TITLE
APPROVE THE INTERAGENCY AGREEMENT WITH THE LOS ANGELES COUNTY
DEVELOPMENT AUTHORITY (LACDA) FOR THE ADMINISTRATION OF THE EMERGENCY
HOUSING VOUCHER PROGRAM
EXECUTIVE SUMMARY
The City of Redondo Beach receives federal funding from the U.S. Department of Housing and Urban Development (HUD) to operate the Emergency Housing Voucher (EHV) program. The EHV program is a rent assistance program that enables qualifying individuals and families to live in decent, safe and sanitary, privately-owned housing. On May 10, 2021, HUD appropriated the City of Redondo Beach funding to house 29 EHV eligible families. This interagency agreement will allow EHV voucher holders to find housing anywhere within the Los Angeles County area without regard to jurisdiction boundaries.
BACKGROUND
The American Rescue Plan allowed the Department of Housing and Urban Development (HUD) to allocate additional vouchers to public housing authorities (PHAs) operating in areas of greatest population need. These vouchers, known as the Emergency Housing Vouchers (EHV), are targeted to individuals and families who are experiencing homelessness; at risk of experiencing homelessness; fleeing, or attempting to flee, domestic violence, dating violence, sexual assault, stalking, or human trafficking; or were recently homeless and for whom providing rental assistance will prevent the family’s homelessness or having high risk of housing instability. HUD has awarded the Redondo Beach Housing Authority $419,268 to administer 29 Emergency Housing Vouchers.
In November of 2021, the Los Angeles County Development Authority (LACDA) reached out to the Redondo Beach Housing Authority in an effort to work collaboratively to eliminate homelessness across Los Angeles County. Whereas voucher holders can currently only look for housing within the issuing Housing Authority’s jurisdiction, this interagency agreement will allow EHV voucher holders to secure housing anywhere within the Los Angeles County area where their housing voucher is accepted.
COORDINATION
The Interagency Agreement for the Emergency Housing Program with the Los Angeles County Development Authority was prepared by and approved as to form by the City Attorney’s Office.
