CITY OF REDDING
REPORT TO THE CITY COUNCIL
Recommendation
Authorize and approve the following actions relative to the City of Redding Tarmac Road Storm Drain Emergency Replacement Project (Project):
(1) Accept update regarding the Project; and
(2) Pursuant to Public Contract Code Section 22050(c)(1), make a det ermination by a four - fifths vote that there is a need to continue the emergency work.
Fiscal Impact
The Tarmac Road Storm Drain Emergency Replacement Project (Project) is being funded by a loan from the Wastewater Utility to the S torm Drain Utility. Th e current total project cost is estimated to be $4,150,000.
The City of Redding (City) received notification from the State on March 10, 2026, that the Governor declared emergency for the 2025 Late December Storm (CDAA 2026 -02) is eligible for California Disaster Assistance Act (CDAA) funding, making this Project eligible for funding.
If the CDAA funding is approved, then 75 percent of the project cost may be reimbursed to the City by the State. The remaining City cost share of 25 percent would still be loaned to the Storm Drain utility by Wastewater. The application for CDAA funding was submitted on May 12, 2026, and is awaiting review and approval from the granting agency.
Alternative Action
The City Council (Council) may choose not to accept the pro ject update and provide alternative direction to staff.

Re: 4.11(a)--Update for the Tarmac Rd Storm Drain Emergency Replacement Project Page 2
Background/Analysis
On April 7, 2026, the Council adopted an emergency resolution for the project and authorized the negotiation of emergency contracts. The project proposes to replace the faile d existing 20 - foot by 6 -foot natural bottom arch culvert with a 10 -foot by 7 -foot cast -in-place reinforced concrete box culvert. The work includes reconstruction of the Tarmac R oad embankment, curb and gutter, sidewalk, asphalt concrete and other miscellaneous items of work.
Construction began in June and completed work to date includes installation of temporary water main, earthwork and paving of the temporary access road and removal of street lights. Current work activities include temporary shoring of electric and communication utilities, traffic control and other miscellaneous items of work.
Environmental Review
This action is not a project as defined by the California Environmental Quality Act (CEQA) and no further action is required. On April 7, 20 26, Council determined that the project is statutorily exempt from environmental review und the CEQA Guidelines, pursuant to Section 15269(b) - Emergency Projects.

CITY OF REDDING
REPORT TO THE CITY COUNCIL
Recommendation
Authorize and approve the following actions relative to the City of Redding Tarmac Road Storm Drain Emergency Replacement Project (Project):
(1) Adopt Resolution, by not less than four -fifths affirmative vote, to declare an emergency and authorize the City Manager , or designee, to negotiate an emergency public works contract for the project in an amount not-to-exceed $3,500,000; (2) Authorize construction contingency amount up to a total of $300,000; (3) Approve $50,000 to cover costs for project development; (4) Approve $300,000 to cover costs for construction management and inspection fees; (5) Adopt Resolution approving and adopting the 33 rd Amendment to Ci ty Budget Resolution No. 2025-049 appropriating $4,150,000 for said purpose; and (6) Find that the Project is exempt from review under the California Environmental Quality Act Guidelines, pursuant to Section 15269(b) – Emergency Projects.
Fiscal Impact
There have been approximately $55,000 in initial expenses for the project to date for emergency protective measures and engineering. However, due to further inspection, engineering and revised costs estimates the Storm Drain utility does not have suffici ent funds to budget for this Project. Therefore, the attached budget resolution is for the Wastewater Utility to provide a loan that will be paid annually, every June 30 th and will be amortized annually over a 20 -year term at the average pooled cash rate calculated at the time of payment.

Project cost components are estimates and some shifting of the project development, construction management, and construction contingency funds may be necessary to balance the project within the approved budget.
Alternative Action
The City Council (Council) may choose not to adopt the emergency resolution and direct staff to proceed with repairs through the regular Public Contract Code process or provide alternate direction. These processes carry the risk of being too untimely if the City is to immediately protect the public health and safety by restoration of public services and facilities.
If an alternative action is approved staff requests that the budget resolution be adopted to proceed with the Project.
Background/Analysis
On December 21, 2025, a meteorological event known as a convergence line appeared over the City and outlying areas which released an enormous quantity of water consistent with what is calculated to be a once in every 50 -year storm. On December 22, 2025, Interim City Manager Kari Kibler, in her role as the Director of Emergency Services, proclaimed that a local emergency existed throughout the City of Redding. Consistent with State law, Redding Municipal Code and City policies, Council held a special meet ing on December 26, 2025 , to confirm and ratify the Director of Emergency Services’ Proclamation.

