TITLE

DISCUSSION AND POSSIBLE ACTION REGARDING THE APPOINTMENT OF AN ALTERNATE

MEMBER TO THE CLEAN POWER ALLIANCE BOARD OF DIRECTORS

EXECUTIVE SUMMARY
One of the City’s two alternate positions on the Clean Power Alliance’s Board of Directors is now vacant. The Council has requested an agenda item to discuss appointing a replacement.

BACKGROUND
On December 19, 2017, the City Council voted to join the community choice aggregation (CCA) program being developed by Los Angeles County, which was later named the Clean Power Alliance.

CCA programs allow local government agencies to form entities to purchase and sell energy to customers within their jurisdictions as an alternative to traditional investor-owned utilities. The Clean Power Alliance began providing energy to customers in February 2019.

Clean Power Alliance bylaws allow member agencies to appoint one member and two alternates to serve on the organization’s Board of Directors. The Board of Directors meetings are currently scheduled at 2:00 PM on the first Thursday of every month.

Since the City joined the organization, Councilmember Horvath has served as the City’s Board representative, former Councilmember John Gran as the first alternate, and Public Works Director Semaan as the second alternate. Former Councilmember Gran’s position as the first alternate is now vacant. The Council has requested an agenda item to discuss appointing a new alternate board member.

COORDINATION
This item was coordinated by the Public Works Department.
