TITLE
DISCUSSION AND POSSIBLE ACTION REGARDING SENDING A LETTER OF OPPOSITION TO RULEMAKING 20-08-020 - NET ENERGY METERING REVISITED
EXECUTIVE SUMMARY
The South Bay Cities Council of Governments (SBCCOG) has requested an agenda item to consider opposing Rulemaking 20-08-020, Net Energy Metering Revisited. The legislation seeks to reduce the incentives provided to owners of solar panels that provide energy into the State’s power grid.
BACKGROUND
The SBCCOG recently requested an agenda item to consider sending a letter opposing Rulemaking 20-08-020. This legislation, which will next be reviewed by the California Public Utilities Commission on January 27, 2022, would impact the incentives received by owners of solar panel systems for providing energy into Southern California Edison’s power grid. Under current “Net Metering” laws, incentives are paid to solar panel owners at full retail rates. The legislation proposes to reduce these incentives to below retail rates. Supporters of the legislation believe Net Metering does not result in an equitable distribution of solar benefits and that Rulemaking 20-08-020 is needed to more appropriately fulfill the State’s clean energy goals. Opponents believe the legislation will eliminate one of the State’s most pragmatic and successful green energy programs.
Attached as background are a copy of Rulemaking 20-08-020, a fact sheet provided by the CPUC and a letter of opposition from the South Bay Cities Council of Governments.