Re: 9.11(g)--Declare Emergency for the Tarmac Rd Storm Drain Emergency Replacement Project Page 3
On or about December 21, 2025, City crews observed significant failure of a 20-foot by 6 -foot natural bottom arch culvert and roadway embankment along Tarm ac R oad potentially jeopardizing the entire embankment and access for Autumn Glenn Subdivision. Tarmac Road serves approximately 50 residences and is the sole access point other than a narrow emergency access easement on private property . Attached are pict ures of the failure and interim protective measures described below.
Staff has contracted with J.F. Shea Construction Inc. for the construction of protective measures and potentially repair. J.F. Shea, a local contractor, was selected based on their te chnical knowledge, resource availability , and previous performance on emergency projects of similar size and scope. The contract is to provide temporary emergency protective measures including but not limited to slope grading, culvert inlet stabilization, placement of rock slope protection and plastic sheathing to prevent further slope erosion and destabilization of the fill slope supporting Tarmac R oad. Construction activities started on December 30, 2025 , and the work was completed on December 31, 2025, prior to additional forecasted atmospheric storm events for New Year’s Weekend. Approximately $25,000 have been spent to date. The contractor and the City have continued to monitor the temporary work to assure any additional protective measure are implemented as required. In addition, already having an executed contract with J.F.
Shea will significantly increase their ability to mobilize immediately instead of waiting to secure bonds, insurance and execute contracts.
City engineering staff in cooperation with the Storm Drain utility, contractor , and vendors have been assessing the condition of the arch culvert and roadway. Visual inspections have revealed significant scour erosion of the natural bottom of arch culvert footings throughout and failure of the footing close to the midpoint of the culvert. The embankment slope continues to slough and cracks along the eastbound shoulder and sidewalk are continuing to slowly increase. Staff evaluated a solution to salvage the existing culvert, however due to the e xtensive scour and damage to the culvert and loss of embankment it was determined that full replacement of the arch culvert with a concrete box culvert was the best solution. Replacement would allow for the roadway embankment to be reconstructed and the b ox culvert would provide hazard mitigation of future failure due to the concrete bottom of the new culvert. The project will also include concrete headwalls to protect the inlet of the culvert which was a primary cause of failure.
The Resolution seeks a uthorization to declare an emergency under RMC 4.22.120 and Public Contract Code sections 20168 and 22050 . As such, a fourth -fifths vote of the Council will be required to adopt the resolution. Public Contract Code sections 20168 and 22050 collectively provide authority to repair or replace a public facility, and procure the necessary equipment, services and supplies for those purposes without competitive bidding. While notice and competitive bidding are very beneficial in non -emergency situations, these processes are entirely too untimely if we are to immediately protect the public safety by restoring public facilities. If the replacement is not completed prior to fall, 2026 rain season, then there is a potential for catastrophic failure of the culvert and roadway. Failure of the culvert and roadway would be a public access and safety crisis for the Autumn Glenn Subdivision.
It should be noted that RMC 4.22.120 delegates authority to the City Manager to make a finding that the emergency will not permit t he delay resulting from a competitive solicitation of bids and that immediate action is necessary to respond to the emergency. In order to ensure Council oversight, RMC 4.22.120(C)(1) requires review of action under Public Contract Code sections 20168 and 22050 at every regular meeting until such time as the emergency ceases.

The Resolution has been approved as to form by the City Attorney.
Environmental Review
Staff has determined that the project is exempt from environmental review under the Californi a Environmental Quality Act (CEQA), pursuant to Section 15269 – Emergency Project. The CEQA Section 15269 exemption includes emergency repairs to maintain, repair, restore, demolish, or replace property or facilities damaged or destr oyed as a result of a disaster in a disaster-stricken area in which a state of emergency has been proclaimed by the Governor. The 2025 Late December Storms caused significant damage to land, structures, and critical infrastructure in Shasta County , and t he California Governor signed a State of Emergency Proclamation for the 2025 Late December Storms on December 24, 2025.

