• For clarification, although Attachment 1 to the Administrative Report purportedly "...details Contracted Class offerings", that is not factually accurate for the sailing program, which is conducted by city employees. • In addition, the attachment misleadingly solicits funds in the name of the Redondo Beach Sailing Club, Inc. The City, in an abrupt policy switch, severed its 47 year affiliation with that nonprofit organization in July 2020, and formed its own "club".
• The June 22, 2021 budget resolution directed staff to return to Council to discuss the Sailing Program BRR.
That will hopefully occur soon, to address multiple policy issues including the admitted lack of compliance with a Coastal Commission agreement.
• If the City has established any other "clubs" related to Contracted Class offerings, that would be appropriate for discussion tonight.

Librarians also have to deal with people flouting the mask rules. I was at the NRB branch when a man used a computer for an hour without wearing a mask. When I pointed it out, the librarians told him that he had to put on a mask or leave. He got very argumentative. This is really stressful for other patrons and staff. This is really dangerous given the high transmissivity of Omicron and the high community prevalence. Can we ban people who consistently enter the library without a mask from the library? The police stations are close to the libraries. Can the police come remove these people instead of making the librarians do it? Do the librarians have panic buttons?

Keep in mind that dogs are not allowed in Veteran's Park. Whatever gets approved for the use of the Veteran's Park Library, the City will need to ensure that the are is maintained to an optimum degree, and ENFORCES the no dogs in this park law.
