), the proceeds of which are to be deposited into a dedicated fund for essential local services, including Public Safety, Infrastructure, and Parks, MEETING DATE: August 22, 2025

ensuring that the City has the necessary resources to maintain and enhance these critical community assets. Additionally, within said resolution, Council also requested that the Shasta County Board of Supervisors direct the Sha sta County Registrar of Voters ( ROV) to provide all necessary assistance for that election under Elections Code section 10002.
Subsequent to the Council’s action, it appears that the State of California will schedule a statewide special election for Nove mber 4, 2025, the same date and time as the City’s special election. Senate Bill 280, the legislation which called for the statewide special election, authorizes a city special election to be consolidated with the statewide special election, notwithstanding the requirements of Elections Code sections 10403 and 10406. Consolidating the City special election with the statewide special election on November 4, 2025, would minimize costs, maximize voter participation, reduce voter confusion, and comply with st ate election law.
The two proposed resolutions before the Council would (1) call for the consolidation of the City’s special election with the statewide special election under Senate Bill 280 and (2) make budgetary adjustments providing for election -related expenses, such as consultant or legal services, which may be necessary to assist the Elections Official to address an y unforeseen complications.
The resolutions have been approved as to form by the City Attorney.
Environmental Review
This is not a project defined under the California Environmental Quality Act, and no further action is required.
