APPROVE PLANS AND SPECIFICATIONS FOR THE GRANT AVENUE SIGNAL IMPROVEMENTS PROJECT, JOB NO. 41090 AND GRANT AVENUE BULB-OUTS PROJECT, JOB NO. 41340, AND
AUTHORIZE THE USE OF METRO REGIONAL MEASURE M FUNDED TRAFFIC SIGNAL COMMUNICATIONS AND NETWORK SYSTEM PROJECT, JOB NO. 41280, GRANT FUNDS AND
AUTHORIZE THE CITY CLERK TO ADVERTISE THE PROJECTS FOR COMPETITIVE BIDS
EXECUTIVE SUMMARY
On June 16, 2020, the City Council approved plans and specifications for the Grant Avenue Signal Improvement Project Job No.41090 (“Project”). On August 20, 2020, ten (10) bids were received and publicly opened with the apparent low bid for the Project exceeding the appropriated funding.
Following conversations with METRO, staff confirmed that installation of the signals on Grant Avenue is an eligible expense under another funding source, the Measure M Regional Funded Traffic Signal Communications and Network System Project grant, which would become available for use in FY21-
22. At the October 20, 2020 City Council meeting, the Council directed staff to move forward with pre -purchase the traffic signal poles and related equipment using available funds, and re-bid the Project for construction in FY21-22, using remaining project funds from Job No. 41090 and available project funds from these new grant monies. These grant funds were appropriated in the FY21-22 budget adoption to Job No. 41280, Traffic Signal Communication and Network System Project, which includes in its scope installation of new traffic signals along Grant Avenue.
As part of the adoption of the FY 2021-22 CIP budget on June 22, 2021, the City Council also approved BRR#13 and approved $375,000 in Capital Project Funds to install bulb-outs at the four intersections not included in the Grant Avenue Signal Improvement Project. Those bulb-outs have been included in the revised plans and specifications. The Council’s approval of plans and specifications would initiate the bid process. Therefore, staff recommends that City Council approve the plans and specifications, authorize use of the METRO grant funds for the project and authorize the City Clerk to advertise for competitive bids.
BACKGROUND
Metro allocated $1,221,586 in Local Transportation CFP Funds to the project, and the City programmed $313,070 in Measure R Funds as the local match, for a project total of $1,534,656. The City previously committed approximately $100,000 of these funds for Project design. During the design phase it was determined that curb bulbouts would be required to relocate and accommodate the proposed traffic signal equipment due to conflicts with overhead SCE power lines. The costs to

the proposed traffic signal equipment due to conflicts with overhead SCE power lines. The costs to design, construct and coordinate the additional elements for the project were initially anticipated to increase the overall cost estimate by approximately $200,000, to approximately $1,730,000.
On June 16, 2020, the City Council approved the attached plans and specifications for the Grant Avenue Signal Improvement Project Job No.41090 and authorized staff to move forward with the competitive bidding process. On October 20, 2020, it was determined that the City did not have sufficient unrestricted transportation local return funds to supplement the amount necessary to award the contract to the lowest bidder as the apparent low bid for the Project exceeded the appropriated funding by over $800,000.
In the spring of 2020, the City received word that $2.0 million in Regional Measure M funds would be available in FY20-21 ($200,00) and FY 21-22 ($1,800,000) to implement a Traffic Signal Communications and Network System Project of which the Grant Avenue traffic signals were included as part of the list of eligible roadways. Following discussions with METRO, it was confirmed that the installation of the Grant Avenue traffic signals would be an authorized expense under the Regional Measure M funded Project.
On October 20, 2020, the Council rejected all bids and instead authorized staff to competitively prepurchase the long lead time items such as traffic signal poles and related equipment with the existing Project funds, approve revised plans and specifications to exclude the materials purchased by the City, and authorize the City Clerk to re-advertise the Project for construction in FY21-22.
On May 18, 2021, the Council approved the purchase of street light poles and fixtures from Nextech, Inc. in the amount of $1,144,032.47 for the Project.
As part of re-advertisement for construction, the plans and specifications for the project are complete and ready for City Council approval and authorization for competitive bidding. The bids are due in October 2021 with contract award expected in November 2021. Construction on the project is planned to begin in December 2021 and be completed by February 2022.

TITLE
APPROVE THE PURCHASE OF TRAFFIC SIGNAL EQUIPMENT FOR THE GRANT AVENUE SIGNAL IMPROVEMENTS PROJECT, JOB NO. 41090 FROM NEXTECH, INC. IN THE AMOUNT OF $1,144,032.47
EXECUTIVE SUMMARY
The Grant Avenue Signal Improvements Project, Job. No. 41090 (“Project”) is included in the current Capital Improvement Program. The project consists of signal improvements at the six (6) signalized intersections along Grant Avenue between Inglewood Avenue and Aviation Boulevard. The Project includes design, construction, and installation of traffic signal improvements including synchronization, and vehicle and bicycle detection. Access ramps, as well as curbs and gutters, will be repaired as necessary.
The Project was advertised for bids last summer but the process was unsuccessful. On October 20, 2020, the City Council rejected all project bids as the apparent low bid for the Project exceeded the available Project funding. Because the Project was grant funded, staff was eager to move the Project forward so funding would not be forfeited. Staff coordinated with METRO to gain approval for the City to pre-purchase the signal poles, which have a long lead time, and related equipment using existing grant funds. METRO staff also confirmed that installation of the signals and related civil work on Grant Avenue are eligible expenses for another grant, already awarded to the City and available in FY2021-22, for the Traffic Signal Communications and Network System Project.
Approval of this purchase will allow the Public Works department to pre-purchase the traffic signal equipment for the Project using funding from the first grant. The traffic signal installation project will be bid for construction in FY21-22 and be paid for using remaining funds of the first grant and additional funds from the second.
BACKGROUND
The Grant Avenue Signal Improvements Project, Call for Projects No. F5301, consists of signal improvements at the six (6) signalized intersections along Grant Avenue between Inglewood Avenue and Aviation Boulevard. The project includes design, construction, and installation of traffic signal improvements including synchronization, vehicle and bicycle video detection and curb bulbout construction.
On May 23, 2017, the City Council approved a funding agreement with METRO. The funding

