TITLE
DISCUSSION AND POSSIBLE ACTION ON THE CITY’S THREE-YEAR GOALS AND SIX-MONTH OBJECTIVES AS DISCUSSED AT THE JANUARY 25 AND JANUARY 27, 2022 STRATEGIC

PLANNING SESSIONS
APPROVE THE CITY’S THREE-YEAR GOALS AND SIX-MONTH OBJECTIVES

EXECUTIVE SUMMARY
On January 25 and 27, 2022 the City Council held strategic planning sessions and began preparation of the City’s updated Strategic Plan. At these sessions, the City Council discussed recent accomplishments, completed a SWOT (Strengths, Weaknesses, Opportunities, and Threats) analysis, identified three-year goals and listed specific objectives for the next six-month period, which runs through July 27, 2022. It is recommended that the City Council review, modify as needed, and approve the six-month objectives and three-year goals in the attached draft Strategic Plan.

BACKGROUND
The City has been committed to a strategic planning process since 1998, a process that focuses staff resources on achievable policy goals and objectives set by the City Council. On December 21, 2021, the City Council approved a contract with Leading Resources Incorporated for strategic planning consulting services and scheduled two (2) virtual strategic planning sessions for January 25 and 27, 2022.

During the strategic planning sessions, the City Council discussed recent accomplishments, completed a SWOT analysis (evaluating strengths, weaknesses, opportunities and threats), identified three-year goals and listed specific objectives for the next six-month period, which runs through July 27, 2022. Public input was also received and discussed at both sessions.

The three-year goals (2022-2025) were established as follows (not in priority order):
· Modernize the City’s Communication Systems
· Vitalize Core Commercial Areas of the City
· Increase Environmental Sustainability
· Invest in the City’s Infrastructure
· Maintain a High Level of Public Safety
· Enhance the Delivery of City Services

The City Council then listed and discussed six-month objectives that would focus staff time and resources to help achieve the above identified three-year goals. The attached draft Strategic Plan reflects City Council directives as discussed at the strategic planning sessions. Minor modifications have been made to the draft Plan to fully identify the various departments that will be responsible for completing the objectives and to connect the completion dates to City Council meeting dates where appropriate.

The City’s core values were not reviewed at the two strategic planning sessions and remain as follows:

Openness and Honesty
We welcome input from our employees and community. Our conduct, policies and programs reflect decisions made openly based on information that is easily accessible to all.

Integrity, Ethics and Accountability