CITY OF REDDING
REPORT TO THE CITY COUNCIL
Recommendation
Adopt Resolution to confirm and ratify the Proclamation of the Director of Emergency Services declaring a local emergency.
Fiscal Impact
Adoption of the resolution could have a positive fiscal impact of an indeterminate amount as it will facilitate the recovery of the community and the receipt of emergency aid from state, and possibly federal, authorities if it becomes available.
Alternative Action
The City Council (Council) could choose not to adopt t he resolution or provide alternate direction. Failure to adopt the resolution will result in a legal finding that the local emergency has ceased and will likely negatively impact the receipt of aid from state and/or federal authorities, and the City of Redding’s (City) ability to immediately repair or replace damaged infrastructure.
Background/Analysis
On December 21 , 2025, a storm event arrived in the City of Redding , ultimately causing conditions beyond the immediate control of local resources, services , personnel, equipment, and facilities. These winter storms have brought heavy rain to all areas of Shasta County resulting in localized flooding, water rescues, and damage to roadways, storm water systems, and other infrastructure. The current forecast ca lls for continued storms and rainfall which could further exacerbate flooding and increase the difficulty of recovery efforts.

Re: 2.1--Adopt Resolution to Confirm and Ratify the Proclamation Declaring a Local Emergency Page 2
Due to these events and weather conditions, a local emergency was proclaimed on December 22, 2025, and it is recommended that the Council ratify this proclamation and continue the declaration until such time that the threat of these storms has subsided, there is no longer an elevated risk to life and property, and the emergency restoration of facilities has been completed.
The local emergency was declared by the City Manager serving in her capacity as Director of Emergency Services under Redding Municipal Code (RMC) section 9.12.030. The Proclamation of the Director of Emergency Services is attached.
Pursuant to Government Code section 8630, the Proclamation is valid for seven days. As such, if the Council does not act to adopt a resolution which confirms and ratifies the existence of a local emergency, the declaration of local emergency made under the Proclamation will lapse. A declaration of local emergency provides several benefits in time of emergency. Under Government Code section 8634, it permits a local agency to immediately promulgate orders and regulations necessary to protect the public health and safety. It further per mits the State and local agencies to provide mutual aid to the City and makes the costs of such aid incurred by other agencies chargeable to the State. Lastly, the declaration of local emergency facilitates payment to the City by the State under the Disaster Assistance Act (Gov. Code section 8680 et seq.).
The resolution contains all the needed findings to continue the declaration of local emergency under the California Emergency Services Act (Government Code section 8550 et seq.). In the absence of action under Public Contract Code, the Council could declare an emergency under the California Emergency Service Act by a simple majority vote.

CITY OF REDDING
REPORT TO THE CITY COUNCIL
Recommendation
Authorize and approve the following for the City of Redding Water Utility:
(1) Accept payment from the Aqueous Film -Forming Foam Products Liability Litigation Class Action Settlement for Public Water Systems; and
(2) Find that payment acceptance is e xempt from environmental review under the California Environmental Quality Act, pursuant to section 15061(b)(3) – Common Sense Exemption.
Fiscal Impact
The City of Redding (City) would receive funds in the amount of $2,448,181.78 paid out over a term of several years through 2033 as part of the Phase 1 settlement litigation . Exact timing of funds is unknown at this time. There is no impact to the general fund.
Alternative Action
The City Council (Council) may choose not to accept the settlement funds and provide alternative direction to staff.
Background/Analysis
Over the last several years, Public Water Systems have pursued litigation against the manufacturers of Aqueous Film Forming Foam (AFFF) products, including 3M, DuPont, Tyco, and BASF. AFFF contains per - and polyfluoroalkyl substances (PFAS). These “forever chemicals” pose environmental and health risks due to their chemical stability, widespread use, and bio accumulative properties . PFAS enter the environment through industrial processes, consumer products, and firefighting foams (particularly at airports), resulting in contamination of rivers, groundwater, and drinking water.

