TITLE
APPROVE AMENDMENT NO. 6 TO FUNDING AGREEMENT #MOU.MR312.06 BETWEEN THE

CITY OF REDONDO BEACH AND LACMTA FOR THE PACIFIC COAST HIGHWAY ARTERIAL IMPROVEMENTS PROJECT FROM ANITA STREET TO PALOS VERDES BOULEVARD, JOB NO. 40800, TO EXTEND THE LAPSING DATE OF THE PROJECT FUNDS TO JUNE 30, 2022; AND APPROVE AMENDMENT NO. 3 TO FUNDING AGREEMENT #MOU.MR312.42 BETWEEN THE

CITY OF REDONDO BEACH AND LACMTA FOR THE INGLEWOOD AVE SOUTHBOUND RIGHT

TURN LANE AT MANHATTAN BEACH BOULEVARD AND INTERSECTION IMPROVEMENTS PROJECT, JOB NO. 40960, TO EXTEND THE LAPSING DATE OF THE PROJECT FUNDS TO JUNE 30, 2022.

EXECUTIVE SUMMARY
The City of Redondo Beach received $8.482 million from the Los Angeles County Metropolitan Transportation Authority (“LACMTA”) in Measure R Highway Program funds for three current regional street improvement projects endorsed by the Infrastructure Working Group of the South Bay Cities Council of Governments (SBCCOG). The projects include: PCH Arterial Improvements from Anita to Palos Verdes Blvd., Northbound Aviation at Artesia Right Turn Lane Improvements, and Southbound Inglewood at Manhattan Beach Boulevard Right Turn Lane Improvements. The scope of the funding for these projects includes design, right-of-way acquisition, and construction.

The project funding agreements had an initial term of five years, after which extensions are granted on a year to year basis by LACMTA and SBCCOG to allow for closer tracking of project progress.

Typically, it is the right-of-way acquisition phase that creates the most delay for regional transportation projects. That has been the case for all three of the City’s projects. Of the three projects, only the Southbound Inglewood Right Turn Lane project has cleared the property acquisition hurdle and is now in the construction phase.

The projects require a one-year extension to the funding agreements to provide additional time for completion. There is a stand-alone funding agreement for the Inglewood Project. The other two projects are funded through the PCH Arterial Improvements agreement.

BACKGROUND
Measure R is a one-half cent sales tax approved by Los Angeles County voters in November 2008 to meet the transportation need of Los Angeles County. The City of Redondo Beach received a total of $9.806 million from LACMTA in Measure R Highway Program funds for five regional street

$9.806 million from LACMTA in Measure R Highway Program funds for five regional street improvement projects endorsed by the Infrastructure Working Group of the South Bay Cities Council of Governments (SBCCOG). The projects and their LACMTA funding commitment include:

PCH Arterial Improvements from Anita to PV $1,400,000
PCH/Torrance Right Turn Lane (Completed) $ 935,000
PV/PCH Right Turn Lane (Completed) $ 389,000
Aviation/Artesia Right Turn Lane Improvements $1,907,000 Inglewood/MBB Right Turn Lane Improvements $5,175,000
Total: $9,806,000
The construction phases of the Westbound Palos Verdes Boulevard at PCH Right Turn Lane Improvements Project and Northbound PCH at Torrance Boulevard Right Turn Lane Improvements Project were completed on April 18, 2018 and May 19, 2020, respectively.

Over the years the original funding agreements have lapsed and had to be extended with an amendment, some requiring multiple amendments due to the extended timeline required to acquire property and implement the projects. The original LOAs and previous amendments can be found at the following links: City of Redondo Beach - File #: 19-0553 (legistar.com) <https://redondo.legistar.com/LegislationDetail.aspx?ID=4293124&GUID=4A193DA3-1BA0-4ABBAD9E-CABB9EDD3B18> and -City of Redondo Beach File#: 21-2047 (legistar.com) <https://redondo.legistar.com/LegislationDetail.aspx?ID=4797326&GUID=244A3B74-7C44-448D-BEAD601548652E92&Options=&Search=>. It is likely that additional extensions will be required for these projects, due to delays in the ROW acquisition phase, difficult third-party utility relocation requirements and challenging CalTrans permitting processes.

COORDINATION
The time extension amendments for these two projects have been coordinated with the SBCCOG and LACMTA. The City Attorney’s Office approved the amendments as to form.

FISCAL IMPACT
The City has been awarded $8,482,000 of South Bay Measure R Highway Program funds for these three projects. The funding does not require a local match, but funds are paid to the City on a costreimbursement basis. Neither the original Agreements nor the proposed amendments have any impact on the City’s General Fund.

Mike Witzansky, City Manager
