Report
H.6., File # 22-3661 Meeting Date: 2/8/2022
To: MAYOR AND CITY COUNCIL
From: CAMERON HARDING, COMMUNITY SERVICES DIRECTOR
TITLE
APPROVAL OF AN AGREEMENT WITH PRO SOUNDS, INC. FOR REPLACEMENT OF

LOUDSPEAKERS AT THE REDONDO BEACH PERFORMING ARTS CENTER IN AN AMOUNT NOT TO EXCEED $337,772.30.

EXECUTIVE SUMMARY
As part of the FY 2021-22 Budget, City Council approved funding for the replacement of the outdated and failing renkus-heinz loudspeaker system at the Redondo Beach Performing Arts Center. To execute the project, the City solicited BID#2022-006 for the purchase and installation of d&b audiotechnik loudspeaker arrays, amplifiers and associated network equipment. The City received two (2) bids for the project, one from Pro Sounds Inc., and one from Analog Digital Audio Pro, LLC.

After reviewing the bids, staff determined that the requirement of a payment bond was also appropriate. The combined bid proposal and payment bond from Pro Sound, Inc. was less than the proposal from Analog Digital Audio Pro, LLC. Therefore, staff is recommending the bid be awarded to Pro Sound, Inc. The total estimated cost for the speaker equipment at the time of budget appropriation was $350,000.00. The Pro Sound Inc., bid proposal, inclusive of payment bond, is $337,772.30. This includes installation of the equipment by a skilled audio technician and riggers, at prevailing wage, and programming and tuning.

BACKGROUND
As part of the FY 2021-22 budget, the City Council approved funding for modernization of the Redondo Beach Performing Arts Center. Specifically, the Council appropriated $850,000 of new money and allocated remaining funds from a previous RBPAC project for a total CIP amount of $955,000. Replacement of the outdated and failing loudspeakers at the Performing Arts Center was identified as one of the critical items needed to modernize the facility.

The loudspeakers are key component of the RBPAC. The system has been inadequate for a majority of professional concert events for several years and forces clients to rent separate and higher-quality loudspeaker arrays from outside the facility. The higher associated costs for clients and the extra hassle of coordinating external equipment has negatively impacted the marketability of the PAC. To provide long-term support for an increasing schedule of events that require the latest technologies, replacement of the entire audio system must be completed. To date, a new network audio distribution and digital mixing console have been added. The loudspeakers represent the final components in a complete modern and high-quality audio system for the PAC.

H.6., File # 22-3661 Meeting Date: 2/8/2022
Before preparing the specifications in the BID, PAC staff auditioned loudspeakers onsite and determined that the d&b audiotechnik’s series V line arrays would be the most appropriate product for inclusion in the PAC’s updated digital audio system, based upon current and future needs. The speakers’ quality is top-notch and will eliminate the need and cost factor for event promoters to provide their own equipment. By lowering the cost of venue usage, it is expected that a greater number of high-caliber artists will be attracted to the Redondo Beach Performing Arts Center.