Report to Redding City Council July 31, 2026
Re: 4.11(b)--AFFF Products Liability Litigation Settlement Page 2
The manufacturers named in the litigation are alleged to have misrepresented the risks associated with AFFF products containing PFAS. Their use has contributed to increased PFAS contamination in Public Water Systems’ drinking water, creating harmful impacts for state and local jurisdictions. The resulting multi -district litigation (MDL No. 2873) is overseen by the United States District Court for the District of South Carolina, with Judge Richard M. Gergel presiding. The current settlement agreements are class -action settlements intended to resolve claims related to PFAS contamination in Public Water Systems’ drinking wa ter. All four settlement agreements have received final approval from the court.
These settlements are now being implemented on a nationwide basis. Several billion dollars have been offered and will be distributed among eligible Public Water Systems acros s the country.
Two separate settlement agreements make up the overall resolution: one with 3M and DuPont, and another with Tyco and BASF. Although the agreements differ in total settlement amounts and the time periods they cover, they are otherwise similar . All documents and information related to this MDL are available for public review at https://www.pfaswatersettlement.com/.
The City of Redding Water Utility began testing for PFAS in its drinking water in 2013 as part of the Environmental Protection Agency’s (EPA) Unregulated Contaminant Monitoring Rule testing requirements. The UCMR testing satisfied the AFFF litigation testing and data requirements, therefore no additional testing or costs were incu rred for the City to be included in the litigation. Three of the City’s Enterprise Wells have tested positive for PFAS historically.
The City entered into the class action lawsuit in 2023 , providing years of water testing data . The amount of the settlement payout depends on the amount and cost of PFAS sampling and testing, contamination levels, and treatment and/or remediation which is calculated by the AFFF settlement claims administrator . The amount scheduled to be awarded to the City of Redding from each defendant for Phase 1 is listed below:
• 3M $ 1,961,945.61;
• Dupont $ 203,264.64;
• Tyco $ 199,848.64; and
• BASF $ 83,122.89.
The payouts will be paid in phased disbursements through 2033. Phase 2 of the settlement litigation will be forthcoming and additional funds may be paid.
These funds have yet to be identified for any specific allocation. It is anticipated that the funds will be used for future Water Utility capital projects associated with groundwater and or PFAS removal/mitigation.
By acc epting these funds, it will release any future liability and or litigation against the four companies from the Water Utility. However, other City Departments and or Divisions that may have been impacted by PFAS contamination could still be eligible for fut ure litigation and or settlements. These include, but may not be limited to, the Airports, Wastewater Utility, and Solid Waste Divisions.

Environmental Review
Staff has reviewed the activity and determined that it is exempt from environmental review under the California Environmental Quality Act (CEQA), pursuant to section 15061(b)(3) – Common Sense Exemption. CEQA applies only to actions which have the potential for causing a significant effect on the environment. It can be seen with certainty that there is no possibility that the actions may have a significant effect on the environment; therefore, the activity is not subject to CEQA.

CITY OF REDDING
REPORT TO THE CITY COUNCIL
Recommendation
Authorize and approve the following actions relative to Request for Proposals Schedule No. 5708, Construction Management and Inspection Services for the City of Redding Cape Seal 2026 Project:
(1) Award to Mark Thomas & Company, Inc.;
(2) Authorize the Mayor to execute a Consulting and Professional Services Contract for a not-to-exceed fee of $420,000 with Mark Thomas & Company, Inc., to provid e Construction Management and Inspection Services; and
(3) Authorize the City Manager, or designee, to approve contract amendments not -to-exceed $50,000.
Fiscal Impact
On May 19, 2026, the City Council (Council) adopted a proposed project list which indicate d the City of Redding (City) will utilize Fiscal Year (FY) 2026 -27 Road Maintenance and Rehabilitation Account (RMRA) revenues funded by Senate Bill 1, the Road Repair and Accountability Act of 2017, to pay for Cape Seal 2026 pre-construction and construct ion activities.
Existing funding for Cape Seal 2026 , one of the City’s primary annual pavement preservation projects, comes from prior year RMRA revenues received by the City of Redding’s (City) Streets Division, deposited into the City’s Special Gas Tax fund, and reported on in the Annual State Controller’s Streets Expenditure Report. This remaining, unexpended, prior-year funding for pre- construction is expected to have been carried forward to the construction phase in this fiscal year, pending approval of administrative carryover requests pursuant to council policy 409.
There is no General Fund impact to accepting the recommendation.

