DATE: 04/02/2024
TO: Honorable Mayor and City Council Members
SUBJECT: Consideration of Resolution No. 8753, naming the park in Tract No. 20336 in honor of Jerry Coyazo, naming the baseball field within the park in honor of Joe Gonzales, and the placement of a commemorative plaque in honor of Patrick J. Meyer on the flag pole at the park (Facilities and Community Services Department Director Crocker)
MOTION(S):
If the City Council determines that staff’s recommendation is appropriate, the following motions are provided:
I move to adopt Resolution No. 8573, naming the park in Tract No. 20336 in honor of Jerry Coyazo, naming the baseball field at the park in honor of Joe Gonzales, and placing a commemorative plaque in honor of Patrick J.
Meyer on the flag pole at the park.
1. RECOMMENDATION:
COMMISSION RECOMMENDATION
At their December 14, 2023 meeting, the Parks and Recreation Advisory Commission recommended City Council approve the naming of the park in Tract No. 20336 in honor of Jerry Coyazo, naming the baseball field at the park in honor of Joe Gonzales, and the installation of a memorial plaque for Patrick J.
Meyer at the base of the park's flagpole.
STAFF RECOMMENDATION
Staff recommends City Council adopt Resolution No. 8573, naming the park in Tract No. 20336 in honor of Jerry Coyazo, naming the baseball field at the park in honor of Joe Gonzales, and the placement of a commemorative plaque in honor of Patrick J. Meyer on the flag pole at the park.
DISCUSSION:
Resolution No. 7711 includes procedures for the naming of city parks, buildings, streets, and other public facilities. In accordance with this resolution, names for the park and other facilities within the new city sports park being developed as part of Tract 20336 are being recommended for dedication by City Council.
As part of the development of Tract 20336, now known as the Live Oak neighborhood, MLC Holdings LLC will build and dedicate to the City of Redlands an 11.8-acre public park with 7 sports fields, parking, public restroom facilities, picnic, and passive open space areas. The Master Landscape Plan incorporates the following features in the park:
One baseball/softball field with bleachers and dugouts
Six soccer fields
Sports field lighting
1,400 Square foot restroom
72-parking stalls within an onsite parking lot
Multi-use trails with future connection to the Santa Ana River Trail One fitness challenge course
Two water quality basins
Basketball Court (located east of the public park)
The developer requested that the City name the park, and subsequently, the Parks and Recreation Advisory Commission (PRC) was asked to lead the naming effort in accordance with the park naming resolution. The PRC formed an Ad Hoc Subcommittee to strategize and develop a name for the park. The determination was made to ask the public for suggestions, and a call for names was put out to the community.
Over 150 park name suggestions were received from the public. The suggestions were provided to the Ad Hoc Sub Committee of the Parks and Recreation Advisory Commission for preliminary review. The Sub Committee narrowed the list down to 6 potential names for review by the full PRC. The attached staff report from the December 14, 2023 PRC meeting includes the community recommendations considered by the commission.
On December 14, 2023, the Parks and Recreation Advisory Commission reviewed and discussed the list provided by the Sub Committee and voted unanimously to recommend the following to City Council.
Name the park "Coyazo Park" in honor of Jerry Coyazo.
Name the baseball field "Joe Gonzales Field" in honor of Joe Gonzales.
Place a commemorative plaque in honor of Patrick J. Meyer on the flag pole at the park.
In accordance with Resolution No. 7711, the Parks and Recreation Advisory Commission (PRC) has the appropriate jurisdiction to review and recommend naming of public parks facilities. The PRC determined that the individuals being honored met the criteria of providing a significant contribution to the Redlands community.
ALTERNATIVES:
City Council may choose to deny the naming of these public facilities and provide alternate direction to staff.

