TITLE
APPROVE THE SECOND AMENDMENT WITH CANNON CORPORATION, INC. TO PROVIDE

ADDITIONAL DESIGN SERVICES FOR THE MANHATTAN BEACH BOULEVARD RESURFACING - AVIATION BOULEVARD TO INGLEWOOD AVENUE PROJECT, JOB NO. 41160 FOR A COST OF $63,600 AND A NEW NOT TO EXCEED CONTRACT TOTAL OF $205,890 FOR THE CURRENT TERM

EXECUTIVE SUMMARY
The current Capital Improvement Program (CIP) includes $2,115,058 in appropriated funds for the design and construction of the Manhattan Beach Boulevard Resurfacing - Aviation Boulevard to Inglewood Avenue Project (Project).

The Project provides street improvements, including repaving and restriping design, along Manhattan Beach Boulevard from Aviation Boulevard to Inglewood Avenue, approximately 1 mile in length. In addition, the Project also includes traffic signal modification design at the intersection of Manhattan Beach Boulevard and Dow Avenue, landscaping and irrigation design for the existing raised center medians and frontage road median, and conceptual design alternatives to assess the feasibility of incorporating Class II bike lanes along the entire Project corridor.

On July 7, 2020, the City Council approved the design services contract with Cannon Corp. in the amount of $142,290 and on June 15, 2021, the City Council approved a first amendment of the design service contract, extending the term to December 31, 2022 - with no changes to the original scope of the contract. The second amendment to the contract is increasing the contract value by $63,600 to a new not to exceed amount of $205,890. As part of this second amendment, additional scope is being added to the contract to address design service needs related to traffic analysis, landscape design, and other ADA and curb bulbout related design changes.

BACKGROUND
Manhattan Beach Boulevard is one of the primary east-west roadways in north Redondo Beach. Being classified as a principle arterial roadway, Manhattan Beach Boulevard’s location between two major north-south arterials (Aviation Boulevard and Inglewood Avenue) serves as a major connector roadway to the Redondo Beach Performing Arts Center and commercial centers to the north and residential areas to the south. In its current condition, Manhattan Beach Boulevard provides 2 travel lanes in the eastbound direction, 2-3 travel lanes in the westbound direction, landscaped raised center medians, and protected left-turn pockets along the roadway segment.

The original design services contract approved by the City Council involved street improvements, including repaving and restriping design, for approximately 1 mile of Manhattan Beach Boulevard. Also included are traffic signal modification design plans for the intersection of Manhattan Beach Boulevard and Dow Avenue. In addition, landscaping and irrigation design are being provided for the existing raised center medians and frontage road median. Included in the project are ADA curb ramp upgrades, curb and gutter repairs, cross-gutter repairs, and sidewalk repairs, as necessary. The current scope of services for the design contract includes professional services through final design and construction support.

Additional design services are now required to address the unexpected changes in conditions related to traffic analyses due to Class II bike lane installation; City initiated landscape design changes to the south side of Manhattan Beach Boulevard between Dow Avenue and Johnston Avenue; ADA and curb bulbout design at the southwest corner of Manhattan Beach Boulevard at Doolittle Drive; striping and median realignment design changes at the intersection of

Manhattan Beach Boulevard at Doolittle Drive; striping and median realignment design changes at the intersection of Manhattan Beach Boulevard at Redondo Beach Avenue; traffic signal network communications conduit upgrade design; and, associated project management and meetings. The additional work needed to complete the design services requires additional funding of $63,600. This increases the contract amount from $142,290 to $205,890.

Difficulties in negotiating these changes to the design contract have delayed bringing this item forward at an earlier date.

Staff understands from Cannon that much of the newly contracted work can be completed quickly and staff will work diligently to ensure that the project is given Cannon’s full attention. Staff is also trying to take advantage of the delay by reengaging the West Basin Municipal Water District to pique its interest in partnering with the City to advance the recycled water main (aka “purple pipe”) at least through the project limits. If West Basin chooses to pursue it, immediate benefits could include irrigating the Manhattan Beach Blvd medians with recycled water. Future benefits include options for recycled water at Anderson Park, Dale Page Park and the SCE North Redondo Beach Bikeway greenbelt.

COORDINATION
Public Works Department - Engineering Services Division staff has coordinated the contract with the City Attorney’s Office.
