Mike,
Here is our take on the following:
Decision Package #6. Targeted Class & Compensation Review. The City is having difficulties retaining and attracting new employees to the organization. In order to remain competitive in the job market funding is being requested to perform a targeted study to determine Redondo Beach’s compensation standing among comparable municipalities, and provide a roadmap on how to address potential changes in the City’s salary and benefits plan. Recommended is a one-time appropriation of $40,000 to the General Fund to conduct a targeted classification and compensation review of approximately 25 benchmark positions.
Agree in accordance to our MOU
Decision Package #19. Maintenance Worker I Reclassification to Park Caretaker in the Park Maintenance Division of the Public Works Department. The Public Works Department’s Parks Maintenance Division is experiencing increased difficulty in attracting qualified applicants for vacant positions. Recommended is an ongoing appropriation of $18,000 to the General Fund to reclassify three (3) entry-level Maintenance Worker I position(s) to Park Caretaker(s) to attract more qualified applicants.
Agree and request to be informed in advance to decisions being made and prior to any implementation; if approved we hereby request to meet and confer Decision Package #20. Public Works Department Recruitment and Retention Program. The Public Works Department needs new hires, but is unable to attract qualified applicants as the City’s salary ranges have fallen substantially below other competitive cities. To help attract new talent, it is recommended that funds be set aside for recruitment and retention bonuses that would be developed following discussion with the impacted employee associations.
Recommended is a one-time appropriation of $300,000 to the General Fund for the recruitment and retention program
Agree request to be informed in advance to decisions being made and prior to any implementation; if approved we hereby request to meet and confer; further the retention component shall include current employees as part of the one time retention appropriation via a compensation adjustment (one time bonus) for not only the inability to attract qualified applicants but due to the nature of our work as essential workers who have been in the front lines during the worst of the pandemic We appreciate the efforts and would hope you agree with our agreements and recommendations.
Any questions please let me know.
