EXECUTIVE SUMMARY
The City strives to maintain the community’s quality of life through the delivery of excellent municipal services. To preserve the City’s ability to provide these services, selected fees covering City costs are periodically proposed for implementation. While the City consistently looks for ways to trim costs, it must also regularly review the City’s existing fees and possibly adjust fees to adequately cover the cost of services. Proposed for City Council’s consideration are amendments to the Public Works and Police Departments Master Fee Schedules, and a proposed amendment to the civil penalties for parking violations to set new fees associated with the use of the City’s recently installed Electric Vehicle Charging Stations.

BACKGROUND
Related to the proposed Ordinance regarding the creation of Electric Vehicle Charging Station Fees, the Public Works Department is proposing the following amendments to the Master Fee Schedule and to the civil penalties for parking violations:

Public Works Master Fee Schedule - Electric Vehicle Charging Fees The Public Works Department is proposing the following new fees to charge patrons for use of City owned Electric Vehicle Charging Stations (EVCS): $0.30 per kWh for charging at a Level 2 Charging Station and $0.40 per kWh for charging at a DC Fast Charging Station. Public Works is also proposing an overstay fee of $1.50 per hour if the vehicle remains connected to the charging station after 4 hours. To implement the electric vehicle charging fees and overstay fee the City must first adopt the structure of the fees by ordinance and then set (and periodically adjust) by Resolution the amount of the fee through amendment to the Public Works Department’s Master Fee Schedule.

There are seven (7) dual port EVCS and one (1) dual port DC Fast Charger that are now in service at the following locations: Redondo Beach Performing Arts Center - 3 dual port stations; North Branch Library - 1 dual port station; Main Library - 1 dual port station; Police Department - 2 dual port stations; and Riviera Village - 1 dual port station.

The EV charging stations are connected to existing City electric meters and there is a need to recover increased electrical costs from use of the EV charging stations. The recommended fee of $0.30 per kWh, is a comparable to similar fees in the South Bay region. For context, it would cost $24 for someone to fully charge an 80-watt battery from empty. Given that this is a new fee and program for the City, staff will periodically reassess the fee amount to ensure it fully covers the City’s increased electrical costs.

Total expenditure and revenue projections derived from EVCS use and the proposed offsetting fees are estimated at $28,000. Given that the fee would not take effect until April 1, 2022, the estimated revenue for the remainder of FY 2021-22 is only $7,000.

Police Department Master Fee Schedule - Parking Violation Civil Penalty Public Works, in coordination with the Police Department, is proposing a civil penalty of $50 for a vehicle not using the electric vehicle charging station to charge the vehicle while parked in an electric vehicle only parking space. The civil penalty amount of $50 is equivalent to the penalty amount for an expired parking meter violation. Similar to the above fees, the civil penalty for the parking violation must be established ordinance and added to the Police Department’s Master Fee Schedule by resolution.

COORDINATION
Communication to the public has been conveyed through publication of a public hearing notice in the local newspaper and posting of a public notice on the bulletin board located outside of City Hall and on the Financial Services Department webpage.
