TITLE
APPROVE THE SECOND AMENDMENT TO FUNDING AGREEMENT #920000000F5301 WITH
LOS ANGELES COUNTY METROPOLITAN TRANSPORTATION AUTHORITY (LACMTA) FOR THE GRANT AVENUE SIGNAL IMPROVEMENTS PROJECT, JOB NO. 41090, WITH NO INCREASE IN AMOUNT, TO EXTEND THE TERM TO FEBRUARY 28, 2022
EXECUTIVE SUMMARY
On September 22, 2011 the Los Angeles County Metropolitan Transportation Authority (LACMTA/METRO) Board approved the Metro 2011 Call for Projects, allocating $1,221,586 in Local Transportation Funds, Prop C discretionary grant funds, to the Grant Avenue Signal Improvements Project, Job No. 41090. On May 23, 2017, the City Council approved a funding agreement with METRO programming the grant and $313,070 in Measure R Local Return Funds as the local match, for a project total of $1,534,656. Previously, on May 2021, the City Council approved the first amendment, extending the project completion date to February 28, 2021. The second amendment extends the project completion date to February 28, 2022. METRO provided the document to the City in December and recognizes that a third amendment for the balance of 2022 will also be required. The project is expected to be complete before the end of 2022.
BACKGROUND
Every two years Metro conducts a competitive Call for Projects (CFP) to program various federal, state, and local transportation funds for regionally significant transportation projects. The 2011 CFP programmed funds for five years, starting in Fiscal Year (FY) 2016-2017. On September 22, 2011 the Los Angeles County Metropolitan Transportation Authority (METRO) Board approved the Metro 2011 Call for Projects, allocating $1,221,586 in Local Transportation Funds to the Grant Avenue Signal Improvements Project.
The Grant Avenue Signal Improvement Project, Call for Projects No. F5301, consists of signal improvements at the six (6) signalized intersections along Grant Avenue between Inglewood Avenue and Aviation Boulevard. The Project includes design, construction, and installation of traffic signal improvements including synchronization, and vehicle and bicycle detection. Metro allocated $1,221,586 in Local Transportation Prop C Funds to the project, and the City programmed $313,070 in Measure R Local Return Funds as the local match, for a project total of $1,534,656. On May 23, 2017, the City Council approved a funding agreement with METRO. The funding agreement, had a project completion date of June 2019. On June 25, 2019, the METRO Board of Directors approved the extension of the project lapsing date to February 28, 2021, requiring the City to amend the

funding agreement with METRO.
With the approval of this funding agreement amendment, the Project lapse date will be extended to February 28, 2022. The project’s original traffic signal design and curb bulb-out design at the signalized intersections along the subject corridor is completed, with plans and specification approved by the City Council. The City’s on-call traffic consultant is working on completing the curbbulb out design along the City Council approved non-signalized locations along Grant Avenue. The project is expected to be bid and constructed over the next 6-9 months.
COORDINATION
The development of project Plans and Specifications was coordinated by the Public Works Department. The amendment was approved as to form by the City Attorney’s Office.
FISCAL IMPACT
There are no additional impacts associated with the amendment to the current funding agreement, however, since funds are reimbursable from METRO, if the funding agreement is not amended, the City would potentially risk forfeiting reimbursements for expenditures. Currently, there is approximately $306,000 remaining in Prop C Grant funds, approximately $84,000 remaining in Local Measure R City match funds for a total of $390,000 remaining.
The original project grant funds are insufficient to complete the Grant Avenue Traffic Signal project’s construction. In order to close the funding gap, City staff sought and received authorization from METRO to utilize the $2,000,000 allocation from the Measure M Regional Traffic Signal Communications and Network project as supplementary funds to complete the project as Grant Avenue is one of the eligible roadways for the new Measure M grant. The remainder of the new Measure M funds will be utilized to construct traffic signal communications and network upgrades for the other eligible roadways of Torrance Boulevard and Manhattan Beach Boulevard.
This item is tied to the Funding Agreement for the Traffic Signal Communications and Network project Job No. 41280 and approval of that funding agreement would allow the Grant Ave Traffic Signal project to address the budgetary shortfall.
