TITLE
APPROVE THE FIRST AMENDMENT TO THE AGREEMENT WITH RINCON CONSULTANTS, INC.

FOR PREPARATION OF A PARKING STUDY WITH RECOMMENDED REVISIONS TO PARKING

REGULATIONS AND ASSOCIATED CALIFORNIA ENVIRONMENTAL QUALITY ACT (CEQA)

DOCUMENTS RELATED TO IMPLEMENTATION OF THE ARTESIA / AVIATION CORRIDORS AREA PLAN (AACAP) TO EXTEND THE TERM TO DECEMBER 31, 2022.

EXECUTIVE SUMMARY
On April 20, 2021, the City Council approved a contract with Rincon Consultants, Inc. to prepare a parking study and associated California Environmental Quality Act (CEQA) documents to implement changes to parking regulations contained in the Artesia / Aviation Corridors Area Plan (AACAP). The contract was for a total amount not to exceed $121,101 for a term through March 31, 2022.

The initial term of the contract is insufficient. Additional time was needed to clarify the project scope for CEQA purposes and to analyze the full potential parking needs and utilization. To ensure the consultant is able to carry the project through to completion, including Planning Commission review and final City Council consideration, the contract is recommended for extension through the end of the calendar year, at no additional cost.

Given the importance of the project, Waterfront and Economic Development staff will be assigned to help expedite the contractor’s work and assist Community Development staff with the preparation and review of all necessary documents. The goal is to present the analysis for floor area ratio and property use changes in the Municipal Code to City Council by July 1, 2022 and the analysis for parking code changes by September 1, 2022.
