APPROVE CONSULTING SERVICES AGREEMENT WITH GLADWELL GOVERNMENTAL SERVICES, INC. FOR ELECTION CONSULTATION AND TRAINING SERVICES IN AN AMOUNT NOT TO EXCEED $40,000 FOR THE TERM FEBRUARY 1, 2022 - JANUARY 31, 2024
EXECUTIVE SUMMARY
Preparation for the City of Redondo Beach General Municipal Election of March 7, 2023 begins this year; a standalone independently City-run election. Services provided under this agreement include assistance with strategic planning and analysis of equipment needs, current Election law, calendar development, procedural guidance, best practices, and election worker training for elections called for the duration of this agreement.
BACKGROUND
Diane Gladwell, President of Gladwell Governmental Services is a Master Municipal Clerk with over thirty years management experience in the public sector; consulting in election management, administration and training since1989. Ms. Gladwell, under a previous agreement, provided similar contract services for the City Clerk’s Office conduct of the first independently run (not through the County) 2021 General Municipal Election. Gladwell Governmental Services also provides consultation and subscription services for the City records retention policy and schedules management under a separate agreement.
COORDINATION
This agreement was prepared in coordination with the City Attorney’s office.
FISCAL IMPACT
Partial funding is budgeted for election services in the FY21-22 City Clerk’s budget, and the balance will be included in the FY22-23 City Clerk’s budget.
