Hello Mayor Brand and Redondo Beach City Council and Staff - thanks for your hard work on keeping the City of Redondo Beach safe. There was some notice on tsunami like activity and there was some damage in Santa Cruz due to such activity. While the severity of this weekends storms, it's a little disconcerting to get a note from Everbridge of activity 6 minutes after the peak of activity is realized on my cel phone. It might be a good idea for Redondo Beach television to promote shakealert and other apps to keep residents aware of such earthquakes and tsunamis in real time. We may also want to explore beach warning technologies to quickly clear beaches with County - although cel phones are the way most people stay safe these days, and some technology is expensive to maintain given salt spray. While nothing like the Indian Ocean earthquake and tsunami in 2004 has occurred in Southern California, the Great Flood of 1862 severely damaged Southern California economically. We should be prepared and explore technologies to mitigate casualties and damage along our Beach Cities shorelines and hope you continue the conversation with County and related State and Federal entities on options to improve public safety. Thank you.- This comment was submitted by Jeff Gaul on 1/18/22 at 6:26pm.

Good Afternoon Mayor, City Council, Sean Scully, Gene Kim, Brandy Forbes, and Planning Commission, Thank you for your dedication and hard work serving the City of Redondo Beach.

I am a 22-year resident of Redondo Beach and resident near Franklin Park since 2011. As many of you know, the Franklin Park neighborhood has been impacted recently by the 36-unit Foundry and 20-unit Anastasi developments on 190th Street. That brings a total of 56-units.

In 2019, the RBUSD partnered with the Friendship Foundation to redevelop the Beach Cities Child Development Center. The community of Franklin Park welcomes the Friendship Foundation. We would like Friendship Foundation to have these design considerations:

1. Keep the entrance on Fisk Lane and exiting on Inglewood as is.

2. Friendship Foundation architectural plans to have sufficient parking on its site only.

3. The footprint of the Friendship Foundation architectural plans to not have a bigger footprint than the existing footprint.

BCHD, as proponent of the 800,000 sqft, 100-foot tall development project in Redondo Beach jurisdiction, will have the largest single development project ever proposed in Redondo Beach before the City. BCHD is currently using the Chair of the RB GPAC (Biro) as its consultant and expediter for permitting. BCHD currently has the RB finance director seated on a BCHD committee. In order for BCHD to have the same standing as any other project proponent, and in order for residents to even see the appearance of a fair and non-rigged process, BCHD must be removed from all interactions with the City, and City employees must be removed from BCHD committees.

Remember, the CenterCal mall by the sea was only 40% of the BCHD proposed height, not surrounding by residences, and only 500,000 sqft, not 800,000 sqft as BCHD is proposing.

This is no different than if CenterCal had been on several RB committees while processing its permits and EIR, or if RB directors or electeds had been on internal committees of CenterCal.

I oppose the cannabis strong arm takeover of RB, and I see no material difference between that takeover and BCHDs actions against the 1200+ surrounding residents that oppose the project.

The North Redondo Beach Bikeway (NRBB) is heavily used by the community. The gravel paths parallel to the paved path in the 2 blocks neighboring Artesia Blvd give users more space to distance, and provides muchneeded relief to the joints of joggers. Can you extend/add the gravel paths throughout the NRBB? Also, can you demonstrate the use of bioswales, rain harvesting from nearby rooftops and native plantings along the NRBB?
Please add *protected* bike lanes along all the arterials designated in the 2011 South Bay Bicycle Master Plan.

With heavier vehicles in use nowadays, paint will not provide protection and will not entice me to bike instead of drive. Now that CA has freed us from using Level of Service (LOS) to motorists as the sole criterion, now is the time to prioritize moving people instead of 2 ton pieces of metal. Make safe, connected, direct routes that make cycling our errands as safe and convenient as driving. Then watch our parking problems evaporate (as they have done in all European cities that have done this.)

It's great to see the city putting forth an application for grants to improve green space in North and South Redondo. I am grateful for the dedication of our Public Works staff led by Ted Semaan & Mike Klein. I would like to share a few suggestions for these grant applications that would fit well with the city's environmental and placemaking goals:

Public Works could initiate community workshops or surveys for input on both projects (landscape improvements for the North Redondo Beach Bike Extension and medians on Catalina Ave) to seek input from the public on features that these spaces could have to activate them into community-oriented green spaces. These have the potential to be much more than just plantings in the ground. Specifically... 1) The bike path landscaping could take the form of demonstration gardens that highlight various garden habitats in a botanical garden-type format: such as a native California garden, pollinator garden, perennial food garden, rain garden, and desert/succulent garden. All gardens would be drought-tolerant, requiring much less irrigation than the grass that is currently there. This could be accompanied by educational signage, permeable paths, swales, and shade trees that create microclimates that capture and infiltrate rainwater. Such a project would enliven the area and engage families and students, creating a new park and setting the blueprint for similar garden designs under the Edison ROW.
2) For the Catalina median project, the vision could be expanded to more than just medians and include roadway improvements. Catalina (or Esplanade) has the potential to be a complete street with protected bike lanes since it bypasses and runs parallel to busy PCH. As of December 2021, Caltrans released a new policy that requires all new transportation projects include complete streets features (https://dot.ca.gov/news-releases/news-release2021-039). Transportation emissions account for 51% of emissions in Redondo Beach (http://southbaycities.org/sites/default/files/RB%20CAP.pdf) and creating proper bike infrastructure is crucial for us to reduce VMT. This project should also emphasize bioswales for stormwater capture.

Thank you.

GPAC Chair Biro is a consultant that apparently is also an advocate for clients before the City of Redondo Beach.

BCHD's 100+ foot tall, 800,000 sqft proposed development is represented by Biro at the City of Redondo Beach with a $300,000 no-bid BCHD contract. Biro also serves on a BCHD board-approved committee, as does the City of Redondo Beach finance director. In the case of Biro, the GPAC grounds for removal should include Biro's general situation - that is - representing a client (BCHD) before the City.
