We were evicted from Sea Lab when bought. We started in Basin 1 slip provided by lease holder near yacht club. Was not good for fish with high losses. Director with permission from chief engineer of Edison and grants built our grow out. We released over 130,000 fish into King Harbor. Volunteers , mostly fishermen were giving back to ocean. Now we would like to have a new grow out in a slip in King Harbor. Hubbs hatchery recommends a net pen. Two nets, A containment net to hold fish and a preditory net to stop seals. Location is important. Basin 2 by entrance would be best for fish due to water flow. Partner part, other grow outs receive free dock space and electrical. Marnia Del Rey Receives free dock space from LA county and no fees for Halibut tournament from Janice Hahn office. We are only grow out not a member of Yacht club or fishing club To help with funding. . To continue to enhance Redondo fishery we need 1. Slip, 2. Funds Rich Ford

BCHD ASSISTED LIVING IS MARKET RATE AND BUILT FOR 80%

COMMERCIAL, NON-RESIDENT OCCUPANCY
BCHD is contemplating a 133-foot tall, 800,000 sqft development that includes a commercial RCFE facility that BCHDs consultants assert will have a capacity of less than 20% for residents of the 3 beach cities, largely due to the high market cost of the facility. BCHDs limited amount of so called "affordable" units will be $7500 per month, well beyond the means of most local residents. As such, BCHDs luxury assisted living is of de minimis benefit to the community and could be built in a higher income location, such as PV, in order to minimize the use of P-CF land for non-residents of Redondo Beach or the three Beach Cities..

Meeting Agenda Page 149
"The City has a history developing Assisted Living facilities. The City of Redondo Beach has an inventory of 156 assisted living units (total number of residents of 250), with up to an additional 150 units being considered by Beach Cities Health District, which would bring the total number to 400 assisted living units. Assisted living is permanent housing for most who live in this type of facility, offering the ability to remain in the community yet access the services associated with assisted living. Although these units may not fall under the low or very low income categories, they do provide access to a special type of housing that provides additional services to those in need."
GPACs CHAIR BIRO IS A $300,000 NO-BID CONTRACTOR HOLDER WITH BCHD

DISADVANTAGING OTHER DEVELOPERS
Biro is a committee member of a Board selected BCHD properties committee providing guidance to the BCHD board on factors and permitting of the RCFE. Biro is also a City Council appointed Chair of the GPAC. GPAC has allowed BCHD to present and had discussions regarding housing, such as RCFE, with BCHD. Biro is now representing BCHD before the City for permitting. Both the optics and reality of the interlocking committee assignments of Biro and the advocacy at the City are questionable and provide BCHD with an undeniable commercial advantage.

The following slides demonstrate an accurate depiction of BCHDs proposed exploitation of the surrounding neighborhoods and residential uses by locating tall buildings at the edges of the elevated parcel (75 to 103 foot structures) as part of a commercial development built to serve 80-96% non-residents of the 3 beach cities that OWN BCHD..

Mayors, Councils, and City Attorney:

Thank you for your prompt reply shown below. BCHD has circumvented the public and even the BCHD established Community Working Group for the Health Living Campus repeatedly with secret discussions at the City of Redondo Beach. Most notable is the discussion that resulted in the BCHD February 2019 memo to the City Attorney that BCHD withheld from the Community Working Group and the general public for nearly 18 months until July of 2020.

It is not in the City's best interest to be complicit in locking out the public from development of a 100-foot tall, 800,000 sqft development on public land that will negatively impact surrounding communities for 50-100 years.

There is no REQUIREMENT that the City not provide the documents, only the option under the Public Records Act. The Public should not be held blind to BCHDs activity. The City of Redondo Beach should release the documents that BCHD is attempting to hide from residents and neighbors.

Mr. Nelson,
BCHD has not yet submitted to the City any complete applications for their project. Any discussions between Planning Staff and BCHD that may have occurred in January 2022 would have been preliminary in nature, and not subject to a PRA request, under Government Code Section 6254(d)(3), which exempts preliminary documents and discussions from disclosure under the PRA.

Let's try again with the question so that it is clear.

I want to either 1) receive electronically, or 2) come in and view the BCHD commercial development documents for the project at 514 N Prospect presented by BCHD to the City of Redondo Beach planning department during the month of January 2022. Do you want a public records act request to gain access under the CPRA?
Thanks.

I've done dozens of CUPs and other permits, but never in RB. Where do they post, since they're public record. Seems like a waste to use CPRA requests to extract BCHD correspondence with the City on the CUP. Thx.

Electeds

LA LAFCO
Surrounding Neighborhood Email List
The following documents opposition to BCHD continuing to operate against the stated opinions of over 1,200 surrounding residents that oppose a 100-foot tall, 800,000 sqft Staples Center-sized development in the center of a 30-foot height limited residential area. The document provides objections to secret, non-disclosed negotiations between BCHD and government agencies. The documents provides objections to the use of the California Public Records Act as a shield for BCHD to operate in the shadows against residents. No where in the CPRA are entities REQUIRED to withhold building plans, especially when the proponent/applicant (BCHD) is withholding them from its own taxpayer-owners in Manhattan, Hermosa and Redondo Beach.

We urge the City of Redondo Beach to step up and make all documents available and avoid another secret negotiation where the documents we withheld 18 months by BCHD. Please see the letter for more detail.

This communication also provides transparent simulations to demonstrate the inconsistency of this proposed excessive project to surrounding neighborhood character.

--
BCHD DEIR is a group of local residents surrounding the former South Bay Hospital site. Our primary goal is to protect the neighborhood character, health/safety, and property values from BCHD's excessive commercial development. BCHD's plan is to build luxury, unaffordable for most, $12,500 per month senior housing for 80%+ non-residents of the three beach cities that formed, own and tax fund BCHD. BCHD also plans to build a 400 patient PACE (adult daycare) facility that is expected to serve only 16 local seniors - with the other 96% of PACE patients being transported in and out of the city daily via bus service.