On May 23, 2017, the City Council approved a funding agreement with METRO. The funding agreement, had a project completion date of June 2019. On June 25, 2019, the METRO Board of Directors approved the extension of the project lapsing date to February 28, 2021, requiring the City to amend the funding agreement with METRO. The City Council approved the amendment to the funding agreement with METRO on January 21, 2020.
On October 20, 2020, following development of plans and specifications and a competitive bidding process, the City Council determined that due to the apparent low bid exceeding the available funding at the time, to reject all bids and authorize staff to competitively pre-purchase the traffic signal equipment items. On April 5, 2021, three (3) bids were submitted for the City’s review, with Nextech Inc. providing the most qualified and responsive bid package in the amount of $1,114,032.47 for the pre-purchase of the traffic signal equipment. Staff has been in contact with METRO staff who confirmed that installation of the signals on Grant Avenue is an eligible expense under the Traffic Signal Communications and Network System Project Measure M Regional Fund grant that the City received for FY 20-21 and FY 21-22. Therefore, the cost of pre-purchase and construction will be available through the Local Transportation CFP Funds (Project Job No. 41090) and the Regional Measure M funds (Project No. 41280).
The plans and specifications for the Project have previously been approved by the City Council and competitive bidding for the construction of the Project will begin soon in the new fiscal year. It is anticipated that construction of the project will begin in September 2021 and be completed by February 2022, depending on availability of materials.

APPROVE PLANS AND SPECIFICATIONS FOR THE GRANT AVENUE SIGNAL IMPROVEMENTS PROJECT, JOB NO. 41090, AND AUTHORIZE THE CITY CLERK TO ADVERTISE THE PROJECT
FOR COMPETITIVE BIDS
EXECUTIVE SUMMARY
The Grant Avenue Signal Improvements Project, Job. No. 41090 is included in the current Capital Improvement Program. This grant funded project consists of signal improvements at the six ( 6) signalized intersections along Grant Avenue between Inglewood Avenue and Aviation Boulevard. The Project includes installation of traffic signal improvements including synchronization, and vehicle and bicycle detection. Pedestrian enhancements such as bulb outs and access ramps, as well as repairs to curb and gutter, are also included.
The plans and specifications for the project are now ready for competitive bidding and are available for review at the Plans and Specification Review Area located behind the Engineering permit counter at City Hall. The Engineer’s estimate for the project is approximately $ 1,780,000 which currently exceeds the $1,534,656 project budget. Depending on the actual bids received, staff will consider supplementing the project budget with available funds from other related CIP projects or with an additional appropriation. If necessary, either of these recommendations would come back to City Council at the time of contract award. Construction is anticipated to begin in September 2020.
BACKGROUND
The Grant Avenue Signal Improvements Project, Job No. 41090 is funded by the Los Angeles County Metropolitan Transportation Authority (LACMTA) Call for Projects No. F5301, and consists of signal improvements at the six (6) signalized intersections along Grant Avenue between Inglewood Avenue and Aviation Boulevard. The project includes installation of traffic signal improvements including synchronization, vehicle and bicycle detection and curb bulb out construction.
On May 23, 2017, the City Council approved a grant funding agreement with LACMTA. The funding agreement had a project completion date of June 2019. On June 25, 2019, the LACMTA Board of Directors approved the extension of the project lapsing date to February 28, 2021, requiring the City to amend the funding agreement with LACMTA. The City Council approved the amendment to the funding agreement with LACMTA on January 21, 2020.
LACMTA allocated $ 1,221,586 in County Transportation Funds to the project, and the City
1 H.9., File #20-0988 Council Action Date:6/16/2020
LACMTA allocated $ 1,221,586 in County Transportation Funds to the project, and the City programmed $ 313,070 in Local Measure R Funds as the local match, for a project total of 1,534,656. However, during the design phase, conflicts with overhead high voltage power lines were discovered that required plan revisions including the construction of curb bulbouts to relocate and accommodate the proposed traffic signal equipment. The costs to design, construct and coordinate the additional elements for the project are anticipated to increase the overall cost estimate by approximately $250,000. This additional amount, if needed as determined by the actual bids, could be supplemented from the City’s current Citywide Traffic Signal Upgrade Project budget, Traffic Calming Project budgets and / or available Local Measure M funds. The total project estimate is approximately $ 1,780,000. The final estimated project costs, with any necessary budget transfers between projects or additional appropriations, will be presented to the Council for consideration at the time of project award.
For now, the plans and specifications for the project are complete and ready for City Council approval and authorization for competitive bidding. The bids are due in July 2020 with contract award expected in August 2020. Construction on the project is planned to begin in September 2020 and be completed by February 2021.