Re: 4.11(c)--Award RFP No. 5708 Cape Seal 2026 for Construction Mgmt Services Page 2
Alternative Action
The Council may choose not to award this contract, in which case, staff would be required to manage construction management and inspection. This would require either consultant services to be solicited for other capital work or a reduction in the City’s Capital Program delivery.
Background/Analysis
The project includes applying a polymer modified rubber chip seal followed by micro -surfacing on approximately 168,300 square yards of existing streets, removing and applying traffic stripe and markings, and all other work shown on the plans, as required by the specifications, and as directed by the Engineer. Construction activities are anticipated to commence in mid to late August and given the current volume of capital projects currently and anticipated to be active this construction season, consultant services for contract administrat ion of this project are needed.
CONSULTANT SELECTION PROCESS
In June 2026, a formal Request for Proposals (No. 5 708), outlining the specific scope of work, was advertised. Proposals were required to include a scope of work and proposed fee. Proposals and fee schedules were received on June 30, 202 6, from t hree firms. A review and selection panel were formed with members from the Public Works Department. Based upon proposal review and experience, the panel ranked the firms as follows:
FIRM RANK
Mark Thomas & Company, Inc.
GHD
Albat
1 2
3 Proposals were evaluated based on their understanding of the scope of work, ability to meet the proposed schedule and maintain the project budget, experience and qualifications of the proposed staff, ability to work w ith City staff, project approach, familiarity with state and City procedures, and geographic location of the team. Applying the criteria to the proposals, the selection panel determined that Mark Thomas & Company, Inc., was the best qualified firm to provide the required services for this project.
Following the evaluation and ranking, Mark Thomas & Company, Inc., proposed fees were opened, evaluated, and negotiated to include reasonable costs based on the scope of services as well as previous similar projects cost comparisons.
The consultant fee is estimated and the contract will be for actual work performed. However, staff recommends the approval of an additional $50,000 in contingency reserve. Contingency funds may be necessary due to unforeseen projec t issues. If this reserve needs to be utilized, a contract amendment would be negotiated with the consultant and the contract would be modified with approval of the City Manager. A professional services agreement with Mark Thomas & Company, Inc. has been approved as to form by the City Attorney’s office and is attached.

Re: 4.11(c)--Award RFP No. 5708 Cape Seal 2026 for Construction Mgmt Services Page 3
On July 21, 2026, Council awarded the construction contract to American Pavement Systems, Inc. and authorized $ 480,000 for contract administration and inspection. Staff believes this amount is sufficient to fully fund this consultant contract and City staff time to manage the project.
Environmental Review
This activity is not a project as defined by the C alifornia Environmental Quality Act (CEQA).
On July 21, 2026, the Council determined that the Cape Seal 2026 Project is categorically exempt from review under the CEQA Guidelines, pursuant to Section 15301 (c), and no further action is required.

CITY OF REDDING
REPORT TO THE CITY COUNCIL
Recommendation
Authorize and approve the following relative to the purchase of a Hydro -Cleaner for the Public Works Wastewater Collection Division:
(1) Authorize the purchase of a 2027 Kenworth T480 cab and chassis using Sourcewell contract pricing from Pape Kenw orth, equipped with a Sewer Equipment of America 1” Hydro-Cleaner using Sourcewell contract pricing from UROCK Utility Equipment Inc., with a net delivered cost of $403,483.49, including all applicable taxes and fees; and (2) Authorize the City Manager, or des ignee, to approve future pricing adjustments, terms, and policy changes as needed up to an additional $15,000.00 for the purchase of the truck mounted hydro cleaner vehicle.
Fiscal Impact
Sufficient funds are available in the Wastewater Utility rolling stock account for the proposed purchase of the truck mounted 1” Hydro -Cleaner totaling $403,483.49. This is a planned and budgeted rolling stock replacement.
Alternative Action
The City Council may choose not to authorize the purchase , which will lead to continuing to operate the existing unit at a higher maintenance cost and reduced reliability, or offer alternative direction to staff.
Background/Analysis
City Wastewater Collection staff maintains approximately 435 miles of sanitary sewer pipes. The nature of the maintenance includes the continual cleaning of sewer pipes to help prevent blockages and subsequent Sanitary Sewer Overflows (SSOs). The Wastewater utility currently operates a 2015 Pipe Hunter 1” Hydro -Cleaner Mounted on a 2016 Freightliner Cab & Chassis which is scheduled for replacement due to age and serviceability.

