ACCEPT AS COMPLETE THE CITYWIDE SLURRY SEAL PROJECT, PHASE 2, JOB NO. 41140,

AND AUTHORIZE THE CITY ENGINEER TO FILE A NOTICE OF COMPLETION FOR THE

PROJECT WITH THE LOS ANGELES COUNTY RECORDER AND RELEASE THE FINAL RETENTION PAYMENT OF $38,735.62 TO PAVEMENT COATINGS CO., UPON EXPIRATION OF THE 35-DAY LEIN PERIOD AFTER THE RECORDATION AND NO CLAIMS BEING FILED ON THE PROJECT.

EXECUTIVE SUMMARY
On June 1, 2021, the City Council awarded Pavement Coatings a public works contract, in the amount of $720,725.75, for construction of the Citywide Slurry Seal Project Phase 2, Job No 41140.

During construction staff issued one (1) change order for $53,986.69, bringing the final contract amount to $774,712.44. The change order reconciled final bid item quantities, addressed additional items, and was within the authorization limit of the City Engineer as memorialized in the City’s Administrative Policies and Procedures (APP 14.1).

The project is now complete and ready for City Council acceptance and authorization to release the final retention amount of $38,735.62 to the contractor upon expiration of the 35-day lien period and there being no claims filed.

BACKGROUND
The Citywide Slurry Seal Project is included in the adopted CIP. The project objective was to apply slurry seal to various City Streets as identified in the most recent Pavement Management Report and in previous discussions with the City Council. Slurry seal provides a new wear surface to increase the life of the existing pavement thereby reducing the frequency of more expensive rehabilitation methods.

On April 6, 2021, the City Council approved the project plans and specifications and authorized the City Clerk to advertise the project for competitive bids. The project was advertised on April 15, 2021, and six (6) bids were received and publicly opened on May 6, 2021. After reviewing the bids, Pavement Coatings Co. with a bid of $720,725.75 was found to be the lowest responsible bidder.

The construction contract was awarded by the City Council on June 1, 2021. The construction began on August 31, 2021. On January 10, 2022 the project was reviewed by staff and determined to be substantially complete.

During construction, staff issued one (1) change order of $53,986.69, bringing the final contract amount to $774,712.44, a 7% increase over the original contract amount of $720,725.75. The

amount to $774,712.44, a 7% increase over the original contract amount of $720,725.75. The change order reconciled final bid item quantities and addressed additional items for street reconstruction work as directed by the City.

COORDINATION
The project was coordinated between the Public Works Engineering and Maintenance Divisions.

FISCAL IMPACT
The estimated cost to complete the Citywide Slurry Seal Project, Phase 2, including estimated construction, project management and contingency was $931,934. Project funding was provided by the CIP Capital Projects Fund and Measure R Local Return Fund. Total project costs were $849,928.34. All remaining funds will be returned to the CIP Capital Projects Fund.