EXHIBIT “A”
1. The Coyazo Family: The Coyazo Family has been a part of the City of Redlands since 1911.
The family has contributed to the community in various capacities throughout the years. In 1941, Samuel Coyazo helped build St. Mary’s Catholic Church which is located on Columbia Street. He was also a well-known and respected Foreman in the 30’s for the orange groves packing industry in Redlands. Sgt Cruz Coyazo, Samuel’s, brother, was a WWII Tail Gunner.
He was shot down in 1945 and was lost to the family for many years. He’s a Purple Heart recipient for his service to his country. In 2021, he was honored by Redlands and given an honorary memorial site at the Hillside Memorial Park. In the 70’s, his nephew Michael Coyazo was selected and designed the Veterans Memorial Wall at the Jennie Davis Park in Redlands.
Another nephew, Jerome Coyazo, Sr., coached for Redlands Baseball for Youth (RBY) for 47 years and mentored many boys and girls who still call him Coach Jerry. This year he was the recipient of the Cesar Chavez Day proclamation for his contribution as a Redlands citrus worker. The list of family contributions to the community are endless. The Coyazo family has been proud to be part of this community and the beautiful City of Redlands.
2. Joe Gonzales: Joe Raigoza Gonzales was born November 2, 1929 and passed away November 7, 2018 in Redlands. He was second generation Redlands native. He was raised in North Side Redlands. He went to Lincoln Elementary, Redlands Junior High, and Redlands High School.
He was employed at Mittens manufacturing plastic lettering. He was employed at Norton Air Force Base until he retired in 1988. He was married to Irene Gloria Sevilla in 1949 and had three daughters. Joe was interested in helping the Latino youth being productive adults. He became a member of the Menudo Group, a community activism group intent on improving facilities for the children of North Side Redlands. He led the efforts for building the Community Center. He had good Police relations with the North Side. He was a member of the Parks and Recreation Committee, a member of the Menudo Group, North Side Impact Committee, North Redlands Visioning Committee. He ran the snack bar at the ball fields, and was a strong advocate for free or low cost sports fees to the children who could not afford it.
He was also involved in giving out bicycles to children who could not afford them. Joe was an individual dedicated to helping the less fortunate children of Redlands. He loved the City of Redlands where he was born.
3. Patrick J. Meyer: Patrick J. Meyer (“Pat”) has passionately dedicated over four decades to enhancing the City; notably as a City Planner. Remarkably, it was his foresight that conceived the Sports Park, ensuring that it seamlessly melded with the community's vision. Through his guidance, Pat emphasized how vital such a park would be - not just for our new homeowners, but as a testament to the city he deeply cherishes. But this park is more than just fields and goals. Mr. Meyer envisaged it as a scenic introduction to Redlands for those journeying south on Interstate 210. Beyond its aesthetic appeal, this park also stands as a potential revenue 5 I:\cmo\Resolutions\8573 Commemoratively Naming Park, Field, Flagpole in Tract No. 20336.docx-ms stream for the City via field rentals. Moreover, Mr. Meyer's commitment to Redlands is further exemplified in his effort to conserve England Grove on West Palm Avenue. When its future was jeopardized, Pat played a pivotal role in brokering a settlement with the Friends of Redlands. Due to his initiative, Meritage Homes acquired the property, ensuring its preservation as a cherished historic landmark. These instances merely scratch the surface of Pat's illustrious career. His consistent advocacy for community-driven projects and his knack for cultivating lasting relationships have been instrumental in solidifying Redlands' reputation as the esteemed "Jewel of the Inland Empire".

• In honor of the Native Americans who inhabited the area
ii. Andrea Nieman
• The Serrano people were Redlands' first known residents and endured a harsh living following the arrival of Redlands next known settlers. In 1819, Serrano were relocated to estancia throughout southern California, such as the Asistencia. The Serrano built Mill Creek Zanja here, an irrigation system which provided water for most of the region. There are currently no monuments in Redlands honoring the Serrano people exclusively, and a park with a plaque commemorating their story and existence in the region would be a great addition to the community as it would be a fitting and deserved memorial to the ancestors and current descendants of the Serrano people.

• Meritage Homes humbly proposes that the Parks Commission and City Council consider naming our new Sports Park the "Patrick J. Meyer Sports Park" in recognition of Mr. Pat Meyer's unparalleled contributions to the City of Redlands. Mr. Meyer has passionate ly dedicated over four decades to enhancing the City notably as a City Planner. Mr. Meyer envisaged it as a scenic introduction to Redlands for those journeying south on Interst ate 210. Beyond its aesthetic appeal, this park also stands as a potential revenue stream for the City via field rentals.
His consistent advocacy for community-driven projects and his knack for cultivating lasting relationships have been instrumental in solidifying Redlands' reputation as the esteemed "Jewel of the Inland Empir e". Naming this park after him would not only celebrate his pivotal role in its inception but also commemorate his myriad contributions to our beloved City of Redlands.