Re: 4.11(d)--Purchase of Replacement Hydro-Cleaner for Wastewater Collections Page 2
This unit was purchased for $225,089 in 2015 and since then has accumulated 10,141 hours of operation or 354,935 miles , when converted to miles with a standard conversion ra te of 1 hour equaling 35 miles. Additionally, $140,000 in maintenance and repair expenses have been spent on this unit . Fleet has assigned this vehicle the highest priority of replacement with an assessment score of 15/15.
This unit is used for safe maint enance of all diameters of sewer pipes and is the most critical equipment used in emergency response efforts. Most sewer main blockages can be relieved safely and efficiently with this unit which assists in the reduction of SSO’s.
The replacement equipment is manufactured by Sewer Equipment of America and is distributed by UROCK Utility Equipment Inc. under a Sourcewell competitive bid contract, as the sole source vendor for the western United States. The Kenworth cab and chassis will also be purchased under a Sourcewell competitive bid contract through Pape Kenworth in Anderson, California, with UROCK Utility Equipment Inc. installing the 1” Hydro -Cleaner body on the Kenworth chassis.
The purchase of the replacement piece of equipment will be procure d by previously competitively bid Sourcewell cooperative contracts. In addition to being an industry standard, yielding significant cost savings via reduced equipment prices, utilization of the Sourcewell contracts also saves a significant amount of staff time by avoiding single solicitations for equipment and vehicle replacement. The City also receives significant price discounts due to the economies of scale realized through the volume purchases on a multi -agency cooperative contracts.
Environmental Review
This action, the purchase of equipment, is not a project as defined by the California Environmental Quality Act. No further action is required

Re: 4.11(e)--Land Lease Agreement - Cox and Cox Construction Page 2
Background/Analysis

This project was awarded to Cox & Cox on April 7, 2026 per Bid Schedule No. 5675 . The lease shall be for a period of fourteen months commencing on July 1, 2026 and ending on August 31, 202 7. During this time, Cox & Cox will have the right to use the se areas for material/equipment laydown and staging purposes.

RE: DESIGNATION OF VOTING DELEGATES AND ALTERNATES
League of California Cities Annual Conference and Expo, Sept. 23-25, 2026 Anaheim Convention Center
Every year, the League of California Cities convenes a member-driven General Assembly at the Cal Cities Annual Conference and Expo. The General Assembly is an important opportunity where city officials can directly participate in the development of Cal Cities policy.
Taking place on Friday, Sept. 25, 2026 the General Assembly is comprised of voting delegates appointed by each member city; every city has one voting delegate. Your appointed voting delegate plays an important role during the General Assembly by representing your city and voting on resolutions.
To cast a vote during the General Assembly, your city must designate a voting delegate and up to two alternate voting delegates, one of whom may vote if the designated voting delegate is unable to serve in that capacity. Voting delegates may either be an elected or appointed official.
Action by Council Required. Consistent with Cal Cities bylaws, a city’s voting delegate and up to two alternates must be designated by the city council. Please note that designating the voting delegate and alternates must be done by city council action and cannot be accomplished by individual action of the mayor or city manager alone.
Following council action, please submit your city’s delegates through the online submission portal by Tuesday, Sept. 1, 2026. When completing the Voting Delegate submission form, you will be asked to attest that council action was taken. You will need to be signed in to your My Cal Cities account when submitting the form.
Submitting your voting delegate form by the deadline will allow us time to establish voting delegate/alternate records prior to the conference and provide pre-conference communications with voting delegates.
Conference Registration Required. The voting delegate and alternates must be registered to attend the conference. They need not register for the entire conference; they may register for Friday only. Conference registration opens June 2.
For a city to cast a vote, one voter must be present at the General Assembly and in possession of the voting delegate card and voting tool. Voting delegates and Council Action Advised by September 1, 2026
Packet Pg. 110

