TITLE
APPROVE THE PURCHASE OF TWO PORTABLE HYDRAULIC BARRIERS FROM NASATKA SECURITY, INC. UTILIZING STATE HOMELAND SECURITY PROGRAM GRANT FUNDS
EXECUTIVE SUMMARY
On February 16, 2021 the City Council approved the State Homeland Security Program (SHSP) FY 2019 grant agreement. This secured $130,403 in grant funding for the purchase of Police Department equipment. At this time, having completed local City, County and State processes, and having gone out to bid for the approved equipment, the Police Department is ready to make the purchase of two portable hydraulic barriers from Nasatka Security, Inc. at a cost not to exceed $110,000.
BACKGROUND
The Police Department secured grant funding to increase the Department’s capability to protect softtargets and mitigate against potential threats to persons or property during mass gatherings. The approved equipment is portable hydraulic barriers (2) that can be used to block roads, or ingress and egress points to parking lots and parks, during large events or community gatherings to help prevent unauthorized vehicular access. This equipment will provide an additional layer of protection that the Police Department can deploy during planned events in the City.
The Police Department coordinated with the Finance Department to issue a bid for the required product. Nasatka Security, Inc, submitted the lowest successful proposal. The submitted quote from Nasatka Security, Inc. is for $95,728.00. The PD has identified optional additions, provided in the bid proposal, that will best meet the Department’s needs and prolong the useable life of the product. PD requests that the City Council approve the purchase of the equipment in an amount not to exceed $110,000. The Department intends to complete the procurement in February 2022, in advance of the end of the grant performance period.
COORDINATION
The Police Department coordinated the grant funds with LA County and the equipment purchase with the Finance Department.
