TITLE

APPROVE PLANS AND SPECIFICATIONS FOR THE PIER RAILING IMPROVEMENTS PROJECT, JOB NO. 70360, AND AUTHORIZE THE CITY CLERK TO ADVERTISE THE PROJECT FOR

COMPETITIVE BIDS

EXECUTIVE SUMMARY
The Plans and Specifications for the Pier Railing Improvements Project, Job No. 70360, (Project) have been prepared by City staff and are now ready for City Council approval and authorization for competitive bidding. The Project will improve the railings along the perimeter of the pier by either recoating the current railing or replacing the railing section. Railings with minor corrosion damage will be removed, sandblasted and recoated. Railings that are beyond repair due to significant corrosion will be removed and replaced. The proposed project includes the replacement of 61 railing sections and the recoating of 63 railing sections as shown in Attachment 1. The estimated engineering construction cost for the Project is approximately $937,200, including standard contingencies and construction management expenses.

BACKGROUND
The pier railings proposed for improvement were installed in 1995 as part of the Pier Reconstruction project. Periodic maintenance has been performed on the railings since their installation but it has been insufficient to mitigate the gradual corrosion of the rails. The railing sections have had damage caused by graffiti etching and environmental factors such as corrosion induced by salt air and water.

Many methods have been used to maintain the railings and different types of coating have been tested throughout the years. Repainting, powder coating, and epoxy coating are all methods that have been tried. However, none of these methods have been sufficient to provide a lasting effect.

Recently staff has tested a railing reconditioning method provided by an outside vendor who specializes in high-performance spray-on elastomeric coatings, similar to what are used for spray-on bed liners for pickup trucks. The process includes 1) temporary removal of the railings (by City crews), 2) transportation of the railings to the offsite facility (also by City crews), 3) removal the railings’ original coatings through sandblasting (by vendor), 4) dipping the railing in the elastomeric solution (also by vendor), and 5) transport and reinstallation of the recoated railings (by City crews).

Approximately 56 railing sections have been completed using this method. In order to accelerate the completion of the remaining 123 railing sections, staff have prepared plans and specifications to solicit bids and secure a contractor to oversee all phases of the work.