alternates need to pick up their conference badges before signing in and picking up the voting delegate card at the voting delegate desk. This will enable them to receive the special sticker on their name badges that will admit the voting delegate into the voting area during the General Assembly.
Please view Cal Cities’ event and meeting policy in advance of the conference.
Transferring Voting Card to Non-Designated Individuals Not Allowed. The voting delegate card may be transferred freely between the voting delegate and alternates, but only between the voting delegate and alternates. If the voting delegate and alternates find themselves unable to attend the General Assembly, they may not transfer the voting card to another city official.
Seating Protocol during General Assembly. At the General Assembly, individuals with a voting card will sit in a designated area. Admission to the voting area will be limited to the individual in possession of the voting card and with a special sticker on their name badge identifying them as a voting delegate.
The voting delegate desk, located in the conference registration area of the Long Beach Convention Center in Long Beach, will be open at the following times: Wednesday, Sept. 23, 8:00 a.m.-6:00 p.m. and Thursday, Sept. 24, 7:30 a.m.-4:00 p.m. On Friday, Sept. 25, the voting delegate desk will be open at the General Assembly, starting at 7:30 a.m., but will be closed during roll calls and voting.
The voting procedures that will be used at the conference are attached to this memo.
Please share these procedures and this memo with your council and especially with the individuals that your council designates as your city’s voting delegate and alternates.
Once again, thank you for submitting your voting delegate and alternates by Tuesday, Sept. 1. If you have questions, please contact Zach Seals at [email protected].

General Assembly Voting Guidelines
1. One City One Vote. Each member city has a right to cast one vote on matters pertaining to Cal Cities policy.
2. Designating a City Voting Representative. Prior to the Cal Cities Annual Conference and Expo, each city council may designate a voting delegate and up to two alternates; these individuals are identified on the voting delegate form provided to the Cal Cities Credentials Committee.
3. Registering with the Credentials Committee. The voting delegate, or alternates, may pick up the city's voting card at the voting delegate desk in the conference registration area. Voting delegates and alternates must sign in at the voting delegate desk. Here they will receive a special sticker on their name badge and thus be admitted to the voting area at the General Assembly.
4. Signing Initiated Resolution Petitions. Only those individuals who are voting delegates (or alternates), and who have picked up their city’s voting card by providing a signature to the credentials committee at the voting delegate desk, may sign petitions to initiate a resolution.
5. Voting. To cast the city's vote, a city official must have in their possession the city's voting card and voting tool; and be registered with the credentials committee. The voting card may be transferred freely between the voting delegate and alternates but may not be transferred to another city official who is neither a voting delegate nor alternate.
6. Voting Area at General Assembly. At the General Assembly, individuals with a voting card will sit in a designated area. Admission to the voting area will be limited to the individual in possession of the voting card and with a special sticker on their name badge identifying them as a voting delegate.
7. Resolving Disputes. In case of dispute, the credentials committee will determine the validity of signatures on petitioned resolutions and the right of a city official to vote at the General Assembly.

General Resolutions Policy Committees
Developing League of California Cities policy is a dynamic process that engages a wide range of members to ensure Cal Cities represents cities with one voice. These policies directly guide Cal Cities’ advocacy to promote local decision-making, and lobby against statewide policies that erode local control.
The resolutions process and General Assembly is one way that city officials can directly participate in the development of Cal Cities policy. If a resolution is approved at the General Assembly, it becomes official Cal Cities policy. Here’s how resolutions and the General Assembly work.
The petitioned

REPORT TO THE CITY COUNCIL
Recommendation
Authorize and approve the following:
(1) Adopt Resolution approving and adopting the 23 rd Amendment to City Budget Resolution No. 2025 -049 appropriating $35,550 for Fiscal Year 2026 -27 to support the Ironman 70.3 event;
(2) Authorize Redding Electric Utility to sponsor the Ironman 70.3 event in the amount of $15,000 annually for 2026, 2027, and 2028 to fund services provided by the City in support of the event;
(3) Authorize the donation of five drop boxes from the City of Redding S olid Waste Division, consisting of three 40 -yard and two 30 -yard drop boxes, valued at approximately $2,600, for use at the Ironman 70.3 event in August 2026, 2027, and 2028; and
(4) Find that the donation supersedes the City's current Council Policy number 214 limiting community event donations to one 30 -yard drop box, given the scale and community benefit of the Ironman 70.3 event.
Fiscal Impact
The fiscal impact to the City of Redding (City) for providing services for the Ironman 70.3 event per the Memorandum of Understanding (MOU) with Redding Tourism Marketing Group, Inc. (Choose Redding) is $50,550 per year for Fiscal Years (FY) 2027, 2028, and 2029. Further breakdown of cost expenses is broken down below.

