TITLE

APPROVE AN AGREEMENT WITH STANTEC CONSULTING SERVICES FOR COMPLETION OF THE BEACH CITIES TRANSIT - TRANSIT SERVICES STUDY, FOR AN AMOUNT NOT-TOEXCEED $244,670, AND THE TERM FEBRUARY 15, 2022 THROUGH JUNE 30, 2023.

EXECUTIVE SUMMARY
On October 5, 2021, the City Council approved a Request for Proposal (RFP) for the Beach Cities Transit Planning Study. The study includes the performance of a comprehensive analysis to assess and evaluate the current Beach Cities Transit (BCT) fixed route and WAVE Dial-A-Ride program in the context of present and projected future operations. The study will also assess the programs’ financial and environmental conditions, recommend short-range (three to five year) operational changes and improvements, and long-range (five to 15 year) strategic direction to guide the City’s decisions regarding future public transit services and related capital investments for Zero Emission Buses and transit operations facilities.

Staff recommends the approval of the contract award to Stantec Consulting Services (Stantec) based on the results of the RFP Review Committee’s final rankings of written proposals, interviews with the consulting teams, and a cost review of the proposals. The study process is expected to take place over a two-year period, in an amount not to exceed $244,670.

BACKGROUND
In 2011, the City contracted for the performance of a Comprehensive Operational Analysis (COA) of BCT and WAVE Dial-A-Ride. Much has changed in the intervening ten years and more change is anticipated to occur in the decade ahead. The purpose of the Transit Services Study is to identify and assess environmental changes that have already taken place and to clarify and address environmental developments anticipated to impact the operation of public transit services over the next 15 years (through 2037).

Although the study is intended to accomplish many of the same objectives as a traditional Comprehensive Operational Analysis (COA), it is also expected to take a broader view of the City’s role in providing public transit services, provide recommendations for service alternatives to enhance transit services, as well as address specific issues related to regulatory and operational changes such as: including the California Air Resources Board (CARB) Innovative Clean Transit (ICT) Regulations for Zero Emission Bus (ZEB) implementation of the BCT fleet; replacement of the BCT operating facility and ZEB charging infrastructure; and, interface with the new LAX People Mover

transportation system and Metro’s Airport Metro Connector (AMC) facility.

The Study encompasses a 15-year horizon through 2037 primarily to plan and establish a comprehensive Capital Plan. Given the useful life of BCT service vehicles, any significant change to the fleet - for example; conversion to zero emission buses or a change in vehicle capacity or amenities - could require up to 15 years to be fully implemented. Additionally, the realization of facility recommendations such as the development of a new operating facility could easily take that long to program, fund and construct.

In addition to evaluating current services, the study will also evaluate conditions and provide service change recommendations for the following projects that will impact BCT operations:
· LAX Land Access Modernization Plan
· Airport Metro Connector (LAX Rail Station and Transit Center) · CARB ICT Regulation Implementation
· BCT Operations Facility Replacement Project
· Redondo Beach Transit Center (RBTC) Operations
· SBG Galleria Redevelopment Project
· Metro C Line Extension Rail Station in Redondo Beach
The Transit Service Study deliverables will include:

1. Current Service Review and Futures Analysis

2. Short and Long Range Service Plans

3. Infrastructure and Strategic Planning

4. Draft Transit Service Study Final Report

5. Final Transit Service Study Report
RFP Evaluation Process
A Proposals Review Committee comprised of City Transit staff and an external representative with transit operations and planning study experience evaluated the proposals in accordance with the evaluation criteria included in the RFP. Consistent with the City’s procurement policies, the City is not obligated to accept the lowest priced proposal and considered all factors in selecting the consultant to perform the study. The evaluation criteria was based on the following categories: Qualifications and Experience; Technical Competence; Analysis Methodology; References and Outcome; and, Cost.

Three transportation consulting firms submitted competitive proposals. After an initial review of the proposals, interview questions were prepared for each consulting firm. Interviews were held on December 15, 2021 with the representatives from each firm.

The interview responses were further assessed as to the experience and study approach proposed by each firm. The final review of these elements resulted in the determination to recommend the award of the Transit Study to Stantec. The Stantec proposal team has expertise with all aspects of the BCT study goals, a ZEB Specialist with experience with the deployment of ZEB buses in Orange County, and University of Irvine, a subconsultant to perform the stakeholder and public outreach efforts, and cost estimators to perform the financial impact and planning for the capital planning of the ZEB systems and the operations facility infrastructure.

The Stantec team has performed transit studies for Gardena Municipal Transit (GTrans), Antelope Page 2 of 3 H.7., File # 22-3575 Meeting Date: 2/15/2022

Stantec has also developed ZEB Rollout Plans for Orange County Transit Authority (OCTA), Riverside Transit Authority, and is currently developing the Rollout Plans for Sacramento County, and Calaveras County of Governments, which are similarly sized transit providers as BCT. In addition, members of the project team have experience with facility master plans and ZEB implementation plans, for several transit agencies including Foothill Transit, Glendale Beeline, Santa Monica Big Blue Bus, LA Metro and OCTA.

The table below shows the proposed total hours and costs submitted by the proposers to perform the study:

Stantec 1,529 $244,670
