To help ensure a smooth and orderly meeting experience, remote participants are asked to follow these guidelines:
• Call in on time and remain connected until your item is reached. • Use the same phone number you registered with, so you appear in the speaker queue. • Keep background noise to a minimum while listening to the meeting. • When your line is unmuted, begin speaking promptly.
• State your name clearly for the record.
• Avoid speaking over other participants; wait until you are called on. • If disconnected, reconnect as quickly as possible using the same number and Meeting Code.
The City Clerk’s Office will facilitate public comments to ensure equal opportunity for participation while maintaining the orderly conduct of the meeting.
If Remote Access Service Disruption Impedes Remote Participation If remote access service is disrupted during a public open meeting which hinders remote participation then the City Clerk shall make good faith efforts to restore the remote access services which may include:
(1) troubleshooting platform or teleconferencing software; (2) resetting or replacing audio and/or audiovisual equipment; (3) attempting alternative connection methods; (4) contacting necessary staff support or service providers; and/or (5) switching to back-up equipment or platforms, if available. The City Clerk shall make a record and enter into the meeting minutes the disruption and restoration efforts undertaken.
If following recess of the meeting, the remote access service has not been restored within one (1) hour, then the City Council may reconvene the meeting provided that it adopts, by rollcall vote, a finding that it made good faith efforts to restore the Remote Access Services and that the public interest in continuing the meeting outweighs the public interest in remote participation.
Public Comment Timing
• The City Council will allocate up to three minutes per speaker for each agenda item. • The Mayor determines the speaking order for non-agendized public comment.