Police $16,000 $16,000 $16,000

Re: 9.1(a)--Adopt budget resolution for IronMan70.3 event Page 2
Redding Electric Utility (REU) budgets $100,00 0 a year for community sponsorships . Due to the need to monitor current budget conditions, REU has not yet allocated sponsorship funds for FY 27. However, REU is able t o support this event with a $15,000. This sponsorship aligns with previous community events REU has sponsored.
The costs for Redding Police and Redding Fire represent additional staffing for the event. The shuttle service will transport race participants from the Civic Center to Whiskeytown Lake for the first leg of the race. RABA is unable to provide this service, thus an o utside transportation vendor will be used. Additional costs include sending notifications to potentially impacted City residents, and contingency costs for unforeseen circumstances.
The City anticipates increases in Transient Occupancy Tax (TOT) and sales tax. Choose Redding estimates that the City will experience an increase of TOT in the amount $152,000 or more for race week. The total TOT return for the week of the Ironman 70.3 race is expected to be in the range of $345,000.
Although the event is ex pected to generate revenues that will benefit the General Fund, the budget resolution proposes the use of General Fund reserves as the funding source. This reflects a conservative budgeting approach, planning for reserve usage while recognizing that revenu es may ultimately increase.
As previously discussed by the Council, current reserve levels are forecasted to finish below the thresholds established in Council Policy 412.
Alternative Action
The City Council (Council) could choose not to adopt the budg et resolution or direct staff to use another source of funding.
Background/Analysis
On February 17, 2026, staff prese nted an MOU with Choose Redding outlining the cooperating framework to support the Ironman 70.3 branded endurance triathlon and presente d a budget resolution for $53,000 to support the Ironman event.
The Council approved the MOU with Choose Redding; however, the budget resolution was not adopted. The Council directed staff to return with alternative funding sources.
Since the time of tha t meeting until now, staff has been able to work directly with Ironman and other City departments to better define the scope of services and costs required from the City .
The bike and run course s have been finalized and no additional funds are required for course improvements. Public Works and Community Services were able to absorb the cost in to their existing budgets.
The MOU with Choose Redding divides the services required from the World Triathlon Corporation to successfully host Ironman events. The Cit y still needs additional funds for transportation services, command post coordination and public safety, and mailing notifications.

Additionally, the City of Redding Solid Waste Division has the ability to absorb the donation of five drop boxes, three 40-yard and two 30 -yard, valued at approximately $2, 600 for use at the event. The City’s current policy limits community event donations to one 30 -yard drop box.
Given the scale and community benefit of the Ironman event staff is requesting the Council approve an exception to that policy.
Environmental Review
This is not a project as defined under the California Environmental Quality Act, and no further action is required.

While the sales tax may increase, it will be a very slight increase. The e vent operator, World Triathlon Corporation (WTC) operates a n Ironman 70.3 sales tent solely for race gear and merchandise, and it is common to sell $1,000,000 worth of merchandise during race weekend.
Estimated sales tax revenue solely from the Ironman 70.3 sales tent is estimated to be $10,000.
Although the event is expected to generate revenues that will benefit the General Fund, the budget resolution proposes the use of General Fund reserves as the funding source. This reflects a conservative budgeting a pproach, planning for reserve usage while recognizing that revenues may ultimately increase.
As previously discussed by Council, current reserve levels are forecasted to finish below the thresholds established in Council Policy 412.
Alternative Action
The City Council (Council) could choose not to authorize the MOU and provide staff with alternate direction.
Background/Analysis
On January 20, 2026, the MOU together with a Budget Resolution was presented to the Council for action. Th e costs proposed at the meeting were all general fund expenses and the direction was to bring back the item on February 17, 2026 for consideration.
Following the meeting, staff worked with both Public Works and Community Services to locate availability of other funding sources for road and trail maintenance. Public Work s informed staff that the bicycle portion of the race has n ot been finalized. Public Works staff recommends waiting for Ironman 70.3 to determine the bike course and reevaluating at that time to determine the costs needed for potential road mainte nance. Public Works will return to Council if necessary.
In order for Community Services Department to take on the trail maintenance required by Ironman in their current budget , other planned and budgeted services will not be funded. These items include rehabilitating portions of Hilltop Drive median and Carnegie Park, replacement of park signage to improve enforceability, replace ment and addition of bollards and fencing for security, and improvements/repairs to public restrooms , including those in the vicinity of the event.
As previously mentioned the MOU divides the services required from the WTC to successfully run the Ironman 70.3 event. The City will be taking on roles such as expediting City approvals and per mits; command post coordination; sending notifications to impacted City residents; coordination of shuttle services; and waste management services.
